Pavlogradugol liquidated wage arrears to miners

The holding company "Pavlogradugol" includes 10 branches-mines: Ternovskaya, Stepnaya, Yubileinaya, Pavlogradskaya, Samara, Dneprovskaya, them. Heroes of Space, West-Donbass, them. N.I. Stashkova, Blagodatnaya. In 2003, the holding produced 10 million 843 thousand tons of coal, which is 13.8% of Ukrainian production. Analysis of changes in wages for 2015-2016

In 2016, based on the assessment of the staff, the base salaries of employees of PJSC DTEK Pavlogradugol were increased by an average of 10%.

Accordingly, the labor productivity of workers is growing, because the volumes of coal mining and mine workings have reached unprecedented heights for Ukraine. Thus, with actual coal production in 2016 of 18409.5 thousand tons and excavation of mine workings on its own (without contractors) 96043 linear meters. The labor productivity of a coal mining worker was 100.3 t/month, and that of a sinker was 3.1 m/person.

Achieved results of work of PJSC DTEK Pavlogradugol and the range of maximum and minimum salaries for mine departments

In Mine Pavlogradskoye in December 2016, the team of the second mining site (headed by Shevchenko G.V.), with a plan of 61 thousand tons, produced 61 thousand 455 tons of coal. There were 1129 exits, the monthly salary was UAH 19,704. But section No. 4 (headed by Litvinov V.V.) with 961 exits mined only 17 thousand 93 tons, and earnings of a thunderstorm - 10 thousand 189 hryvnias.

It is advisable to compare the work of the two tunneling teams of the Pavlogradskoe mine. The brigade of A.M. Koshkin on the assembly drift passed 125 meters in a month with a plan of 150 m and with 557 exits. The salary was UAH 13,203. At V. Bondarenko's brigade, on the tunneling of the drainage drift, the tunneling was only 40 meters at exits 477. The salary is 10 thousand 583 hryvnias.

A recognized leader in coal mining in the Ternovskoye mine administration, the team of site No. 1. With a plan of 64.9 thousand tons, they produced 81.353 tons of coal in December. This is almost twice as much as at section No. 6, where, with a plan of 54 thousand, 46,298 tons of fuel were produced. The labor productivity of thunderstorms in the first section was 46.89 tons / output, in the sixth - 27.57. In the same mine administration, Krasyuk's brigade covered 120 linear meters in a month. workings, and Kaunova - only 14 meters. Although the number of exits differs little - 537 for Krasyuk against 555 for Kaunov. The salary in the first of the tunneling teams is 16 thousand 435 hryvnias, in the second - 10 thousand 60 hryvnias.

Even more striking results of the work of sinkers SHU "Pershotravenskoe". The brigade of S.V. Stepulenko has just a brilliant result of a month's work - 340 running meters. at 564 exits. The brigade of V.N. Persan, with 596 exits, passed only 42 meters of output. The salary of the drifter of this brigade slightly exceeded UAH 11,000. while in the advanced brigade earnings amounted to more than 23 thousand UAH.

The most high salary in December the workers had SHU "Pershotravenskoe". This is especially noticeable in the context of mining areas. There are four of these plots, the average salary was 19 thousand 415 UAH. , where a plow is skillfully used, the December salary reached 22 thousand 590 UAH. with 1279 outputs, the monthly production volume amounted to 99 thousand 988 tons of coal against the plan of 880 thousand tons. For the month, 65 thousand 194 tons of fuel were produced against the plan of 60 thousand tons, the number of exits was 1348. Monthly earnings at the site amounted to 17 thousand 211 hryvnias. The work of people and the organization of labor in this area deserve respect and reverence.

Three longwalls mined coal SHU "". The results of the miners' labor here are more modest. In December, none of the polling stations coped with the task of the month. At the first site, 36 thousand 612 tons of coal were mined, at the second - 31 thousand 524 tons, at the third - 45 thousand 600 tons. The salary of thunderstorms, respectively, amounted to uch. No. 1 - UAH 11 thousand 425, on account. No. 2 - UAH 13 thousand 781, on the account. No. 3 - 13 thousand 53 UAH.

It is necessary to dwell on the results of the work of the leader of coal mining in the region - Shu them. Space heroes. Fuel production here is carried out by six sections. Combines of brand KA-200 are used at all sites. If we compare the work of the teams of sections No. 2 and No. 5, we will see that in December, account. In December, the brigade of S.N. Semichasny confidently took the lead among sinkers, bringing the volume of tunneling to 360 linear meters with the number of exits 736. Kovalchuk had 292 exits, and 27 linear meters were covered. the salary in the first of these teams is 16 thousand 270 hryvnias, in the second - 10 thousand 956 hryvnias.

The principles of organization of work and remuneration in the Pavlogradskoye mine administration are of great concern. Thus, the spread of wage levels of workers, reaching UAH 9-10 thousand, completely demotivates the staff to perform production tasks. The miner goes to the mine in order to receive a decent payment for his labor costs and loss of health. And if the site does not fulfill the plan from month to month, and there is not even a prospect of successful work, this is not the fault of the employee, but the organizers of production at the enterprise.

The opposite situation in the mine administration. Heroes of space, where the leader does not curry favor with the owner, but evenly distributes human, material, and production resources. And as a result, uniform workloads across sections and stable high wages for all miners.

In general, I would like to say that wages have a social function - to fully compensate for the cost of such a commodity as "labor power". And the main role of the function of intensive use of human labor is played by the mechanism of stimulation and motivation - only then the Company will be able to achieve its fundamental goals.

- Artem Nikolaevich, why did it become necessary to correct the currentRegulations on bonuses for DTEK Pavlogradugol?- In Pavlogradugol, as you know, there is a fundamentally new for enterprises coal industry grading wage system. Moreover, we were the first among the coal enterprises of Ukraine to apply the time-based wage system. For the first time in the history of DTEK Pavlogradugol, even those employees who were traditionally considered pieceworkers were transferred to time wages. Throughout the past year working group, which developed this Regulation, monitored how the system works, where it may fail. One of the problem areas in the Regulations on bonuses was the low motivation to improve the ash content of mined coal. So, in 2010 practical implementation With Pavlogradugol, we exceeded the ash content by 2% of the planned target for coal production. This was a signal that something in the system was not working as we would like. The Regulations should be improved in several directions. First, it should motivate employees to improve the quality of mined coal. Secondly, the difference in the treatment equipment used by the miners should be taken into account when calculating the bonus.

Let's take a closer look at what's new...

First of all, I want to note that the decrease in ash content occurs for at least several reasons - due to an increase in the thickness of the reservoir and a decrease in the undercutting of side rocks, as well as due to a set of measures to keep the direct roof. It is impossible to influence the first reason, but it is possible to influence the second and third ones. We reviewed and changed the bonus indicators for the reduction of the extracted power (for the reduction of undercutting of wall rocks) in more detail and changed the indicators. They also introduced a bonus for a direct reduction in ash content, for example, through technological measures to reduce roof fallout. So, if the brigade reduces it to 1.01-1.02 m with a planned capacity of 1.05 m, then the salary of each GROZ brigade increases by up to 1.5 thousand hryvnias. By the way, at the Dneprovskaya mine in the 835th longwall, the extractable capacity in January-February was reduced to 0.99 m.

- You said that when calculating the premium, the equipment used by the site will be taken into account. For what?

Prior to the proposed changes, the amount of bonuses did not take into account the differences in the equipment used in longwalls. For example, the brigade works at the domestic complex and produces up to 60 thousand tons of coal per month. Such a load is currently the limit for this technique. And another brigade uses high-performance imported equipment, extracting up to 100 thousand tons. At the same time, with approximately the same labor costs, the difference in the wages of GROZs in both of these sections was up to 5 thousand hryvnias. Having analyzed the operation of all mining sites for 2010, as well as considering the program for 2011 for each longwall, and taking into account the types of mechanized complexes and shearers used, we have revised the standard loads in such a way as to take into account the passport loads on equipment, the labor intensity of servicing this type of equipment , the terms of its use.

- That is, everyone will receive almost the same salary?

More precisely, we will pay “almost” the same for the same labor intensity. I repeat, to work on imported equipment, deeper knowledge is needed. For example, the site works at the KD-80 complex, extracting 60 thousand tons of coal, it is no secret that for this complex such a load is more than serious, and, accordingly, the worker spends a certain amount of physical effort. At the same time, at the Ostroj complex, applying the same physical efforts, the site is able to produce more - 80 thousand tons. The innovations in the Regulations mean that both sites - the one with a monthly production rate of 80 thousand tons, and the one with 60 thousand tons - will receive almost the same wages. As you know, when calculating bonuses, we left such an indicator as the fulfillment of the plan even when we were just introducing a new system. So the plan for GROZs and sinkers is as much as they want to earn. Satisfied with a salary of 5 thousand hryvnia - the miners extract 30 thousand tons of coal. If they want to earn 8 thousand hryvnias, they need to get more, etc. We do not limit people, so they have something to strive for. When the piecework form of remuneration was in effect, the maximum possible bonus was when the plan was overfulfilled by 10%. And when the site fulfilled the plan by 110%, the workers received the maximum bonus, while their wages practically did not grow any more. So the advantages of the current payment system are obvious.

- Can you give examples of what was the income of thunderstorms before and after the amendments to the Regulations?

In January, we closed the salary under the old system, and in February - under the new one. The volume of coal production by the association practically did not change. But through the implementation new system Grozov's earnings increased by 11.4%. For example, in February at the first section of the Blagodatnaya mine average earnings amounted to 9131 hryvnia. This team works in the 111th longwall, operating the KD-80 complex, the KA-200 combine. With an extractable capacity of 1.01 m (this is one of the best indicators in the association), they mined 50,142 tons of coal. If wages here were made in the old way, without taking into account the reduction in the capacity to be taken out, then on average the GROZ would receive 8,500 hryvnias. The main factor that influenced the growth of wages was the reduction in the capacity to be taken out. Wage increased by 631 hryvnia. And this is only due to a decrease in the power to be taken out from the planned one - 1.05 m to the actually taken out - 1.01 m.

- It turns out that initially the problem with loads by types of equipment was not visible?

On the contrary, we saw this problem even before the introduction of the Regulation on bonuses according to the Hay Group methodology. But differentiation by treatment equipment was not immediately introduced for one simple reason. At the time of the introduction of the new wage system at DTEK Pavlogradugol, four complexes from the Czech company Ostroj and a plow from DBT had just begun to operate and were not working at full capacity. It was not easy to predict with what result the new equipment would work. Therefore, we deliberately did not increase the load on imported equipment so that employees would not be afraid of new equipment. But already last year, the Ostroj complex at the Pavlogradskaya and Blagodatnaya mines began to show nice results. In some months, the load reached 93 thousand tons of coal. Over time, the miners of the Stepnaya mine also mastered the new equipment. With the help of a plow, they produced 60-70 thousand tons of coal every month. After analyzing all of the above, we decided that it was time to separate the loads on longwalls by types of equipment.

Is it true that now the group bonus for such an indicator as coal production will be received only by those Pavlogradugol employees whose activities can directly affect the indicator itself?

Quite right. In the Regulation on Bonuses, which was in effect before the introduction of payment through the Hay Group system, employees of all Pavlogradugol divisions were awarded bonuses based on a common indicator - coal production. Even the workers of the boarding house "Western Donbass", located in the city of Alushta. Realizing that the employees of the same boarding house or PRUVOKS have nothing to do with coal mining, their activities do not affect this process in any way, we decided that the teams of all units of the association, except for mines and employees of the management apparatus, will receive bonuses on their own indicators. That is, one category of employees is rewarded according to the group indicator for coal mining and according to individual indicators, and the other category - only according to individual indicators.
