The SZV-STAZH form is one of the personalized reports that are submitted to the Pension Fund. This reporting appeared in 2017 - with the publication of the resolution of 11.01.17 N 3p. The purpose of the report is to bring to the FIU information about the insurance experience of individuals receiving remuneration under labor or GP contracts, licenses, for copyright works, exclusive rights, etc.

Until 2019, all issues related to personalized reports were resolved. However, the working conditions are gradually changing, government agencies are switching to electronic interaction, and the Pension Fund needed additional information, personalized information in a new format. In this regard, from January 1, 2019, the department clarified the reporting forms and the procedure for filling them out. The changes have affected, among other things, the SVZ-STAZH form.

Why do you need a sample of filling SZV-STAZH

The SZV-STAGE form is intended to provide the FIU with information about the insurance experience of an individual with whom the company or individual entrepreneur:

  • are in labor relations, including within the framework of labor contracts;
  • drawn up civil law contracts under which an individual performs work or services for the company;
  • entered into license agreements or copyright agreements.

The FIU needs to know the length of service in order to track the emergence of rights to a pension, including early. Insurance experience is a period of time in years and months during which an individual was insured under the mandatory pension insurance system. During this time period, firms and individual entrepreneurs accrue mandatory pension insurance contributions from payments to individuals.

What is reflected in the sample filling SZV-STAZH

The personalized report form includes five sections.

  1. Information about the firm or entrepreneur submitting the report.
  2. Reporting year.
  3. Data on the experience of individuals.
  4. Information about pension contributions payable and payable.
  5. Data on contributions to non-state pensions.

However, sections 4, 5 are generally not filled out.

In order not to collect information directly from individuals throughout the country, the function of collecting and providing information on the length of service was assigned to businessmen who pay remuneration to individuals. They report to the Pension Fund about each person the following information:

  • surname and initials;
  • SNILS pension number of an individual;
  • duration of work under an employment or GP contract, broken down by periods that are included or not included in the length of service;
  • codes of working conditions - territorial and special;
  • whether there are conditions for early registration of a pension;
  • dismissal information.

As a result, the current form contains information about SNILS, full names of individuals, the date of conclusion of an employment contract or a GPC contract, the date of dismissal or termination of the contract, as well as information about periods of work with special conditions or in the Far North, which allows you to assign a pension ahead of schedule. It is important for the Pension Fund to receive this information on time and without distortion, since the right of citizens to a pension and its size depend on it. Therefore, sanctions have been established for violations of personalized reports.

Failure to fulfill the obligation to send reports to the FIU threatens with fines for both firms and their employees. Read more about this in Table 1.

How to fill out the SZV-STAGE in the general case

In the general case, filling out the SZV-STAZH form is necessary at the end of the reporting (calendar) year. The document is submitted to the FIU no later than March 1 of the year following the reporting one. That is, it is necessary to report for 2018 by March 1, 2019.

The following situations do not apply to the general case.

Situation 1. Citizen - the recipient of remuneration draws up a pension and has written an application for the issuance of a personalized report.

Situation 2. The company is liquidated within a year.

Situation 3. The company undergoes reorganization during the year.

Situation 4. A person conducting a private practice and issuing remuneration to individuals loses his status.

Note: the dismissal of an employee, not related to retirement, refers to general cases. How to fill out reports in these cases, we will tell further, and first, we will figure out how to fill out the SZV STAGE for delivery in the general order at the end of the year. It consists of a header and five sections.

SZV EXPERIENCE: how to fill out the first section

In section 1, fill in the lines:

  • "Registration number in the FIU",
  • "INN",
  • "checkpoint"
  • "Name (short)" (according to the constituent documents).

In the "Type of information" field, indicate the required form with the "X" symbol:

  • "Source",
  • "Supplementary",
  • "Assignment of a pension".

In section 2, indicate the corresponding reporting year with a number.

Registration of the third section of the report

In section 3, enter the periods of validity of employment contracts and GPC agreements with individuals. Record numbers in column 1 in ascending order. When making several entries for one individual, number only the first one.

  • In columns 2–4, indicate the full name of the individual.
  • In column 5 - SNILS number.
  • In columns 6-7, indicate the periods of work of individuals.
  • If a company or individual entrepreneur conducts activities that provide for early retirement for individuals, you need to fill in columns 8-10, 12, 13. This is information about working conditions, early retirement. You can find the relevant codes required for filling in the Classifier of parameters used when filling out information for maintaining individual (personalized) accounting, approved. Decree No. 3p.
  • In column 11, indicate the periods in which the person did not work due to temporary disability, going on vacation, etc., as well as the periods when he was engaged in hazardous work. As part of the relationship under the GPC agreement, indicate "AGREEMENT" if you made payments under it in the reporting year or "NEOPLDOG" / "NEOPLAVT" if you did not make payments.
  • In column 14, indicate individuals leaving in the reporting year.

Since 2019, the Pension Fund has made changes to the procedure for filling out the SZV STAGE report. Decree N 507p dated 06.12.18 clarified the name and design of column 14 of section 3.

Until January 1 of the current year, this requisite was intended only for information about the dismissal of employees. And if a person quit on December 31, then in column 14 of section 3 it was necessary to put down the “X” sign. Now, this requisite also contains information about the periods of time that are credited to the length of service of the unemployed. This information is provided by employment services.

The innovation in filling out column 14 of section 3 for employers is that for employees whose dismissal date falls on December 31st, this date must be indicated in column 14.

In general, sections 4, 5 are not completed.

How to fill out a pensioner report

When an individual leaves the company due to retirement, you need to fill out a personalized report and submit it according to special rules. Prepare a separate form for this person and submit it to the Fund no later than three calendar days from the moment the individual applied to the company with an application for reaching retirement age.

How to fill in the SZV STAGE in the general case, we described above. When applying for a pension, the differences are that in the "Type of information" field, you need to select the "Assignment of pension" attribute.

In addition, sections 4 and 5 must be completed.

In Section 4, an “X” marks the field on the accrual and payment of insurance premiums.

How to report to the FIU in special situations

In conclusion, we note other cases in which the deadline for submitting the form differs from the generally established one. These include:

  • closure of the legal entity (you need to report within a month following the month of approval of the interim balance sheet);
  • reorganization of a legal entity (you need to report within a period equal to a month starting from the moment the transfer deed is approved, but before the submission of re-registration documents to the IFTS);
  • loss of the status of a private practitioner (it is necessary to report to the FIU at the same time as submitting an application to the tax office for deregistration as a payer of taxes and fees).

There are also two situations when reporting is necessary in connection with the actions of employees:

  • upon dismissal (a copy of the SZV STAGE form is issued to the employee on the last day of work, along with other personnel documents);
  • upon receipt of an application from an employee with a request to issue a copy of the report (a copy with information only about this person is issued to him within 5 days from the date of application).

Do I need to submit a report if there were no payments?

A situation is possible when individuals with whom contracts are concluded do not receive remuneration for some time. For example, if the company does not have employees, and the individual contractor performs a long-term order under a GP contract, payment for which will be transferred later. In such cases, the unpaid period does not form the insurance period of an individual, because if there are no payments, there is nothing to accrue contributions. In this regard, the question arises - is it necessary to report to the FIU for such periods?

Official report - it is necessary to submit a report if at least one contract with an individual continues to be valid during the period, according to which remuneration must be paid. It is necessary to report with a “zero”, that is, to pass the SZV STAGE sample form with zero indicators. In this case, fines from the Pension Fund for late reporting are excluded.

Do I need to submit a report if there was no activity?

Business doesn't always go smoothly. Sometimes the situation develops in such a way that activities are suspended - there are no payments, no sales, there may not even be objects of taxation for the reporting period. In such cases, it is not clear whether it is mandatory to submit a personalized report.

According to the official position, it is necessary to report - again, "zero". The fact of reporting, even if it is zero, eliminates the risk of penalties. The Pension Fund will distinguish a firm that submitted a SZV-STAZH report with zero indicators from an economic entity that did not report at all or reported with a delay, for which the department is held accountable.

Zero reporting is submitted with the "initial" information type. Sections 1 and 2 are drawn up according to general rules, and in section 3 only the first seven columns will be filled in:

  • column 1 - record number;
  • columns 2-4 - full name of an individual;
  • column 5 - SNILS of an individual;
  • columns 6-7 - the period of work of an individual under the contract.

The remaining columns of section 3, as well as sections 4 and 5, are not filled out.
