When moving goods within the framework of foreign economic activity using IGO channels for small packages and parcels, a customs declaration form CN 23 is filled out. The customs declaration and the documents attached to it are firmly attached to the item from the outside or, preferably, are inserted into a transparent self-adhesive envelope.

To expedite customs processing, the customs declaration is made in French, English or any other language accepted in the country of destination.

For customs inspection of a shipment, the customs office of the country of destination must know exactly its contents. Therefore, the declaration must be completed completely and clearly. Otherwise, this may lead to delays in the forwarding of the item, as well as other inconveniences for the recipient. Any false or unclear declaration may result in a fine or confiscation of the shipment.

Nested items may be subject to restrictions. Therefore, the sender should inquire about the possibilities of import and export (prohibitions, restrictions such as quarantine, restrictions on pharmaceutical products, etc.) and inquire about the documents (goods invoice, certificate of origin, health certificate, license, product authorization, subject to quarantine (products of animal, vegetable origin, food products etc.)), which may be required in the country of destination.


A commercial shipment means any commodity exported or imported in the framework of any transaction, regardless of whether it is sold for any amount or exchanged without securing the money supply.

(1) Must be submitted detailed description each item contained in the shipment (for example, "men's cotton shirts"). General indications such as "spare parts", "samples", "food products", etc. are not allowed.

(2) Specify the quantity of each item and specify the unit of measurement used.

(3) and (4) Enter the net weight of each item (in kg) and the total packaged weight (in kg) when weighed at the post office at the time of submission.

(5) and (6) List the cost of each item and total cost, specifying the currency (for example, Swiss franc for Swiss francs).

(7) and (8) The TNVED code (six-digit index) is determined by the harmonized system for describing and coding goods developed by the International Customs Organization. The term "country of origin" refers to the country of origin of goods (for example, the country where they were produced, manufactured or assembled).


(9) Enter the amount of the tariff paid for the postage. Separately list any other fees (such as an insurance fee).

(10) Cross out the box or boxes indicating the category of item.

(11) Please clarify if the input (products of animal, plant origin, food, etc.) is subject to quarantine or other restrictions.

(12), (13) and (14) If your shipment is accompanied by a license or certificate, cross out the appropriate box and enter the number. You must include an invoice with all commercial shipments.

(15) Your signature and date is proof of your responsibility for the shipment.

Customs declaration CN 23 (form): what is it used for

Customs declaration must be filled in for shipment international parcels, small packages and parcels.

If you send a small package or parcel with a value of less than 300 SDR (special drawing rights), then you need to fill out a customs declaration CN 22.

But when sending parcels and items with a value of more than 300 SDR, as well as at the request of the sender with a lower value, a customs declaration CN 23 is filled in 3 copies.

Recall that the rate of SDR is set daily by the IMF on the basis of a dollar basket of 5 leading world currencies (US dollar, euro, Chinese yuan, yen and pound sterling). Current SDR rates can be found.

The customs declaration is filled in in Latin letters and attached to the postal items.

Please note that when sending international postal items within the EAEU (between Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan) it is not required to fill out customs declarations CN 22 or CN 23.
