The allocation of the function of managing the housing stock into an independent area of ​​activity within the sub-holding JSC "Oboronstroy" was carried out in order to correct the situation that has developed in recent years in the maintenance of apartment buildings of the Russian Ministry of Defense.
GUZHF LLC is registered in the Russian Federation and operates in strict accordance with applicable law. In accordance with the Charter of GUZHF LLC, the general director is the sole executive body of the company. Based on the decision of the founder of GUZHF LLC dated February 24, 2015, Malik Mansurovich Serazetdinov was appointed General Director of GUZHF LLC.
In accordance with the requirements of the legislation, an official of an organization (sole executive body of an organization) that manages apartment buildings is required to have a qualification certificate. In accordance with the provisions of the Charter of GUZHF LLC, the main activities of the organization are:

- maintenance and operation of the housing stock and intra-house networks;
- organization of maintenance and repair of housing stock;
- relationships with related organizations and suppliers;
- organization of settlements with the population and resource-supplying organizations for the services rendered;
- collection of utility bills;
- all types of work with employers and tenants;
- organization of sanitary maintenance (cleaning of common areas; cleaning of places adjacent to the house territory; care of green spaces).

In accordance with the amendments made to the Housing Code of the Russian Federation in 2014, from May 1, 2015, the management of apartment buildings should be carried out only on the basis of licenses issued by licensing commissions of the constituent entities of the Russian Federation.
In accordance with the requirements of the legislation, LLC GUZHF applied with relevant applications to the state housing supervision authorities in all 77 constituent entities of the Russian Federation, where the housing stock of the Russian Ministry of Defense is located. In the course of inspections carried out by state housing inspections, the compliance of GUZHF LLC with the licensing requirements established by law was confirmed. In most constituent entities of the Russian Federation, GUZHF LLC has already received licenses to carry out activities for the management of apartment buildings. In other regions, the process of technical registration of decisions of licensing commissions on the issuance of licenses to GUZHF LLC is underway. GUZHF LLC has successfully passed the licensing procedure for the right to manage apartment buildings
in 74 subjects of the Russian Federation.
Currently, a project has been prepared and is being signed in the departments of the Russian Ministry of Defense. standard contract management, which will be concluded with the owners of the premises after they decide on the choice of GUZHF LLC as management company.
The Ministry of Defense of the Russian Federation has set a task: to improve the quality of management of apartment buildings, to provide military personnel, members of their families, citizens who have received housing from the Russian Ministry of Defense, decent living conditions with the unconditional fulfillment of all the requirements of housing legislation. LLC "Main Department of Housing Fund" is called upon to fulfill this task.

“According to these receipts, people have 16-18 thousand rubles of debt. Is it really, for example, that a 90-year-old old woman is now obliged to go to their office, write an application and recalculate all this?- Daria from Chelyabinsk comments on what happened.

An identical situation occurred in Khabarovsk: “Our management company bills us hugely for public utilities. For example, for a three-room apartment, the minimum payment is 18 thousand rubles per month. There are amounts of 25, 30 thousand rubles. The families of the military in the village of Kamenka, Leningrad Region, living without water, heating and gas, also at one moment received exorbitant bills for housing and communal services. FSBI "TsZhKU" denied all complaints about the failure to provide services, but the exorbitant amounts for them are a harsh reality. The reason for this is the reform of the Ministry of Defense of Russia carried out a year ago: from November 1, 2017, instead of LLC "Main Department of Housing Fund" (LLC "GUZHF") to manage the housing stock of the Ministry of Defense was the Federal State Budgetary Institution "Central Housing and Communal Management". Due to the change in the management company, there were problems with the approval of tariffs and, consequently, timely invoicing.

The main difference between the work of the new company is that now "CZKU" works directly with resource providers and service billing. The founder of GUZHF LLC was Oboronstroy JSC, the founder of which, in turn, is the Ministry of Defense of the Russian Federation. And the approval and harmonization of tariffs, apparently, was carried out by JSC "GU Housing and Public Utilities" - a sort of manager of the activities of LLC "GUZHF". The purpose of the reform of the Ministry of Defense of the Russian Federation was precisely to simplify the system, for which the only FGBU "TsZhKU" was established. At the same time, GUZHF and TsZhKU do not recognize responsibility for the quality of services and debts of each other due to differences in legal form: first - commercial organization, the second is budgetary. The difference in the purpose of the activity allows not to audit the predecessor or accept payment registers.

GUZHF LLC stopped issuing bills to residents of military camps for sewerage and cold water supply from April 1, 2017, and for hot heat supply and heating - from June 30, 2017. The new company FGBU "TsZhKU" began to approve tariffs only in August, and took over the responsibility for servicing the housing stock of the Ministry of Defense of the Russian Federation on November 1 in general. Residents will have to pay all debts - both to the FGBU "TsZhKU" and to LLC "GUZHF". The latter does not forget about debts and, just like the current Criminal Code, reminds of this with announcements in the entrance.

Due to delays in changing the Criminal Code for many months, receipts with the correct amounts were not sent, and now people have become hostages of the situation. After all, service providers due to accumulated debts can turn off or limit the supply of heat.

And the debts of the management company to resource supply companies do exist, and considerable ones. Joint-Stock Company "Financial and Project Leasing Company of the Moscow Region", engaged in heat supply, water supply and sanitation in the Mozhaisk district, on its official page on VKontakte publishes a monthly list of debtors represented by individual entrepreneurs and LLCs. As of April 17, 2018, the debt of the Federal State Budgetary Institution "TsZhKU" in this area alone can amount to RUB 2,243,456.30. I wonder at whose expense this debt will be repaid. And if this is the debt situation in just one small area, what is happening across the country?

FGBU "TsZhKU" in the military camps of Chelyabinsk, Khabarovsk and St. Petersburg offered the only possible, in their opinion, way out of the "debt hole" - to issue an installment payment and pay the entire amount within a few months. The administration calculated the amount of the payment according to average values ​​- not all the hostels of the Ministry of Defense were equipped with water and heat consumption meters, contrary to federal law. As the Criminal Code assures in posted ads, it is realistic to adjust the amounts, but you will have to tinker and provide not only the meter data for all the past months, but also the registration certificate for the meter and acts of putting it into operation. The lack of hot water and heating in some military camps is not taken into account at all due to accidents, and it is unlikely that residents will be able to force the Central Housing and Public Administration to recalculate on this basis.

There are branches and representative offices of FSBI "TsZhKU" in each federal district Russia: in Moscow, St. Petersburg, Rostov-on-Don, Severomorsk, Yekaterinburg, Khabarovsk, Vladivostok, Chelyabinsk and others. The sudden increase in fees for housing and communal services did not affect everyone, in contrast to the main problem - the quality of services.

The dissatisfaction of the inhabitants of the military town of Sergiev Posad-6 in the Moscow region resulted in a mass protest. “We demand order, so that it is warm at home and that the roads are cleaned a little ... otherwise children freeze in kindergartens and schools. What else can be said, what can be demanded? People are already desperate, they don’t know what to do.”, - explains one of the participants in the event. TsZhKU could not ignore what had happened and held a meeting of company representatives with residents. Despite attempts to negotiate, little has changed over the past month. Still, according to local residents, accidents happen and hot water and electricity are cut off, repairs are not made in houses and garbage is not taken out for several days. Management does not answer the phone.

How to force FGBU "TsZhKU" or any other management company to provide high-quality housing and communal services? Six months have passed since the first publications of the media about the inflated amounts in receipts for utilities in military camps and about complaints about the lack of water, light, heat and basic living conditions. What has changed during this time? Most people are silent or discuss problems in the kitchen, apparently ignoring the complaints of the TsZhKU, because people will have to pay the bills in any case, otherwise they will be charged through the courts.

The military took another step towards reforming the departmental housing and communal services. On November 1, 2017, the entire housing stock of the Ministry of Defense was transferred to the structure created in April - the Federal State Budgetary Institution "Central Housing and Communal Administration" (TsZhKU).

In the past, not only the previous organization - the "Main Department of Housing" (GUZHF), but also its debts to resource supply companies, remained in the past. At the same time, the new "supervisor" of the military camps - TsZhKU has already managed to accumulate its own multimillion-dollar debts.

Debts for water, heat and light will forever remain with the fallen victim of military underfunding of the GUZhF. And since the new federal government agency The "Central Housing and Communal Administration" of the Ministry of Defense is not its successor, then everything will start from scratch.

Back in April of this year, the military department announced that such a reform was designed to increase the efficiency of spending funds in the military housing and communal services sector - people in uniform left outsourcing and switched to direct settlements with suppliers. However, after just a couple of months, the opposite became apparent.

At present, according to Russian Deputy Defense Minister Ruslan Tsalikov, the department's debt for utilities is about 8 billion rubles. It is worth noting that this is only the amount that the security forces recognized as a debt. For example, in St. Petersburg, the TsZhKU has already owed the State Unitary Enterprise "TEK SPb" about 40 million rubles for heat.

In general, for all regions of the country, the exact amount of debt through the Ministry of Defense is unknown. Most likely, it is much more than indicated. As Deputy Prime Minister Dmitry Kozak said earlier, "there will be no money to fully pay off the debt." According to him, this issue will somehow be resolved, but primarily in those regions where there is a risk of disruption of the heating season that has begun. Therefore, the topic of debt is still open.

In turn, the debt of the Ministry of Defense gave rise to another problem - devastation. Here is a vivid example given by a resident of a military dormitory in Agalatovo, Vsevolozhsk district, Leningrad region: “Bestial conditions, just bestial. We have all the officers, commanders live, but they don’t have the opportunity to wash. The cold is constant, mold appears. Everyone gets sick. , there are no janitors. Everyone was laid off. One manager remained in the state. "

It is worth noting that at present the fate of this hostel is rather vague: it is not on the list of objects for transfer from GUZhF to TsZhKU and may simply remain abandoned. As a result of the perturbations of 2005-2006, the hostel building became non-residential according to the documents. Actually, like many houses of other military towns, along with their residents.

Quite indicative in the current situation are the words of the official representative of the TsZKU Vasily Fatigarov about the future fate of the towns: "Only the Lord God gives guarantees." Apparently, only residents can hope for him now, who involuntarily became hostages of the policy of the Ministry of Defense.

The reason for the next media publications on the subject of the crisis in the housing and communal services of military camps was the prosecution of the management companies of the Russian Ministry of Defense in the Khabarovsk Territory. Employees of the military prosecutor's office achieved the resumption of gas supply to the military camp in the village of Knyaz-Volkonskoye-1. The service was not provided to its residents for more than six months.

Strip in residential buildings there was no military camp in the Khabarovsk Territory from September 2017 to March 2018. The supply of seven houses of officers was suspended due to the expired operation of the group liquefied gas tank plant, from which blue fuel is supplied to the houses of the military. One and a half thousand people remained without gas supply. After the completion of the installation check, the gas did not return to the apartments.

The prosecutor's office punished the resource-supplying organization JSC Gazprom Gas Distribution Far East for this, fined 120,000 rubles. The management companies of the Ministry of Defense - LLC "Main Department of Housing" (LLC "GUZHF") and replaced it as a result of the reform of the Federal State Budgetary Institution "Central Housing and Communal Administration" (FGBU "TsZhKU") - received only reprimands.

In March, the supervisory agency reported that all gas networks and gas distribution installations had been checked, and gas had returned to the apartments of all 1,500 residents. But JSC "Gazprom gas distribution Far East" in April reported that the problem has not yet been resolved. And the reason for this is the negligent attitude to their duties of management companies.

Despite repeated attempts by Khabarovsk gas workers to inspect gas equipment houses of officers in the village of Knyaz-Volkonskoye, representatives of the gas service were able to get into only 51 apartments out of 397. Appeals to the management company and residents locality to ensure 100% access to gas workers, they did not bring results. To organize an internal inspection and testing of the gas installation, as well as to inform the residents about this so that they let the gas workers into the apartments, the management companies - LLC "GUZHF" and FGBU "TsZhKU" should have.

Since March 27, our specialists have repeatedly tried to get into the apartments of the military camp. To date, we have managed to return gas only to several entrances of seven officers' houses, which provided 100% access to apartments for carrying out necessary work. Provided that full access is organized, four days are enough for us to complete the process,” Mikhail Tsevelev, Deputy Chief Engineer, Head of the Khabarovsk Operational Department of JSC Gazprom Gas Distribution Far East, commented on the situation.

Problems of housing and communal services in the military camp of the village of Knyaz-Volkonskoye-1 are a common thing. Last spring, its residents complained about cold batteries and flooded basements to the deputy from " United Russia” in the parliament of the Khabarovsk Territory to Vladimir Larikov. According to the residents of the village, due to the poor quality of the work of the management company GUZHF LLC, cold water was supplied to the house only during the day and with great interruptions. The situation with heating was no better - it was constantly turned off at night, and sometimes the heat supply to the houses stopped even in the middle of the day. At the same time, residents paid for utilities in full, the management company did not make any recalculations.

During the inspection of the prosecutor's office, the facts cited by the residents were confirmed. As a result, an administrative offense case was initiated against GUZHF LLC. In general, in the Khabarovsk Territory, the situation in the communal sphere of military camps is not at all better. In December last year, against the backdrop of a cold snap to -30 degrees Celsius, heat supply companies limited the supply of heat to military camps in Transbaikalia. According to local media, this was due to the accumulated debt of the military department of more than 270 million rubles.

This year, residents of a multi-storey building in the village of Matveevka at 64 Matveevskoye Shosse almost boiled in boiling water. According to residents, a hot stream gushed from the attic and covered the entire entrance.

In two hours, we collected at least 200 liters of boiling water in basins, and the neighbors calculated that they poured at least 300 liters of water, ”said a resident of one of the affected apartments.

The high-rise building is served by the Federal State Budgetary Institution "Central Housing and Communal Administration". But during the accident, the residents could not get through to the management company asking for help.

Khabarovsk itself has not bypassed the problem. Victoria Belykh, one of the residents of the new building on Podgaeva Street, told the Gubernia portal about her: “My husband received a three-room apartment in early December 2017. It would seem, live and rejoice, but not in our case. A month after the housewarming, the electrical wiring “flew”, then problems with plumbing began. The rooms began to smell of dampness, the humidity rose in the hallways. In addition, the apartment is cold, entrance doors the house is not closed. Nobody removes snow in the yard. In new buildings in the neighborhood, the same difficulties are experienced by families of military personnel who, like my husband, received apartments from the military department.

At the same time, despite the fact that it was already March, utility bills had not arrived since December last year, and the tenants did not know how much money they owed for this service. The delay with receipts occurred due to a shift managing organization, since it became necessary to revise personal accounts and approve utility charges. Previously, the housing stock of the military department was served by GUZHF LLC. In November 2017, he was replaced at this post by FSBI "TsZhKU".

At the moment, a number of military camps have already received sky-high bills for the entire interim period. People will have to pay for them, even if, due to accidents or other communal problems, they did not have gas, electricity or heating. The only concession made by the new management company is that it can be done in installments.

At the same time, LLC GUZHF and FSBI TsZhKU do not recognize each other's activities and debts due to differences in the forms of ownership of the companies. The first is a limited liability company, the second is a federal state state-financed organization. Although, according to the Kartoteka.ru service, LLC GUZHF established JSC Oboronstroy, the founder of which, in turn, was the military department, and the founder of the Federal State Budgetary Institution TsZhKU is directly the Ministry of Defense.
