Participation in government tenders is impossible to imagine without a unified information system. Who has the right to access information in the EIS and how to register in the system? Watch the video tip.

EIS users are divided into two categories:

  1. EIS subjects. They gain access to the system after completing the registration, authentication and authorization procedure in the UIS.
  2. Regular users who can view the site without registration.

Registration of organization and user under 44-FZ

The procedure for registration in the Unified Information System in the field of procurement approved by Riqaz F Federal Treasury dated December 30, 2015 No. 27n (hereinafter referred to as the Procedure). We remind you that those who were already registered in the EIS before July 15, 2016 had to register in the system again before January 1, 2017 (clause 2 of the Procedure).

The registration process under the new rules is described in more detail in the Instructions for registering organizations and users in the Unified Information System in accordance with Order of the Treasury of Russia dated December 30, 2015 No. 27n. Besides,The Treasury of Russia, in connection with questions received from EIS users, issued a letter dated July 21, 2016 No. 07-04-05/12-529. It explains questions about registering in the system.

By the way, do not forget that to place purchases in the UIS, you will need an electronic signature (ES), which confirms the accuracy of the information posted in the UIS. In the UIS you can use certificates issued by the certification center of the Federal Treasury. The certificate must contain the following information:

  • User's full name,
  • user's SNILS,
  • unique account number (SPZ code) of the organization,
  • organization authority, user authority.

Management of state and municipal procurement (

In order to be able to publish orders on the official website of government procurement of the Russian Federation (http://www.zakupki.gov.ru, hereinafter referred to as the Site), the organization must go through the registration and authorization procedure on this resource.

Persons acting as potential suppliers within the framework of the Law “On the contract system in the field of procurement...” dated 04/05/2013 No. 44-FZ (hereinafter referred to as Law No. 44-FZ) from 01/01/2019 must register in the Unified Information System. Persons accredited on the trading platform must register before the end of 2019 (clause 47, article 112 of law No. 44-FZ). During 2019, operators of electronic platforms must make it impossible for persons who have not registered in the Unified Information System to submit applications 3 months before the end of the accreditation period for this person on the site (Resolution of the Government of the Russian Federation of December 30, 2018 N 1752).

At the same time, regions may have their own supplier portals (for example, the “Supplier Portal” subsystem of EAIST in Moscow), however, this practice is not widespread, so it is not discussed in this article.

There are several main stages of the registration procedure:

  • Receipt and installation by the organization of an electronic digital signature key (hereinafter referred to as EDS). We also recommend reading the article “Procedure for obtaining digital signatures for government procurement (nuances).”
  • Registration of an organization and its representative, who will act as an administrator in the unified information system of the Site (hereinafter referred to as the UIS).
  • Registration of other UIS users from this organization who have an electronic signature.
  • Setting up access for UIS users who do not have organizational administrator functions.

Where to find the user guide for registering on the government procurement website

The registration procedure for both the organization itself and its representatives is described in detail in the following documents:

  • UIS user manual (at the time of preparation of this article, version 9.0 of the manual is current) - for placing orders within the framework of Law No. 44-FZ;
  • UIS user manual, developed in accordance with the Procedure for registration of legal entities..., approved. joint order of the Ministry of Economic Development and the Treasury of Russia dated August 10, 2012 No. 506/13n (hereinafter referred to as Order No. 506) - for placing orders within the framework of Law No. 223-FZ;
  • UIS user manual regarding registration and accreditation of participants, developed in accordance with Decree of the Government of the Russian Federation dated December 30, 2018 No. 1752 (hereinafter referred to as the manual);
  • instructions for registering organizations and users in the Unified Information System (hereinafter referred to as the instructions), created on the basis of the provisions of Order No. 27n of the Treasury of Russia dated December 30, 2015 (hereinafter referred to as Order No. 27n).

Obtaining an electronic signature

Before starting the registration procedure on the government procurement website (no matter under which law - No. 44-FZ or 223-FZ), you must obtain an electronic signature tool with a qualification certificate of the verification key (see clause 2 of Article 5 of Law No. 44-FZ , clause 18 of article 4 of law No. 223-FZ, clause 1.5 of order No. 27n).

You can obtain an electronic digital signature at the certification center of the Ministry of Telecom and Mass Communications of the Russian Federation or at certification centers accredited by the named executive body of the Russian Federation (clauses 5.2.25.17-5.2.25.18 of the Decree of the Government of the Russian Federation “On the Ministry of Telecom and Mass Communications of the Russian Federation” dated 02.06.2008 No. 418). The list of such accredited certification centers is published on the official website of the Ministry of Telecom and Mass Communications of the Russian Federation on the Internet.

The persons who need to obtain an electronic signature are (see clause 4.1-4.3 of Order No. 27n):

  • the head of the organization (i.e., a person who has the right to act without a power of attorney on behalf of a given legal entity, according to information from the Unified State Register of Legal Entities);
  • every employee of the organization who needs access to the UIS.

The form and list of information included in the EDS verification key certificate are regulated by clause 2 of Art. 14, paragraph 2, art. 17 of the Law “On Electronic Signatures” dated April 6, 2011 No. 63-FZ (hereinafter referred to as Law No. 63-FZ). In particular, these include the last name, first name, patronymic, SNILS and INN of the authorized person - the owner of the qualification certificate.

The technical side of the issue of installing a certificate is described in detail in the instructions, in the section “Instructions for setting up a workstation”.

Registration on the government procurement website under Federal Law No. 44-FZ

In accordance with Order No. 27n (clause 1.3-1.4), organizations included in the consolidated register (i.e., the register of participants in the budget process), approved. by order of the Ministry of Finance of Russia dated December 23, 2014 No. 163, are registered in the Unified Information System by the Federal Treasury.

Registration of organizations that are not subject to inclusion in the consolidated register is carried out after the named legal entities have completed the identification and authentication procedure on the government services website.

A detailed description of the procedure for registering organizations and their representatives in the UIS is contained in the following sources:

  • in sections III-V of order No. 27n;
  • in paragraph 2 of the instructions;
  • in paragraph 2 of the manual.

In this case, registration in the UIS of an organization subject to inclusion in the consolidated register is carried out automatically after the UIS receives information from the consolidated register. At this stage, a customer identification code is generated and a letter about the organization’s registration in the Unified Information System is sent to the email address specified by the organization when submitting an application for inclusion in the consolidated register.

Next, the head of the enterprise must log into his personal account on the official government procurement website and fill out the registration form for the organization’s administrator. Login to the UIS is carried out using the EDS verification key certificate. If the specified form is filled out correctly, the administrator’s registration will take place automatically (clause 4.3 of order No. 27n).

Legal entities whose information is not subject to inclusion in the consolidated register are registered by the head on the government services website in the “Registration of Legal Entities” section, after which the organization’s administrator logs into his personal account in the Unified Information System for authorization (select the “Personal Account 44-FZ” icon).

Registration on the government procurement website under Federal Law No. 223-FZ

To work with the Unified Information System in accordance with the provisions of Law No. 223-FZ, legal entities whose information should not be included in the consolidated register must go through the registration procedure in the “Registration of Legal Entities” section (clauses 1.1, 1.4 of Order No. 506, clause 1.4 order No. 27n).

The specified data is checked for correctness by the system of the public services portal, and if the results of the check are positive, the legal entity is included in the register of legal entities, and the head of such a legal entity is included in the register of individuals.

After this, an authorized person who has administrator or additional administrator rights must go through the authorization procedure in his personal account in the EIS system (select the “Personal Account 223-FZ” icon).

Login is made through the use of a qualified electronic signature verification key certificate (clause 1.5 of order No. 506).

After successfully completing the authorization procedure, the organization’s registration form appears in the Unified Information System, which is filled out automatically based on data from the information system of the public services portal. You need to check that it is filled out correctly and click the “Register” icon.

In relation to organizations whose information is subject to inclusion in the consolidated register, the procedure described in Section III of Order No. 27n is applied.

In case of successful registration and authorization, a notification about this will be sent to the email specified when sending the application for registration of the organization. To confirm registration, the organization administrator must follow the link contained in this letter.

After this, the rest of the organization’s employees who will subsequently need access to the UIS can be registered.

Thus, the registration process on the government procurement portal within the framework of laws No. 44-FZ and 223-FZ is generally similar and involves separate stages of registration:

  • the organization itself;
  • administrator / additional administrator of the organization;
  • other employees of the organization.

Before the registration procedure in the UIS, it is necessary to issue and obtain an electronic digital signature from the authorized federal executive body (Ministry of Telecom and Mass Communications of the Russian Federation) or from certification centers accredited by it.

Until 2019, persons wishing to take part in public procurement had to register in the Unified Information System. They were required to be accredited on each of the electronic trading platforms. This order has now been changed. All potential suppliers must be registered in the EIS during 2019, after which they receive automatic accreditation on trading platforms. Regulation

Before we tell you how to register in the Unified Information System as a supplier, we will dwell on what regulations regulate this process. So, registration of a participant in the Unified Information System is regulated by:

  • Article 24.2 44-FZ;
  • by Decree of the Government of the Russian Federation dated December 13, 2018 No. 1752, hereinafter referred to as PP No. 1752.

How to register in the EIS through government services

This question is not entirely correct. Registration is carried out in the Unified Information System, however, to enter the personal account of the procurement participant, it is necessary to undergo identification and authentication through the unified public services system.

Therefore, in order to register in your EIS personal account, you must first register on the government services portal. Let's use the example of an LLC. This is done in the following sequence:

  1. a person acting on behalf of an LLC without a power of attorney (usually the general director) opens a personal account for an individual if there is none;
  2. In the upper right corner, click on the “Add organization” button. Please note that the CEO's account must be verified. otherwise the system will not provide such an opportunity;
  3. enter company data;
  4. wait until the information about the LLC is verified;
  5. if necessary, in the “Employees” tab, he adds his subordinates who have accounts in the public service system. To perform an action, such employees must also have a power of attorney and qualified electronic signatures.

How and when should suppliers register in the Unified Information System in order to participate in procurement?

From January 1, 2019, the rules for procurement suppliers under Law No. 44-FZ have changed. ERUZ - a unified register of procurement participants - appeared on the procurement website. Only those included in this register can participate in procurement. And it will be possible to include information and documents in the register only after the participants register in the unified information system.

How to register in the UIS as an individual entrepreneur? Here the first step will be to create a verified individual account.

How can a supplier register in the EIS 2019

The second way to register in the UIS is to create a personal account for a procurement participant. You can do it like this:

  • in the upper right corner of the system, click on the blue “Personal Account” button and select “Personal Account of the procurement participant”;
  • fulfill the technical requirements that appear on the screen, otherwise the system will not allow you to continue working;
  • if everything is in order, the system will redirect to the user authentication page, which is done by logging into the public service system by entering a password, or through an electronic signature;
  • after successfully checking the data of the general director for public services, a registration form will open, where you should select the item “Registration of a new participant in public procurement”;
  • The EIS collects data about the enterprise;
  • select the desired type of participant and fill out the form;
  • After successful registration, the bidder receives a unique registration number of the ERUZ (Unified Register of Procurement Participants).

How to register in the Unified Information System for an individual? Follow the same steps only to select the appropriate type of potential supplier.

How to register in ERUZ EIS: required documents

Paragraphs 5 and 6 of PP No. 1752 specify the information and documents required for registration of legal entities and individuals, including entrepreneurs, with the ERUZ. Therefore, when answering the question of how to register in the UIS procurement, you cannot bypass the documents required for this. Please note that some information and documents are received automatically. This:

  • name of the company, full name of the individual;
  • KPP and OGRN of the legal entity;
  • legal address of the enterprise, address of the individual’s place of residence;
  • OKVED;
  • belonging to the subjects of the NSR (if any);
  • Full name of the general director;
  • extract from the Unified State Register of Legal Entities/Unified State Register of Individual Entrepreneurs.

Information provided directly by bidders:

  • name and code of the country of registration of the legal entity/entrepreneur;
  • website and contacts;
  • passport details of the general director/individual;
  • copies of the constituent documents of the legal entity;
  • decision to approve a major transaction.

The public procurement system was created to ensure that all organizations have the right, in conditions of fair competition, to compete for contracts for the supply of goods and services offered by state and municipal structures.

In addition, this mechanism makes it possible for any outsiders to control the process of acquisition by these departments of what they need. This opens up the possibility of public control over this activity.

What is EIS

EIS is unified information system(the abbreviation was formed from the first letter of the three previous words) in the field of procurement. This mechanism is a portal located at zakupki.gov.ru. This online resource contains all information related to the acquisition of various services and goods by state authorities and local governments.

The development of this site was aimed at eliminating abuses (corruption) in the process of spending public funds on such goods and services. In addition, the creators were aimed at making the procurement process more transparent. The goal was to give all citizens of the Russian Federation access to data related to this type of activity.

In other words, in the UIS, customers (those who buy) and suppliers (performers), that is, both potential parties to the contract, but also everyone else who does not intend to enter into transactions, but only wants to control the processes, can find out all the necessary data. Such interested parties have access to all data, and it is provided to them completely free of charge. The only exception is data from the hidden part of the EIS, and, in addition, information that constitutes a state secret of Russia.

Among the information that is placed in the UIS:

  • procurement plans, as well as schedules related to them, it is required that customers post these materials on the portal in machine-readable form;
  • information on the implementation of plans from the previous paragraph;
  • a list of contracts that are drawn up in accordance with established rules;
  • notifications about ongoing purchases and all required documentation;
  • list of suppliers violating their obligations;
  • a list of standard agreements and contractual terms that customers are required to apply when concluding agreements;
  • list of types of bank guarantees;
  • register of inspections, both carried out according to plan and extraordinary;
  • list of complaints;
  • results of monitoring orders and their audit;
  • reports compiled by customers;
  • catalogs covering services and goods that are recognized as necessary to meet the needs of both the state and municipalities;
  • information regarding the average cost of goods and services according to the market;
  • other data regarding government procurement.

Requirements for suppliers and performers

Suppliers and contractors must meet a number of requirements in order to be allowed to put forward their own procurement proposals addressed to the customer. Such requirements are established by Art. 31 of Federal Law No. 44 -FZ of April 5, 2013 and include:

  • first of all, the organization’s compliance with the criteria set forth in the legislation for structures performing these works and supplying these goods, including the availability of licenses and presence in the SRO;
  • the absence of liquidation procedures in relation to this organization (accordingly, its presence is a factor excluding access to procurement);
  • absence of a decision of the arbitration court, according to which the company is declared bankrupt and bankruptcy proceedings are opened against it;
  • absence of the fact of suspension of the activities of the applicant for participation in procurement in an administrative manner;
  • the absence of excessive debt of a given legal entity for various types of obligatory payments to the budget, including taxes, fees and others, with the exclusionary circumstance being the presence of such debt in the amount of 25% of the total assets of the company (but it is stipulated that a number of types of debt are not taken into account, including those for which the company received an installment plan or deferment, or if they were restructured, as well as if the debtor himself does not agree with this debt and filed an appeal, on which there is no decision yet);
  • the absence of responsibility for the head of the organization, as well as its chief accountant or the individual carrying out the purchase (individual entrepreneur) under a criminal article of an economic profile, including giving or receiving a bribe, mediation in its transfer, participation in business activities carried out illegally;
  • also, in relation to all persons from the previous paragraph, at the time of the procurement there should be no current criminal punishment associated with the inability to carry out certain activities that are related to the supply of products or provision of services, as well as an administrative sanction in the form of disqualification;
  • the absence of legal entities (this requirement applies specifically to them) of facts of bringing to administrative liability under the article of the Code of Administrative Offenses of the Russian Federation, which provides for punishment for receiving illegal remuneration on behalf of a legal entity during the previous two years;
  • no conflict of interest;
  • Finally, offshore companies are not allowed to purchase.

Is registration required in the EIS?

The unified information system is divided into two main parts, namely open and closed. The open one includes the bulk of information, access to it is possible for everyone. In other words, registration is not required; any person, even those who do not carry out any transactions, has the right to familiarize themselves with the information from this part. It is through it that control over procurement is exercised by the public.

Registration with the creation of your own personal account is certainly required for customers.

In its process, they need to enter into the virtual form all the details provided for in it, as well as certify what is recorded with an electronic digital signature. Only after this do they gain access to the closed part of the system, which includes procurement plans and their schedules.

How to register on the electronic platform

To register on the electronic platform, the customer or other person who has such a need must enter information about himself in the Consolidated Register of this system and write what powers he has in the field of procurement (for example, customer).

Next, the UIS will take information from this Consolidated Register and create an identification code for this person, which will be sent to him by email. This code includes 22 digits, the first twenty are numbers used for identification, and the last two indicate the authority of the given participant. If he has multiple credentials, he will need to obtain multiple codes.

Once this information is received, registration will be carried out automatically.

  • go to the website zakupki.gov.ru;
  • On the start page in the upper right corner, find the “Personal Account” button and click on it;
  • A submenu of two items will appear below with links to two personal accounts; you need to click on the desired item;
  • Then two windows will appear on the screen that will read:
    • entrance for representatives of organizations whose registration was carried out according to the third section of the procedure approved by Order of the Treasury of Russia No. 27n dated December 30, 2015;
    • entrance for representatives of organizations whose registration was carried out under the third section of the same procedure;
      the customer selects one of the options and clicks on the “Login” button on the window;
  • Next, a personal account will open, which relates to the person heading this company, there will be a form of his personal card, which he will need to fill out, entering information about:
    • last name, first name and patronymic;
    • positions;
    • your contact phone number and e-mail;
    • registration date and latest changes.

Since the head of the company in most cases does not directly perform actions within the UIS, he will need to give access to this service to another person who will become the administrator of the company. To do this, in the manager’s personal account, click on the “Register a user” link.

Next, a form opens in which the head of the company enters all the information about this person. They coincide with the list that he needs to indicate for himself, namely full name, position and telephone number. Please note that the service asks you to indicate two e-mails - the employee’s own and the one to which he will receive notifications sent by the unified information system.

Also, this data must be accompanied by a certificate issued to this person, generated in the form of a file. Finally, the form is approved by the electronic signature of the manager himself. The system checks the certificate and signature, and if it finds that they are authentic, it assigns a login to the administrator and in the future he has access to the system.

How to find a contract on the government procurement website

To find a contract in the EIS system, you need to know the region where it was concluded, the date and the customer. These parameters are entered into the search form on the portal of this service, after which the system displays the results.

Also, you can carry out search by free phrase, entering in the search bar on the main page the name of the product or service for which you want to search for contracts. The resulting results can be refined using an advanced search, as well as sorted in the required order.

Having analyzed search queries related to the subject of procurement, we noticed that the process of registering customers in the UIS raises quite a lot of questions. In essence, most of the information about the registration process is located directly on the EIS official website in the “Training Materials” section, however, many are most likely confused by the fact that this is not some kind of social network where you can register in a couple of minutes by entering a minimum amount of data , but a tool for professional work in the field of procurement.

We will use the established one and try to disclose the procedure for registering in the UIS in a more accessible form.

Obtaining an electronic digital signature (EDS).

To carry out all legally significant actions in the Unified Information System on the website zakupki.gov.ru, you will certainly need an electronic digital signature (EDS). In particular, according to paragraph 3 of part 1 of article 4 of Law No. 44-FZ, to sign documents in the Unified Information System we will need enhanced unqualified electronic signature (hereinafter referred to as EDS).

In our case (customer under 44-FZ), it is allowed to use only certificates issued by the certification center of the Federal Treasury. Therefore, to obtain an electronic signature, we need to contact the nearest FC certification center.

The certificate issued by the Federal Treasury contains:

  • last name, first name, patronymic of the user for whom the signature is issued;
  • user's SNILS;
  • unique account number (SPZ code) of the organization;
  • authority of the organization;
  • user permission.

After receiving the electronic digital signature certificate, you can begin the registration procedure, which we will conditionally divide into two stages - setting up the software and directly registering in the UIS.

Software setup.

Perhaps most people find this stage to be the most difficult, since it involves the use of specific software that no one encounters in everyday life.

However, not everything is as scary as it seems - the EIS contains both the minimum system requirements for PC hardware and the requirements for installed software.

Hardware requirements:

  • processor with a clock frequency of at least 1.3 GHz;
  • RAM - at least 1 GB;
  • Internet channel bandwidth - at least 256 kbit/sec

Requirements for installed software to work with the Official EIS website:

  • Installed Internet browser Internet Explorer (version 10.0 and higher), or any other browser that supports Transport Layer Secyrity (TLS v.1.1 and higher RFC 5246), using Russian cryptographic standards;
  • CryptoPro CSP software.

Note that, in essence, the most correct work in the EIS is possible only through the Internet Explorer browser; work through other browsers does not guarantee obtaining the desired results.

Setting up a browser and installing specialized CryptoPro CSP software is unlikely to raise questions that are not answered in the instructions, but there is one caveat: if you are using Windows 8.1 and Internet Explorer has been updated to version 11, you must use this browser in compatibility mode in Internet Explorer 10. The fact is that in Windows 8.1, the browser is part of the operating system and its separate installation or removal and subsequent re-installation of a younger version of the browser is not possible; you have to use a “crutch” in the form of compatibility mode. Detailed instructions for installing this mode are described in the instructions indicated above.

After we have received the digital signature and configured the workstation (PC) to meet the requirements specified in the instructions, we can begin the registration process in the UIS.

To register an organization in the Unified Information System, it is necessary to have information about the organization in the Consolidated Register indicating the organization’s powers in the field of procurement. After receiving information about the organization from the Consolidated Register, the System generates a customer identification code (CIC), the organization is automatically registered in the UIS, information about the organization is stored in the register of organizations in the UIS. A notification about the organization's registration in the Unified Information System is sent to the email address specified in the entry of information about the organization in the Consolidated Register. A corresponding entry is created in the event log of the organization’s card. To ensure the work of the organization's users in the Personal Accounts of the UIS, the administrator of the organization must log in to the UIS in order to confirm the registration of other users of the organization.

When clicked, a login form is displayed with a choice of options. You must select the option " Login for users of organizations registered in accordance with section III The procedure approved by Order of the Federal Treasury dated December 30, 2015 No. 27n, and the Procedure for registration in the Unified Information System approved by Order of the Federal Treasury dated March 25, 2014 No. 4n ».


Click on the “Login” button on the appropriate item.


After clicking, we will see a message explaining the need to use an electronic signature when working with the EIS, and there is also a button “ Registration“That’s what we need.”



In this case, the system will offer to choose one of the unique logins provided automatically. Otherwise, you can create a login manually.

After filling out all the required fields, you need to click the “ Register" After this, the system will register the user in the UIS and display the Personal Account of the Organization Administrator. This completes the registration process.
