1.4. Each employee of the administrative and managerial staff is obliged to:
1.4.1. Perform only those types of work that correspond to his qualifications, are provided for by job descriptions and instructions of his managers, which do not contradict the requirements of labor legislation and labor protection, as well as the requirements of local documents in force in the organization.
1.4.2. To the extent necessary, know and follow the instructions for the operation of computer equipment and office equipment available at your workplace, and other tools and devices used in the work (fax machines, copiers, paper shredders, laminators, etc.).
1.4.3. Comply with the requirements of their job and production instructions, instructions on labor protection and fire safety measures, internal labor regulations.
1.4.4. Use in work only for its intended purpose and only serviceable furniture, fixtures, office equipment and other workplace equipment.
1.4.5. Do not allow foreign objects to interfere with work at your workplace.

1.5. Working hours, established breaks in work, breaks for rest and meals are determined by the internal labor regulations in force in the organization and instructions on labor protection.
1.6. Employee protection means are:
- protective insulation of wires and cables, current-carrying parts of equipment and parts of equipment that may be energized;

2. HEALTH REQUIREMENTS BEFORE STARTING WORK

3. HEALTH REQUIREMENTS DURING WORK

4. REQUIREMENTS FOR LABOR PROTECTION IN EMERGENCY SITUATIONS

1.4. Employees serving elevators must:

- do not clutter up the workplace, passages and access to fire-fighting equipment and primary fire extinguishing equipment;
- do not use electric stoves, electric kettles and other electric heaters that do not have thermal protection devices, without stands made of non-combustible heat-insulating materials that exclude the risk of fire, and non-standard (self-made) electric heaters;
- in order to avoid electrical injury and electric shock, workers should not touch open electrical wiring and cables;
- the workplace must be provided with an insulating mat and dielectric gloves;
- Do not allow unauthorized persons to enter the workplace.
1.10. Before eating, wash your hands with warm water and soap or cleansing pastes that are approved for use in the prescribed manner. Eating is allowed in a designated area. Eating and storing food in the workplace is prohibited.
1.11. Employees serving elevators must know the device, the principle of operation and the rules of operation of elevators they serve, automatic equipment blocking schemes, the procedure for stopping and starting the elevator, the meaning of sound and light alarms used in this production.
1.12. At the workplace of employees, the necessary stock of materials, spare parts and tools for minor repairs, lubricants and cleaning materials placed in closed metal boxes, as well as inventory for cleaning the workplace, should be kept.
1.13. In case of injury, illness or deterioration in health, the employee must stop work, notify his immediate supervisor (foreman) of the accident (illness, deterioration in health) and seek help from the nearest medical institution.
1.14. In the event of an injury to another worker, it is necessary to stop work, take measures to provide first aid to the victim and immediately notify the foreman or superior manager about the accident.

2. HEALTH REQUIREMENTS BEFORE STARTING WORK

2.1. Before starting work, workers serving bucket elevators must put on the appropriate overalls and safety shoes, fasten and tuck in so that there are no hanging ends.
2.2. Before starting the elevator it is necessary to check:
— state of the conveyor;
- serviceability of sound and light alarm;
- serviceability of signaling sensors, interlocks;
— availability and operability of elevator fire protection (for fire hazardous working conditions);
— reliability of the elevator emergency stop devices;
- the correct tension of the chains;
- the presence and serviceability of the rollers;
- availability of protective grounding of electrical equipment, armor of elevator cables;
- availability and reliability of guards for drive, tension and end drums.
2.3. Before starting the elevator, you must make sure that no work is being done on the track. It is not allowed to put into operation elevators if the passages are littered and cluttered.
2.4. Employees servicing bucket elevators must take measures to eliminate the detected deficiencies, and if it is impossible to do this, inform the shift foreman and do not turn on bucket elevators until all faults are eliminated.
2.5. In the case of transferring a shift without stopping the equipment, employees serving elevators must inform the receiving shift about all the malfunctions that have occurred in the operation of the served elevators, make an entry in the shift acceptance and delivery log.

3. HEALTH REQUIREMENTS DURING WORK

3.1. Employees serving bucket elevators are required to work in the established overalls and footwear, as well as use other personal protective equipment: a respirator, earmuffs, a protective helmet.
3.2. Employees serving elevators are required to:
- be attentive and comply with the requirements of the established sound and light signals;
- move along the established passages and transitional bridges;
- monitor the serviceability of the guards of the drive gears and idlers;
- monitor the good condition of transfer points, tension drums, feeder gearboxes, automatic devices, the correct unloading of materials into receiving units;
— keep the elevator service area and the workplace clean, without cluttering them with foreign objects.
3.3. Before starting the equipment, the dispatcher gives warning light and sound signals.
3.4. Before loading the equipment, it is necessary to check the operation of the elevator at idle.
3.5. Work on tensioning and guiding the chains is allowed only when the electric motor is turned off and the fuses are removed, and warning posters “Do not turn on! People are working! Disconnection from the mains must be done in dielectric gloves, standing on an insulating mat.
3.6. During work it is forbidden:
- rearrange or replace the support and guide rollers;
- direct the movement of the chains, as well as manually correct the side seal;
- to leave without the permission of the shift foreman from his workplace.
3.7. To prevent emergency situations, it is necessary to prevent the chains from coming off the drums, blockage of the elevator, clogging of discharge funnels and chutes, breaking and slipping of the chains.
3.8. During the operation of the bucket elevator, it is not allowed:
- elimination of chain skew using a metal rod, pipe, stick, etc., regulation of the position of drums and roller bearings;
- storage of flammable liquids, lubricants and cleaning materials near the elevator launchers;
- use for gear drives of lubricants not recommended by the manufacturer;
- work with faulty speed relays, relays for protection against slipping of chains, relays for descent of chains, signaling devices and emergency stop devices for elevators, in case of blockages of transported material;
— elimination of slippage of chains with the use of bedding between the chain and the drum of rosin, bitumen, sand, transported and other material. Elimination of chain slippage must be carried out with the elevator stopped by tensioning the chains in the manner provided for in the design of the elevator;
- lubrication of bearings and other rubbing parts on the go;
- admission of unauthorized persons to management.
3.9. During the operation of elevators, it is necessary to systematically control:
- the correct loading of the chains with the transported material;
- smoothness of movement and condition of the chains;
— position and operation of brushes and scrapers.
3.10. The elevator must be stopped immediately:
- when slipping chains on the drive drums;
- when the smell of burning, smoke, flame appears;
- when the tension of the chains is loosened in excess of the allowable;
- when chains run onto roller supports or drums until they touch the fixed parts of the bucket elevator and other objects;
- in case of malfunction of protections, interlocks, means of emergency stop of the elevator;
- in the absence or malfunction of enclosing devices;
- in case of faulty bolted connections, when loose bolts are detected;
- with abnormal knocking and increased noise level in the drive gearbox;
— when clogging the transshipment unit with the transported material;
- in the absence of two or more rollers on adjacent supports;
- in case of damage to the circuits and their butt joint, creating a risk of an accident;
- in case of violation of the lining of the drive and pressure drums;
- jammed drums.
3.11. The stop of the elevator should be made (during normal operation) only after the load has completely left it.
3.12. After the end of the work of the noria, it is necessary:
- disconnect from the mains;
- clean chains, drums, loading and receiving devices from adhering material;
- make an entry in the elevator inspection and repair log about the problems found and measures to eliminate them.
3.13. In the event of a sudden power outage, the starting devices of the electric motors and the elevator control levers are immediately transferred to the “Stop” position.

4. REQUIREMENTS FOR LABOR PROTECTION IN EMERGENCY SITUATIONS

4.1. During the operation of elevators, the following main emergencies may occur:
- the descent of chains from the drums;
— breakage of chains;
- noria blockage;
— clogging of discharge funnels and gutters;
- ignition of electrical equipment, electrical wiring short circuit.
4.2. In the event of an emergency, it is necessary to stop the elevator, hang a sign "Do not turn on!" and report the incident to the shift foreman.
4.3. In case of obstruction and slippage of the elevator chains, it is necessary to clean the tape, drums, rollers from the material in the place of obstruction.
4.4. Participation in the work on the restoration of chains, the elimination of blockages of the elevator is carried out at the direction of the shift foreman, while measures must be taken to prevent erroneous or spontaneous switching on of the elevator drive.
4.5. In the event of a short circuit in the electrical wiring, its ignition, or ignition of electrical equipment, the employee must immediately turn off the power supply, inform the dispatcher and proceed to extinguish the fire using powder fire extinguishers.

5. REQUIREMENTS FOR HEALTH AND SAFETY AFTER THE END OF WORK

5.1. At the end of the shift, elevator operators must:
- remove spillage from under the drive, tail drums and tension stations;
- tidy up the workplace, put the tool in a specially designated place.
5.2. Defects and malfunctions identified during the inspection of the elevator must be eliminated, and if it is impossible to do it on your own, report to the shift foreman and make an entry in the shift acceptance log.
5.3. After finishing work, take a shower or wash your face and hands with warm water and soap.
5.4. Working clothes, safety shoes and other personal protective equipment should be stored in the dressing room separately from everyday clothes.

1.6. Personnel servicing electrical installations must pass an examination of knowledge of this manual and other regulatory and technical documents (rules and instructions for the technical operation of electrical installations, fire safety, use of protective equipment, electrical installations) within the limits of the requirements for the relevant position and profession, and have an appropriate electrical safety team.

1.7. Depending on the nature of work in electrical installations, electrical personnel are required to use protective equipment:

dielectric gloves;

dielectric boots in installations above 1000 V;

dielectric rugs;

overalls;

pointers with voltage up to 1000 V;

protective glasses;

safety belts;

fitting and assembly tool with insulating handles.

1.8. If necessary, use in rooms with increased danger and especially dangerous portable electric lamps must have a voltage of not more than 50 V.

When working in particularly unfavorable conditions (metal tanks, etc.), portable lamps must have a voltage of no higher than 12 V.

2. BEFORE WORKING START

2.1. Workers servicing electrical installations. When you arrive at work, you must:

Check the serviceability of protective equipment (dielectric gloves, rugs);

Inspect the tool, materials, keys to the premises, operational documentation;

Issue the acceptance of the shift by writing in the journal with your signature;

Report directly to the superior manager about the entry on duty and the problems noticed during the acceptance of the shift.

3. DURING OPERATION

3.1. An employee servicing electrical installations during his work is a responsible person for the trouble-free and safe operation of all electrical equipment in the assigned area.

3.2. In case of violation of the operating mode, damage or accident with electrical equipment, the employee servicing electrical installations is obliged to independently and immediately take measures to restore the normal mode of his work, using his subordinate personnel, and report the incident to a higher manager.

3.3. An employee servicing electrical installations is obliged during the shift to bypass and inspect electrical equipment. During the bypass, the correct mode of operation, the condition and serviceability of the equipment, the cleanliness of the premises, and the condition of protective equipment are checked.

3.4. When inspecting switchgears with voltage up to 1000 V, it is forbidden to remove warning posters and fences, penetrate them, touch live parts.

3.5. A sole inspection of electrical installations of the electrical part of technological equipment can be performed by an employee with an electrical safety group of at least III, from among the administrative and technical personnel, having group IV, for electrical installations with voltage up to 1000 V and the right of sole inspection on the basis of a written order of the head of the organization.

3.6. Personnel with qualification group III are allowed to single-handedly open the doors of switchboards, control panels and other equipment for inspection. At the same time, be careful not to touch live parts.

4. FAST SERVICE.

INSPECTIONS OF ELECTRICAL INSTALLATIONS.

4.1. Operational switching should be carried out by operational or operational and maintenance personnel authorized by the administrative document of the head of the organization. For those who allow, according to the side-admission and the order, the presence of an admission to the right to perform operational switching is mandatory.

4.2. The type of operational maintenance of the electrical installation, the number of employees from among the operational personnel in a shift is determined by the management of the organization and is fixed by an appropriate order.

4.3. Switching on and off at switchboards, in electrical networks and at individual installations should be carried out by order or with the knowledge of the higher-ranking personnel in charge of this equipment, in accordance with the regime established in the organization with an entry in the operational log.

4.4. Remove and install fuses when the voltage is off. It is allowed to remove and install fuses that are energized, but without load.

Under voltage and under load, it is allowed to replace: fuses in secondary circuits, fuses of voltage transformers and fuses of plug type.

4.5. when removing and installing live fuses, you must use:

in electrical installations with voltage up to 1000 V - insulating pliers or dielectric gloves and face and eye protection.

4.6. The doors of electrical installations, chambers, panels and assemblies, except for those in which work is carried out, must be locked.

4.7. The procedure for storing and issuing keys to electrical installations is determined by the order of the head of the organization.

4.8. In case of accidents, in order to free the victim from the action of electric current, the voltage must be removed immediately without the prior permission of the work manager.

5. PROCEDURE OF WORK

5.1. Work in existing electrical installations must be carried out according to the permit (hereinafter - along) according to the order, according to the list of works performed in the order of current operation.

5.2. An order is a building for safe work, drawn up on a special form of the established form and defining the content, place of work, time of its beginning and end, conditions for safe conduct, composition of the team and persons responsible for the safety of the work.

It is allowed to issue an outfit for a period not exceeding 15 calendar days from the date of commencement of work. The order can be extended 1 time for a period not exceeding 15 calendar days from the date of extension. During breaks in work, the order remains valid. The order is issued in two copies.

In switchgear installations, switchboards, on main busbars with voltage up to 1000 V;

On air, cable lines and their inputs with voltage up to 1000 V.

5.3. An order is a task for the safe production of work, which determines its content, place, time and persons who are entrusted with its implementation. The order may be transmitted directly or by means of communication with subsequent entry in the operational log.

5.3.1. The order is of a one-time nature, its validity period is determined by the length of the working day of the executors. If it is necessary to continue work, if the working conditions or the composition of the team change, the order must be given again.

5.3.2. Admission to work by order must be issued in the Journal of accounting for work on orders and orders.

5.3.3. By order are carried out:

Work without removing the voltage away from live parts under voltage, lasting no more than one shift;

Unscheduled work caused by production needs, lasting up to 1 hour;

Works with voltage relief in electrical installations up to 1000 V, lasting one shift.

5.3.4. The work performed without removing the voltage away from live parts under voltage includes work in electrical installations with voltage up to 1000V for installation, testing, adjustment, removal for repair and installation of measuring instruments, meters, relay protection devices, automation, telemechanics and communications, work on the drives of switching devices, on the secondary circuits and in the circuits of electric drives, automatic and remote control circuits, carried out in rooms where there are no current-carrying parts with voltages above 1000 V, in rooms where live parts with voltages above 1000 V are located behind a permanent solid and mesh fence, as well as in the instrument compartments of the complete switchgear and the complete transformer station. The specified works are carried out by at least two persons from the repair personnel, one of whom must have an electrical safety group of at least IV, and the other - III; alone - a person from the operational personnel with a group of at least IV.

5.3.5. By order of operational and operational-repair personnel in electrical installations with voltages above 1000 V, urgent work can be carried out lasting no more than 1 hour, excluding the time for preparing the workplace. Urgent work, which requires more than 1 hour or the participation of more than three workers, including the worker carrying out supervision, should be carried out in parallel.

5.3.6. A senior worker from among the operational personnel who performs work or monitors those working in electrical installations with voltages above 1000V must have group IV, and in electrical installations with voltages up to 1000V - group III. Before work, all technical measures for the preparation of the workplace, determined by the issuer of the order, must be completed.

5.3.7. In electrical installations with a voltage of up to 1000 V, located in rooms other than those that are especially dangerous, in relation to electric shock to people, an employee with group III can work alone.

5.3.8. By order, single-handed cleaning of ZRU corridors (closed switchgears) and electrical rooms with electrical equipment with voltage up to and above 1000 V, where live parts are fenced, can be performed by an employee with group II. In rooms with separately installed switchboards with voltage up to 1000 V, cleaning can be carried out by one employee with group I.

5.4. Works in the order of current operation include small-scale types of work performed during the work shift, which must be contained in a list of works previously developed and signed by the technical manager or responsible for electrical facilities, approved by the head of the organization. In this case, the following requirements must be met:

Work in the order of current operation (list of works) applies only to electrical installations up to 1000 V;

The work is carried out by operational or operational-repair personnel on the equipment, site assigned to this personnel.

Preparation of the workplace is carried out by those employees who subsequently perform the necessary work.

5.4.1. The work performed in the order of current operation may include:

Works in electrical installations with unilateral power supply;

Disconnection, connection of cable, motor wires, other equipment;

Repair of magnetic starters, knife switches, start buttons, other similar starting equipment;

Repair of individual electrical receivers (electric motors, electric heaters, etc.);

Removal and installation of electric meters, other measuring instruments;

Replacing fuses, repairing lighting wiring and fittings, replacing lamps and cleaning fixtures located at a height of no more than 2.5 m;

Other work performed on the territory of the organization, in office and residential premises, warehouses, workshops, etc.

The above list of works can be supplemented by the decision of the head of the organization. The list should indicate which work can be performed alone.

6. AFTER THE END OF WORK.

6.1. An employee servicing electrical installations must report to his immediate supervisor about the end of duty with a log entry signed by him.

6.2. Each employee, if he cannot take measures to eliminate violations of this instruction, must immediately report to a higher manager about all violations he has noticed and malfunctions of electrical installations, machines, mechanisms, devices, tools, protective equipment, etc. that pose a danger to people.

7. RESPONSIBILITY FOR FOLLOWING THE INSTRUCTIONS.

Employees guilty of violating this instruction will be held accountable in accordance with the established procedure.

In the absence of regulatory documents that approve intersectoral or sectoral requirements for safe working conditions, these regulatory documents are developed on the basis of the safety requirements set forth in the operational documentation supplied with the equipment.

The procedure for developing documents is determined by the employer, who can independently deal with this issue, or can instruct a specially appointed employee (as a rule, an occupational safety engineer, whose job description contains a corresponding duty).

The position of an OT specialist is created in an organization if the number of staff units is more than 50 (Article 217 of the Labor Code of the Russian Federation). If the number of employees is less, the employer is not obliged to introduce the specified position, but this does not mean that he has less responsibility to ensure safe working conditions for his subordinates. For new capacities being put into operation, it is allowed to develop and apply temporary regulations for employees, which must ensure the safe conduct of production processes and the safe operation of equipment.
