  • In most cases, injuries and professional injuries of working citizens during the labor process are associated with violations of the requirements put forward by the labor protection organization. Some employees are not familiar with the security rules, while others know, but they are condescending to their implementation. These facts testify to the poor quality of the briefing on labor protection and subsequent inspections, or not to conduct them at all, which always leads to negative consequences.

    This article will discuss how to test knowledge about labor protection in an enterprise.


    In what cases is a protocol for testing knowledge on labor protection required?

    Before requiring a specialist to be diligent in the field of labor protection, he should be trained in the relevant important rules. For these purposes, when applying for a job, the very first briefing is carried out, dedicated to bringing a new employee up to date. The results of the revealed knowledge are recorded in the protocol. The first instruction on safe methods of performing labor functions should be given no later than a month from the moment a person starts working. So, if a citizen was admitted on January 11 of the current year, he must have his first conversation no later than February 11 of the same year.
    After the briefings, a series of control over the level of knowledge of the working team follows. Inspections must be carried out at least once every six months. They may be devoted to compliance with fire safety measures, electrical safety, rules for handling hazardous substances and other topics developed taking into account the specifics of the activity. Training topics are developed by the Ministry of Labor of the country.

    Briefings must be carried out in the following cases:

    • When a person is employed in a position for the first time;
    • When transferring to the field of work, the implementation of functions in which requires new knowledge;
    • In relation to employees seconded to the enterprise;
    • In the event of an extended break from work.

    Most often, the briefing is carried out by the engineer responsible for safety. It is he who, upon verification, fills out the protocol. In enterprises with a large staffing, the presence of a special position for security is mandatory. If such a position is not provided by the state, a responsible person is appointed to this work, about which an order is drawn up. The general responsibility for this function lies with the head of the company.

    The issue of testing knowledge on the subject of labor protection, the procedure for its implementation in Russia is regulated by the Decree of the Ministry of Labor, the Ministry of Education of 2003 No. 29. According to the prescribed provisions of this regulatory document, a protocol must be filled out for each fact of knowledge testing. There are no exceptions for this.

    How to draw up a protocol for testing knowledge on labor protection

    For these purposes, by order of the organization, a commission is convened with a composition of at least three people. Its members include a leader and a knowledgeable specialist necessarily. It is headed by the chairman, the protocol is kept by the secretary according to the model.
    Absolutely all workers at the firm, citizens, including management, are subjected to verification.
    The result of the lesson will be a protocol drawn up and a certificate issued to the person being checked.

    Do I need to register a knowledge test protocol?

    In order to prove in the future the fact of a meeting with the labor collective for training, one should not only draw up a protocol, but also register it in a special journal of their maintenance. Such a log should contain the following important information:

    • Date of instruction.
    • Meeting place.
    • Information about the person conducting the lesson.
    • Information about the employee whose knowledge was tested.
    • The signature of the inspected worker.

    Where and how is the protocol for checking knowledge on labor protection stored

    There is a List of archival documents approved by the Order of the Ministry of Culture of 2010 No. 558. It specifies the retention period for such protocols, which is 5 years. As for the place of storage of the document, it is not defined in detail in the regulatory framework. Practice shows that, basically, the document is kept by personnel officers or directly by enterprise security engineers.


    Sample protocol for testing knowledge on labor protection

    A sample can be found in the annex to Resolution No. 29. The document contains the following data:

    • The number of the meeting.

    • Tabular list of workers.
    • Reason for occupation.

It has undergone numerous changes that meet the standards designated by the order of Rosstandart. Every leader and official (chairman of the commission) should familiarize himself with it. The composition of each of the commissions includes workers who have completed additional courses and received the appropriate education. The affixing is approved by the Ministry of Labor.

    The protocol for passing training and testing knowledge on labor protection has an officially accepted form, similar to the one that was approved in 2003 (January). The rules outlined in the document apply to all institutions and enterprises in Russia without exception, any form of ownership. Forms or samples of all meetings of commissions in production can be taken from the representative of the authorities responsible for enterprises and organizations of the entire district (oblast) or downloaded.

    How to draw up protocols for checking knowledge on labor protection

    Test protocols that relate to and specify the knowledge, skills, abilities for safety and security must be completed after each event, which relate to the checks of each employee and the entire team. Studies and all tests can be carried out in several forms. Each form meets the standards of GOST (adopted in 2003, March).

    • Knowledge testing;
    • Briefings.

    Already from the first minutes of admission and registration for the position, when the application was accepted, managers and specialists who carry out knowledge testing are obliged in any case to conduct the first briefing or primary, under the personal signature of newly arrived employees. You should immediately draw up a document stating that that the first of the briefings was made - primary. After the first month of work, the employee must pass the standards and tests related to theory and practical skills. Up to this point, the employee must be trained. This provision is described in more detail in the Resolution. Training to pass all the standards should be carried out within a month after the employee is hired, then a commission is created that is obliged to confirm the knowledge of the newcomer regarding labor protection rules. The results and progress of the meetings are detailed in the documents during the meetings.

    Any of the commissions that is created for testing consists of people specially trained and repeatedly trained who become members of the commission (three people), the chairman presides. Anyone working in organizations, enterprises, participating in meetings, filling out inspection documents, must have the appropriate qualifications. The filling form is the same for all organizations and enterprises of the Russian Federation. If the employee has successfully passed all the training and testing, then he receives the appropriate certificate. Provided that the check was unsuccessful, the paper is filled out, but a certificate is not issued. A new meeting is scheduled no earlier than 30 days later. At this meeting, the same members who were already members of the commission are allowed to participate.

    In any case, new papers of all meetings are drawn up, which confirm the verification of the skills and abilities necessary for labor protection.     Forms of protocols for testing knowledge on labor protection

    Forms, samples of protocols are unchanged for all cases provided for in the Resolution. All necessary requirements that must be met are indicated. One of these requirements is the frequency of testing. So the manager, all employees of enterprises or organizations, are required to undergo control or testing, which relate not only to dexterity, but also to labor control skills. Everything is reflected in the corresponding document, i.e. protocols for testing awareness and skills in labor protection.
    All employees of enterprises, organizations or institutions can be called to undergo extraordinary testing.

    This is necessary in the following cases:

    • Accident;
    • Accident at work;
    • Long break in work;
    • Changes (one or more items) in the legislative framework that affects labor protection;
    • Registration for a new type of activity, as well as for a new position.

    All meetings should be conducted in accordance with the law.

    Protocols for testing knowledge on labor protection - sample filling

    The application form is official. Meets requirements. The procedure for filling it out is not complicated. Just specify everything you need that is in the application.

    Remember that the safety instructions are an addition to the protocol and must be attached without fail. The protocol is filled in by a specialist who was appointed secretary of the commission, but signed by all participants in the process.

    The document indicates the full name of the enterprise where the filling is carried out.
