Purpose of the document

The management of the organization, according to labor legislation, has the right to both impose disciplinary sanctions on an employee who does not fulfill his duties, and to reward well-performing employees.

The procedure for rewarding an employee in general consists of the following stages:

  • the head of the department draws up a memo addressed to the employer with a proposal to reward (incentivize) the employee or employees of his department;
  • the employee’s candidacy is supported or rejected by a decision of the trade union body of the enterprise (as a rule, the visa of the chairman of the trade union committee is immediately affixed to the memo);
  • the head of the organization reviews the candidacy and puts a resolution on the memo, approving or rejecting the proposal;
  • Based on a positive decision, the HR employee prepares an order and submits it to the manager for signature;
  • after signing, the order is registered, and the employee is invited to familiarize himself with it under his signature;

Normative base

The procedure for encouraging personnel (including bonuses) is regulated by labor legislation, namely Art. 135, 191 Labor Code of the Russian Federation.

Let us note that incentives, including financial ones, are not an obligation, but only a right of the employer. That is, neither the length of service nor the merits of an employee can oblige the employer to pay him a bonus or award him a certificate.

The order form for employee incentives T-11 and T-11a was approved by State Statistics Committee Resolution No. 1 dated January 5, 2004, however, from January 1, 2013, the use of forms is no longer an obligation. The employer can develop a form that is convenient for him.

Drawing up a document

An order to reward employees, if a free form is used, must be issued on the organization’s letterhead, as a regular administrative document. When using form T-11 (T-11a), all data is entered into existing sections.

The document should have the following structure:

  1. name, date, registration number (assigned after signature by the manager);

Is it necessary to issue a monthly bonus order for an employee if bonuses are provided for in the employment contract?

If a unified form No. T-11 is used for an order for a bonus, it must be drawn up monthly. This is due to the fact that in section one of the instructions, which were approved by the Decree of the State Statistics Committee of Russia dated January 5, 2004 No. 1, when filling out the form there are no transfers of those types of premiums for the payment of which this order form is drawn up. Monthly payments are stimulating. They are not incentives; they are part of the remuneration system and are issued on a regular basis.
