INTRODUCTION

The “Collection of base prices for design work on the integrated improvement of territories (parks, gardens, squares, boulevards, etc.) carried out with the involvement of the budget of the city of Moscow” (hereinafter referred to as the “Collection”) determines the conditions and rules for the formation of base prices for design work on landscaping of territories based on natural indicators (ha, thousand sq. m, l. m, units, etc.) taking into account the labor costs of developers.

The "Collection" has developed base prices for design work for the comprehensive improvement of objects of the city order, financed from the budget of the city of Moscow.

The cost of the main design work for landscaping on the territory of residential development of a microdistrict, quarter, town-planning complex is determined in accordance with section 3.2 of the “Collection of basic prices for design work for construction in the city of Moscow. MRR-3.2.06.06-06 ».

This "Collection" has developed base prices for those types of landscaping design work that are not included in the cost of residential development.

In the "Collection" base prices are developed for the improvement of the following objects and types of work:

City facilities (parks, gardens, squares, boulevards, etc.);

Significant urban spaces (recreation areas, water protection zones, closed facilities);

Special zones (squares, highways, exhibitions);

Small forms of architecture.

The "Collection" does not provide for base prices for works on the comprehensive improvement of the territories of the historical center of Moscow, cultural heritage monuments (monuments of history and culture) of peoples Russian Federation and specially protected natural areas. The cost of works on the comprehensive improvement of such territories should be determined in accordance with Appendix 3 of the “Collection of basic prices for design work for construction in the city of Moscow. MRR-3.2.06.06-06 ».

When developing the "Collection", the following legal acts of the Government of Moscow and regulatory documents for design were used:

- “On improving the regulatory and methodological framework in designing in Moscow” dated 05.04.1996 No. 415-RZP;

- "On measures to form the regulatory framework for comprehensive improvement in the city of Moscow" dated 10.07.2001 No. 642-PP;

- "On the comprehensive improvement of Moscow: color, architectural lighting, landscape architecture" dated 11/26/1996 No. 940;

- “On the General Scheme for the Comprehensive Improvement of the City of Moscow” dated September 2, 2003 No. 746-PP;

- “On the General Scheme of the Floral Design of the City of Moscow” dated 14.01.2003 No. 8-PP;

- "On measures to improve the organization of work on the flower decoration of the city of Moscow" dated 10.21.2008 No. 959-PP ;

- “Collection of basic prices for design work for construction in Moscow. MRR-3.2.06.06-06 ».

In preparing the "Collection", the experience of the design institutes of the Moscow Committee for Architecture in developing projects for the improvement of the city, as well as natural complexes, taking into account modern requirements and possibilities of the city, was used.

1. GENERAL PROVISIONS

1.1. The "Collection" is a methodological basis for determining the cost of the types of work included in the concept of integrated improvement.

1.2. In this context, the term "integrated improvement" includes:

Architectural and planning organization of the territory;

Landscaping of the territory (creation of new and reconstruction of existing landscape compositions, taking into account the preservation of existing natural communities);

Engineering equipment of the territory (outdoor lighting, water supply, drain);

Architectural and artistic lighting (buildings, structures, landscape compositions and other objects). The cost of these design works is calculated in accordance with the “Methodology for calculating the cost of developing an architectural lighting project to form a light environment and create light ensembles in the city of Moscow. MRR-3.2.30.02-05 »;

decorative color design facades of buildings and structures. The cost of these design works is determined in accordance with the “Methodology for determining the cost of developing architectural colors for construction projects in Moscow. MRR-3.2.18.02.05-10";

Arrangement and improvement of various water structures (fountains, reservoirs, pools, etc.). The cost of these design works is calculated in accordance with the "Procedure for determining the cost of designing fountains in the conditions of Moscow (2nd edition). MRR-3.2.18.01.03-09 »;

Placement of small architectural forms and urban furniture (), including:

Placement of elements of visual information (billboards, signs, etc.);

Placement of works of monumental and decorative art (including decorative, associative, game sculpture).

Rehabilitation of natural complexes.

1.3. The base price for design work for comprehensive improvement is calculated as of 01/01/2000 on the basis of in-kind indicators, taking into account the labor costs of developers.

1.4. The base price is calculated for the stage "Design project" with a coefficient Kr.p = 1, the distribution of the base price value by design stages is carried out in accordance with the “Collection of base prices for design work for construction in the city of Moscow. MRR-3.2.06.06-06 ».

1.5. The base prices of this "Collection" include the following types of basic landscaping design works:

General plan;

layout drawings;

Planting and layout drawings of landscaping;

Vertical layout - relief organization;

Road network;

Gutters (storm drains);

Outdoor Lighting;

Organization of construction (POS);

Estimated documentation.

The relative distribution of the cost of the main design work on improvement is given in.

1.6. Improvement of large territories, such as parks, recreation areas, water protection zones, closed facilities, city highways, exhibitions, may include the development of fragments of the territory, functional zones in accordance with the design assignment. The cost of fragments, functional zones is determined for each of them depending on the size of their territory with a coefficient for the scope of work and with a coefficient of 1.2 for the scale M - 1:200; M - 1:100; M - 1:50.

1.7. To determine the cost of designing works on complex improvement to base price it is supposed to apply correction factors that take into account the complicating (simplifying) factors that affect the complexity of the design (see).

When applying several coefficients, their values ​​are multiplied, and the product should not exceed 2.0.

1.8. The base price, adjusted with the help of corrective factors, is the basis for the formation of the contract price.

1.9. Bringing the base price (as of 01/01/2000) to the current level is carried out using the conversion factors (inflationary change) of the base cost of design, approved in the prescribed manner, ( K lane).

1.10. The cost of design work, determined in accordance with the Collection, does not take into account and is subject to additional payment by the customer the following associated costs (provided that these works are included in the design assignment):

Architectural and artistic lighting;

Architectural and coloristic design of facades of buildings and structures;

Arrangement and improvement of water structures (fountains, pools, reservoirs);

Relocation and laying of engineering networks;

Development of retaining walls, engineering structures, sports and recreation areas;

Expenses for taxation of green spaces; dendroplan;

Development of flower design;

Costs for the acquisition of standard documentation;

Travel and transportation costs associated with the design of an object outside the location of the design organization and requiring the adoption of design decisions on the spot outside such a point, as well as those associated with the acquisition of documentation;

Expenses for international and intercity telephone calls, as well as international and intercity postal and telegraph shipments related to the design;

Expenses for paying bills of organizations coordinating and conducting an examination for work performed in the prescribed manner or on behalf of the customer;

Expenses for paying for the services of organizations for the translation from foreign and into a foreign language of design and estimate documentation:

Expenses for manufacturing, at the request of the customer, an additional amount of design and estimate documentation in excess of the “Regulations on the unified procedure for pre-design and design preparation of construction in Moscow (2nd edition)” of the required number of copies (the cost of these associated costs is determined based on the labor costs of designers);

Value Added Tax (VAT);

Expenses design organizations related to the submission of project documentation to expert and coordinating bodies, in terms of additional copies and reconciliation of invoices (engineering services);

1.11. The "Collection" can be used by enterprises, organizations, private firms and individuals who legally carry out architectural and landscape design with the involvement of funds from the budget of the city of Moscow.

2. METHODOLOGY FOR DETERMINING THE COST OF THE MAIN PROJECT WORKS ON COMPREHENSIVE IMPROVEMENT OF THE TERRITORIES IMPLEMENTED WITH THE ATTRACTION OF FUNDS OF THE BUDGET OF THE CITY OF MOSCOW

2.1. The base price of the main design work is determined by the formula:

2.2. The cost of the main design work at current prices is determined by the following formula:

The product of correction factors that take into account complicating (simplifying) design factors. Product of all coefficients To iin addition to the coefficient taking into account the reduction of design time, and the coefficient taking into account the type of reconstruction of the existing facility, should not exceed the value of 2.0;

K lane- coefficient of conversion of the base cost of design work into the current price level. The value of the specified coefficient is approved in the prescribed manner.

4. BASE PRICES FOR DESIGN OF SMALL ARCHITECTURAL FORMS AND IMPROVEMENT ELEMENTS

1. Table 4.1 shows the basic prices for the design of small architectural forms (SAF), calculated using normalized labor costs.

2. The entire range of MAFs given in Table 4.1 is divided into 14 groups. Base prices are calculated for each of these groups.

As a calculated design indicator, one name of the MAF or an improvement element is taken.

3. When designing the LFA, three categories of design complexity are used:

III category - objects of complex curvilinear volume-spatial outlines, collapsible unified structures, from valuable natural finishing materials, complex in color or plastic-ornamental surface solutions.

For the normative level in accepted III category of complexity of designing LAF objects.

When determining the base price of objects classified as I and II categories of complexity, coefficients are applied to the base prices of the table:

For I difficulty category K = 0.75;

For II difficulty category K = 0.85.

4. The cost of an individual fence project is determined at the base price (point 3) for one section of the fence:

For individual sections, the base price is multiplied by the number of individual sections (the number of individual sections is set by the design task and cannot exceed 20);

For the reuse of individual projects of fence sections, a coefficient of 0.4 is applied (the number of sections for reuse is set by the design task and should not exceed the number of individual sections);

For multiple reuse of individual sections, the product of the coefficients is applied 0.4 × 0.15 = 0.06.

The total cost of the fence project will be the sum of the above calculations.

With a fence length exceeding 2 km, a reduction factor of 0.9 is introduced to the cost of designing all sections, with the exception of individual and reusable ones; with a fence length exceeding 3 km - a coefficient of 0.85; with a fence length of 4 km or more - a coefficient of 0.8.

If the width of one section is less than 3.5 m, a reduction factor is applied to the design cost, determined by the ratio L /3.5; where L - the width of one section.

5. When designing the LAF and landscaping elements in the conditions of reconstruction with a valuable historical and cultural heritage (antique styling), the coefficient is applied 1,2 - 1,3 .

6. According to paragraph 6, the cost of designing stairs with a number of steps from 20 to 30 is determined.

The cost of designing stairs with up to 10 steps is calculated at the base prices of the 1st category of complexity. With the number of steps from 10 to 20 at the base price II difficulty category.

A staircase with more than 30 steps is considered as a separate staircase, the cost of which is determined in accordance with the base price set in this table.

Base prices include stairs with railings and platforms with a march width of up to 2 meters.

With a march width of more than 2 meters, the cost increases by 10% for each meter of width over 2 meters.

7. According to paragraph 6, the cost of design is determined

The cost of designing retaining walls length:

8. Base prices for LAF design do not take into account:

Development of demonstration material;

Design of connecting engineering networks to small architectural forms.

4. BASE PRICES FOR DESIGN OF SMALL ARCHITECTURAL FORMS AND IMPROVEMENT ELEMENTS

1. Table 4.1 shows the basic prices for the design of small architectural forms (SAF), calculated using normalized labor costs.

2. The entire range of MAFs given in Table 4.1 is divided into 14 groups. Base prices are calculated for each of these groups.

As a calculated design indicator, one name of the MAF or an improvement element is taken.

3. When designing the LFA, three categories of design complexity are used:

III category - objects of complex curvilinear volume-spatial outlines, collapsible unified structures, from valuable natural finishing materials, complex in color or plastic-ornamental surface solutions.

For the normative level in accepted III category of complexity of designing LAF objects.

When determining the base price of objects classified as I and II categories of complexity, coefficients are applied to the base prices of the table:

For I difficulty category K = 0.75;

For II difficulty category K = 0.85.

4. The cost of an individual fence project is determined at the base price (point 3) for one section of the fence:

For individual sections, the base price is multiplied by the number of individual sections (the number of individual sections is set by the design task and cannot exceed 20);

For the reuse of individual projects of fence sections, a coefficient of 0.4 is applied (the number of sections for reuse is set by the design task and should not exceed the number of individual sections);

For multiple reuse of individual sections, the product of the coefficients is applied 0.4 × 0.15 = 0.06.

The total cost of the fence project will be the sum of the above calculations.

With a fence length exceeding 2 km, a reduction factor of 0.9 is introduced to the cost of designing all sections, with the exception of individual and reusable ones; with a fence length exceeding 3 km - a coefficient of 0.85; with a fence length of 4 km or more - a coefficient of 0.8.

If the width of one section is less than 3.5 m, a reduction factor is applied to the design cost, determined by the ratio L /3.5; where L - the width of one section.

5. When designing the LAF and landscaping elements in the conditions of reconstruction with a valuable historical and cultural heritage (antique styling), the coefficient is applied 1,2 - 1,3 .

6. According to paragraph 6, the cost of designing stairs with a number of steps from 20 to 30 is determined.

The cost of designing stairs with up to 10 steps is calculated at the base prices of the 1st category of complexity. With the number of steps from 10 to 20 at the base price II difficulty category.

A staircase with more than 30 steps is considered as a separate staircase, the cost of which is determined in accordance with the base price set in this table.

Base prices include stairs with railings and platforms with a march width of up to 2 meters.

With a march width of more than 2 meters, the cost increases by 10% for each meter of width over 2 meters.

7. According to paragraph 6, the cost of design is determined
retaining walls up to 2 meters high, up to 30 meters long.

The cost of designing retaining walls length:

Up to 10 meters is calculated at the base price of the 1st category of complexity;

Up to 15 meters II difficulty categories;

Up to 20 meters on III difficulty categories;

over 20 meters with the application of the coefficient 1,2 to the price of III difficulty category.

8. Base prices for LAF design do not take into account:

Development of demonstration material;

Design of connecting engineering networks to small architectural forms.
