2. Payment to a serviceman of an allowance is made from the date of assignment (change) of class qualification (qualification category, qualification class), announced by order of the commander-in-chief of the internal troops of the Ministry of Internal Affairs of Russia, commanders of troops of operational-territorial associations, commanders of formations and military units, heads of military educational institutions of higher vocational education and institutions of the internal troops of the Ministry of Internal Affairs of Russia, but not earlier than the day the serviceman enters the performance (temporary performance) of duties in the corresponding military position.

3. Payment to a serviceman of an allowance is made on the basis of an order of the commander of a military unit.

4. The order of the commander of a military unit on the payment of an allowance to subordinate military personnel is issued when:

assignment (change) to military personnel occupying (temporarily filling vacant) military positions, corresponding to class qualifications;

the entry of military personnel with class qualifications assigned in the prescribed manner to the performance (temporary performance of vacant) relevant military posts.

An order to pay an allowance is also issued in respect of military personnel who, as of January 1, 2012, had a class qualification appropriated in accordance with the established procedure, corresponding to the military positions they hold (temporarily occupied by vacant ones).

5. The order of the commander of the military unit on the payment of the allowance shall indicate:



class qualification assigned to a serviceman;

date and number of the order on assignment (confirmation) of class qualification;

the amount of the allowance to be established and the date of commencement of its payment.

6. The payment of an allowance to a serviceman shall be terminated from the day specified in the order of the corresponding commander (chief):

on the deprivation of a serviceman of class qualifications;

on the release of a serviceman from the occupied (temporarily vacant) military position, for which the allowance was paid;

on non-confirmation within the prescribed period or on the expiration of the assigned class qualification.

7. Termination of the payment of the allowance in cases of deprivation of a serviceman of class qualifications, non-confirmation of it within the established period, expiration of its validity is carried out on the basis of an order of the commander of the military unit, which indicates:

the name of the military position occupied (temporarily performed vacant) by the military personnel;

grounds for terminating the payment of allowances to a serviceman;

date and number of the order to deprive a serviceman of class qualifications (on non-confirmation of class qualifications within the prescribed period or on the expiration of its validity);

the date from which the payment of the allowance ceased.

8. Establishment and termination of payment of allowances to the commander of a military unit are made on the basis of an order from a higher commander (chief).

9. A serviceman who has two or more assigned class qualifications is paid an allowance for one of them corresponding to the military position he occupies (temporarily vacant) in the largest amount.

10. Payment of allowances to military personnel is made in the current month simultaneously with the payment of monetary allowances within the budgetary appropriations allocated from the federal budget for monetary allowances.

Application

The procedure for paying a monthly allowance for class qualification (qualification category, qualification class) to servicemen of the internal troops of the Ministry of Internal Affairs of Russia

1. The monthly allowance for the class qualification (qualification category, qualification class) is established and paid to the military personnel of the internal troops of the Ministry of Internal Affairs of Russia to the salary for the occupied (temporarily vacant) military position in the amounts established by Part 15 of Article 2 of the Federal Law of November 7, 2011 N 306-FZ and paragraph 1 Sizes additional payments military personnel undergoing military service on conscription, established by Decree of the Government of the Russian Federation of December 21, 2011 N 1072:

Pay wages employees in the ranks of the internal affairs bodies are now regulated in accordance with the order of the Ministry of Internal Affairs of the Russian Federation No. 65 “On approval of the procedure for providing monetary allowance to employees of the internal affairs bodies of the Russian Federation” dated 01/31/13.

Its structure consists of the following parts - the official salary and the salary for a special rank (these are the components of the monetary salary), this also includes monthly and other additional payments.

It is issued once a month, between the 20th and the 25th.

Additional payments to the police

Additional payments and official salaries to employees of the internal affairs bodies are assigned, as well as changed by orders of the heads of the relevant departments, who have the authority to enlist or appoint them to a position. These orders also necessarily indicate the grounds for accrual and what amount of allowance is due to a particular employee.

Additional benefits paid to employees include:

1. incentive payments due to special achievements in the service;
2. bonus due to conscientious performance official duties;
3. percentage bonuses, which are mentioned in the regulatory legal acts of the Russian Federation, as well as the following coefficients - for service in high mountainous areas, for service in waterless and desert areas, as well as district ones;
4. An allowance accrued to the official salary on the grounds for performing tasks that are inherently more dangerous than usual for health and life in peacetime;
5. Monthly allowance, added to the salary of monetary maintenance for length of service (length of service);
6. Monthly allowance added to the official salary due to work with information that is a state secret;
7. Monthly allowance added to the official salary for the existing qualification rank;
8. Monthly allowance added to the official salary due to special conditions of service.

Police officer allowances

The monthly bonus added to the salary for length of service (length of service) is in the range of 10 - 40%, its specific amount is set in accordance with the length of service of each employee. If he has worked from 2 to 5 years, he receives a 10% bonus, 5 - 10 years - 15%, 10 - 15 years - 20%, 15 - 20 years - 25%, 20 - 25 years - 30%, and finally, employees over 25 years old can count on 40%.

The amount of the monthly allowance added to the official salary for the existing qualification rank is between 5 - 30%, its specific amount depends on the class of the employee. Third class holders receive 5%, second class 10%, first class 20%, and masters 30%.

The monthly allowance added to the salary due to special conditions of service may be 100% of its amount.

The monthly allowance added to the official salary due to work with information that is a state secret can be a maximum of 65% of its amount.

The bonus accrued to the salary for the reasons for performing tasks that are inherently more dangerous than usual for health and life in peacetime can be 100% of its amount.

Police officer awards

Bonuses due to conscientious performance of official duties are calculated at the rate of three salaries of monetary maintenance per calendar year.

It is paid to employees every month at the rate of 25% of the amount of salary established by the employee as of the first day of the month for which the payment is made.

Its amount is calculated in proportion to how much time it took the employee to perform his official duties in the corresponding month.

Monetary reward for class qualification (qualification category)

149. Servicemen who have class qualifications assigned in the prescribed manner, occupy military positions for which class qualifications can be awarded, and ensure high-quality training and education of personnel, trouble-free and trouble-free operation of weapons and military equipment who have achieved high professional skills in their specialty, are monthly paid a monetary reward for class qualification (hereinafter referred to in this section as monetary reward) in the following amounts:
servicemen undergoing military service under a contract, having class 2 - 5 percent, class 1 - 8 percent, master class - 10 percent of the salary for a military position;
conscripted military personnel with 2nd class - 30 percent, 1st class - 50 percent of the salary for a military position.
150. Monetary remuneration is paid from the date of signing the order on the assignment (confirmation, reduction) of a qualification class to military personnel, but not earlier than the day they take up duties in the corresponding military position.
Servicemen who have class qualifications in one specialty and who are assigned to military positions in other military registration specialties, for which class qualifications can be assigned, are paid monetary remuneration from the date of signing the order on confirmation (assignment) by them in the prescribed manner of the corresponding qualification class in a new specialty.
151. Monetary remuneration, subject to the conditions specified in paragraph 149 of this Procedure, is also paid to military personnel who have class qualifications and occupy military positions for which the states provide for combined names, if at least one of these names is provided for by the Instruction on the procedure for determining class qualifications for military personnel.
Servicemen who have class qualifications in two or more specialties are paid monetary remuneration in the specialty in which they perform duties in their military positions or train subordinates.
152. Servicemen who are doing military service under a contract (except for officers), appointed and entered into the performance of duties in military positions, subject to replacement by officers, for which class qualifications can be assigned, monetary remuneration is paid from the date of assignment (confirmation) of class qualifications in the prescribed manner according to requirements for officers of the relevant specialties.
153. The payment of monetary remuneration to military personnel is maintained subject to confirmation or increase in the established manner of the qualification class assigned to them for the periods:
a) training in training military units, divisions, schools, courses, training detachments and training centers for the training of sergeants, foremen and specialists - soldiers and sailors, or at courses (gatherings) of the advanced training system, if the training is related to advanced training in the specialty for which the qualification class is assigned, as well as training and inter-trip training at training centers of the Navy;
b) training in schools for ensigns and midshipmen, if the training is related to advanced training in the specialty for which the qualification class is assigned;
c) temporary performance of duties in vacant military positions for which the payment of remuneration is established, if during the period of the performance of these positions the military personnel perform duties or train subordinates in the specialty for which the qualification class is assigned.
154. For military personnel, including those specified in paragraph 153 of this Procedure, who have not passed tests to confirm their class qualifications within the established period for reasons beyond their control (illness, vacation, business trip, etc.), monetary remuneration for class qualifications is paid on the basis of order of the commander of the military unit before the next test.
Officers who, before enrolling in military training, had educational institutions vocational education, class qualifications and upon arrival at the place of military service after graduation, those who have passed tests for confirmation (assignment) of class qualifications in the prescribed manner, the payment of monetary remuneration for qualifications in the confirmed (assigned) class is made in compliance with the rules provided for in paragraphs 149-150 of this Procedure .
155. For military personnel who have the appropriate qualification class, but who are not entitled to receive monetary remuneration for their military positions, and in the prescribed manner temporarily acting in vacant military positions for which the payment of remuneration is established, this remuneration is paid (taking into account paragraph 154 of this Procedure ), if the military personnel performed duties or trained subordinates in the specialty for which they were assigned a qualification class.
156. The payment of monetary remuneration to military personnel for qualifications is terminated from the date of secondment for training in military educational institutions of vocational education, signing of an order to deprive a class of qualifications or reduce qualifications to class 3, entry into the temporary performance of duties in vacant military positions for which the payment of remuneration is not established (taking into account subparagraph "c" of paragraph 153 of this Procedure), or military positions not related to the performance of duties in the specialty for which qualifications were awarded, the expiration of the period established for confirming the qualifications awarded for unexcused reasons.
157. Servicemen doing military service under a contract in the military positions of specialists in the medical service of the Armed Forces (hereinafter in this section referred to as military personnel) are paid a monetary reward for the qualification category (hereinafter referred to in this section as monetary compensation) in the following amounts:
having the second qualification category - 5 percent of the salary for a military position;
having the first qualification category - 8 percent of the salary for a military position;
having the highest qualification category - 10 percent of the salary for a military position.
158. Monetary remuneration is paid if the specialty of the healthcare system of the Russian Federation corresponds to which the military serviceman has been assigned (confirmed) the qualification category of the military registration specialty of the medical profile in military position.
159. If a serviceman has qualification categories in two or more specialties of the healthcare system of the Russian Federation, corresponding to the military registration specialty of the medical profile for the military position he holds (temporarily performed), monetary remuneration is paid for a higher qualification category.
160. Monetary remuneration is paid from the date of signing the order on the assignment (confirmation) of a qualification category to a serviceman, but not earlier than the day of entry into the performance of duties in the corresponding military position.
161. The payment of monetary remuneration to servicemen is terminated from the day following the day of termination of the qualification category or release from the occupied (temporarily performed) military position.

One of the main goals of reforming the internal affairs bodies, along with optimizing their structure and reducing headcount, is the formation of a decent social package provided to an employee of the internal affairs bodies during his service and after his dismissal.

For these purposes, on July 19, 2011, Federal Law No. 247-FZ “On social guarantees for employees of the internal affairs bodies of the Russian Federation and amendments to certain legislative acts Russian Federation” (hereinafter referred to as the Law).

The law regulates relations related to monetary allowance and pensions for employees of the internal affairs bodies, providing them with living quarters, medical care for current and dismissed employees, members of their families, as well as providing them with other social guarantees.

The law provides for the creation, starting from January 01, 2012, of a new structure of the monetary allowance of employees, the basis of which is salaries (official salary and salary for a special rank) with a share of about half of the monetary allowance.

Federal laws and other regulatory legal acts of the Russian Federation, in addition to additional payments and allowances provided for by the Law, other additional payments and allowances may be established for employees. These additional payments and allowances are set differentially depending on the complexity, volume and importance of tasks performed by employees.

The structure of the allowance

The monetary allowance of employees consists of a monthly salary in accordance with the position being occupied (hereinafter referred to as the official salary) and a monthly salary in accordance with the assigned special rank (hereinafter referred to as the salary for a special rank), which constitute the monthly salary (hereinafter referred to as the monetary salary), monthly and other additional payments.

Official salaries

Salaries for standard positions and salaries for special ranks are established by the Government of the Russian Federation (Decree of the Government of the Russian Federation dated 03.11.2011 No. 878).

The salaries for other (non-standard) positions of employees are established by the head of the federal executive body in the field of internal affairs, the head of another federal executive body in which employees serve, in relation to the salaries for standard positions. Currently sizes official salaries employees of the internal affairs bodies are determined by order of the Ministry of Internal Affairs of Russia dated December 01, 2011 No. 1192 “On the establishment of monthly salaries for employees of the internal affairs bodies of the Russian Federation”.

The amount of salaries in cash is increased (indexed) in accordance with the federal law on the federal budget for the corresponding year and for the planned period, taking into account the level of inflation (consumer prices). The decision to increase (indexation) of salary salaries is taken by the Government of the Russian Federation.

Employees are entitled to the following additional payments:

1. Monthly allowance to the salary of monetary maintenance for the length of service (length of service)

The monthly allowance to the salary for the length of service is established depending on the length of service, determined according to the norms of the Decree of the Government of the Russian Federation of December 27, 2011 No. 1158 in the following amounts:

  • from 2 to 5 years - 10%;
  • from 5 to 10 years - 15%;
  • from 10 to 15 years - 20%;
  • from 15 to 20 years - 25%;
  • from 20 to 25 years - 30%;
  • 25 years and more - 40%.

2. Monthly bonus to the official salary for the qualification title installed in the following sizes:

1) for the qualification title of a third-class specialist - 5%;

2) for the qualification title of a second-class specialist - 10%;

3) for the qualification title of a first-class specialist - 20%;

4) for the qualification title of master (highest qualification title) - 30%.

The procedure for awarding and confirming a qualification title is determined by the order of the Ministry of Internal Affairs of Russia dated January 10, 2012 No. 1 “On approval of the Instructions on the procedure for awarding qualification titles to employees of the internal affairs bodies of the Russian Federation”. Currently, a temporary correspondence between the existing qualification titles (3 levels) and the introduced qualification titles (4 levels) has been introduced for the period of recertification (confirmation) of class qualifications:

so the existing title of specialist of the 1st class - Mentor is temporarily equated with the new title of Master;

1st and 2nd class specialist - to the new rank of 1st and 2nd class specialist, respectively.

3. Monthly bonus to the official salary for special conditions of service is set at a rate of up to 100 percent of the official salary. The procedure for paying an allowance to the official salary for special conditions of service and the amount of such an allowance are determined by the Government of the Russian Federation depending on the conditions of service and the nature of the tasks performed (Decree of the Government of the Russian Federation dated December 08, 2011 No. 1021 “On the monthly allowance to the official salary for special conditions of service for employees bodies of internal affairs of the Russian Federation). Order of the Ministry of Internal Affairs of Russia No. 1259 dated December 19, 2011 approved the List of employee positions, the replacement of which is paid a monthly allowance to the official salary for special conditions of service, and the amount of the allowance for these positions.

The monthly bonus to the official salary for special conditions of service is set at a rate of up to 100 percent of the official salary, depending on the categories of positions of employees, taking into account the conditions of service and the tasks performed by employees.

It is necessary to note the following values ​​of the monthly allowance to the official salary for special conditions of service, depending on the staff position of the employee:

Positions in special units - 100%;

Flight personnel positions in aviation units - 50%;

Positions in divisions in operational divisions - 20%;

Positions in subdivisions of precinct commissioners of the police and for juvenile affairs in the territorial bodies of the Ministry of Internal Affairs of Russia at the district level - 20%;

Positions in investigative and inquiry units - 20%;

Positions in combat units of the patrol service, road patrol service, security and escort, private security - 20%;

Positions in duty units of bodies (divisions) of internal affairs - 10%.

4. Monthly bonus to the official salary for work with information constituting a state secret, is established in accordance with the order of the Ministry of Internal Affairs of Russia dated February 20, 2012 No. 107dsp.

The monthly bonus to the official salary of an employee for working with information constituting a state secret is established:

In the manner and in the amount provided for in paragraphs 68-70 of the Regulations on the monetary allowance of employees of the internal affairs bodies of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated December 14, 2009 No. 960, employees of structural divisions for the protection of state secrets, in addition to the allowance, are paid a monthly percentage allowance for the length of service in the specified structural divisions. The size of the percentage bonus to the official salary for a work experience of 1 to 5 years is 10 percent, from 5 to 10 years - 15 percent, from 10 years and more - 20 percent.

5. Conscientious Performance Awards official duties at the rate of three monthly salaries per year are paid in the manner determined by the Minister of Internal Affairs of the Russian Federation.

Order of the Ministry of Internal Affairs of Russia No. 1257 dated December 19, 2011 approved the procedure for paying bonuses for conscientious performance of official duties to employees of the internal affairs bodies of the Russian Federation. The bonus is paid monthly at the rate of 25 percent of the salary of the salary established by the employee on the 1st day of the month in which the payment is made.

6. Incentive payments for special achievements in the service in the amount of up to 100 percent of the official salary per month are established in the manner determined by the Minister of Internal Affairs of the Russian Federation.

Order of the Ministry of Internal Affairs of Russia dated December 19, 2011 No. 1258 approved the Procedure for establishing incentive payments for special achievements in the service of employees of the internal affairs bodies of the Russian Federation. These payments are intended to provide additional incentives certain categories employees.

Monthly incentive payments assigned to the following employees:

  • having scientific degrees of candidate and doctor of sciences (15% and 30% respectively);
  • awarded honorary titles of the USSR and the Russian Federation, whose names begin with the words "Honored" and "People's" (10% and 20%, respectively);
  • replacing positions in special forces and having sports titles candidate for master of sports (5%), master of sports of Russia (8%), master of sports of Russia of international class (10%);
  • replacing positions of medical personnel and having the highest qualification category (20%), first (15%), second (10%);
  • replacing the positions of the head of the territorial body of internal affairs (50%), deputy head of the territorial body of internal affairs (40%), deputy head of the police (all titles) (30%), etc.;
  • awarded: medals of the USSR, the Russian Federation (except for anniversary medals) - (5%); orders of the USSR, the Russian Federation and the insignia - St. George's Cross - 10%; badge of special distinction - the medal "Golden Star" - 25%.

One-time incentive payments are established for employees in official salaries in the following amounts when awarding:

  • Honorary diploma of the Ministry of Internal Affairs of the Russian Federation - 0.5;
  • Medal of the Ministry of Internal Affairs of Russia "For merits in management activities":

III degree - 0.5;

II degree - 1;

I degree - 2.

If an employee receives monthly incentive payments for several reasons, their amount is summed up.

7. A monthly bonus to the official salary for performing tasks associated with an increased danger to life and health in peacetime is paid in the amount of up to 100 percent of the official salary in the manner determined by Decree of the Government of the Russian Federation dated December 24, 2011 No. 1122.

Order of the Ministry of Internal Affairs of Russia dated February 20, 2012 No. 106 determines the size of the allowance for the official salary of employees of the internal affairs bodies for performing tasks associated with an increased danger to life and health in peacetime and approved a list of employee positions for which a monthly allowance is paid.

8. Encryption bonus is established in accordance with Chapter XI of the Regulations on the monetary allowance of employees of the internal affairs bodies of the Russian Federation, approved by order of the Ministry of Internal Affairs of Russia dated December 14, 2009 No. 960 and is paid depending on the length of service in encryption work and the class of the encryption network from 5 to 30 percent.

9.monthly legal allowance set for employees with higher legal education and occupying positions, the main official duties of which include conducting a legal examination of legal acts and draft legal acts and their endorsement as a lawyer or executor, are paid a monthly legal allowance in the amount of up to 50 percent of the official salary (Order of the Ministry of Internal Affairs of Russia dated December 14, 2009 No. 960 ).

Payment for temporary performance of duties in another position

An employee temporarily performing duties in another position is paid a monetary allowance based on the salary for the temporarily occupied position, but not less than the salary for the main position, taking into account additional payments established for him in the main position.

Payment of monetary allowance for the time spent at the disposal of the internal affairs body

An employee who is at the disposal of the internal affairs body, until the expiration of the period determined by the federal law governing the service in the internal affairs bodies, retains a monetary allowance in the amount of the official salary for the last occupied position and the salary for a special rank, as well as a monthly bonus to the salary of the monetary maintenance for length of service (length of service). An employee who is at the disposal of the internal affairs body and who performs the duties of the last occupied position, in accordance with the order or order of the head of the internal affairs body or the head authorized by him, is paid the full amount of money. By decision of the head of the internal affairs body or the head authorized by him, an employee who is at the disposal of the internal affairs body and who does not fulfill the duties of the last occupied position, taking into account the actual volume of official duties performed by him, additional payments may also be made.

Payment of monetary allowance for the time of treatment

In the event that an employee is released from the performance of official duties due to temporary incapacity for work, he is paid monetary allowance for the entire period of temporary incapacity for work in full.

Payments to employees in case of temporary removal from office, including arrest

In case of temporary removal of an employee from office, he is paid a monetary allowance in the amount of the official salary and salary for a special rank, as well as an allowance to the salary for the length of service (length of service).

If an employee is accused (suspected) of committing a crime and a measure of restraint in the form of detention is chosen against him, the payment of monetary allowance to such an employee is suspended. When an officer is acquitted or when his criminal case is terminated on rehabilitating grounds, he is paid a full allowance for the entire period of detention.

Payment for the performance of official duties in excess of the established normal length of service time, as well as at night, on weekends and non-working hours holidays

Article 53 federal law dated November 30, 2011 No. 342-FZ “On Service in the Internal Affairs Bodies of the Russian Federation and Amendments to Certain Legislative Acts of the Russian Federation”, an employee of the internal affairs bodies, if necessary, may be involved in the performance of official duties in excess of the established normal length of service time, as well as in at night, on weekends and non-working holidays in the manner determined by the federal executive body in the field of internal affairs. In this case, the employee is compensated in the form of rest of the appropriate duration on other days of the week. If it is not possible to provide such rest during this period, the time of performance of official duties in excess of the established normal length of service time, as well as at night, on weekends and non-working holidays, is summed up and the employee is provided with additional days of rest of the appropriate duration, which, at his request, can be attached to annual paid leave. At the request of the employee instead of providing extra days rest, he can be paid monetary compensation.

The procedure for granting an employee of the internal affairs bodies additional days of rest and the procedure for paying monetary compensation are determined by the federal executive body in charge of internal affairs.

Currently, regulatory legal acts regulating payment for the performance of official duties in excess of the established normal length of service time, as well as at night, on weekends and non-working holidays, have not been adopted.

Material aid

In accordance with the order of the Ministry of Internal Affairs of Russia dated December 19, 2011 No. 1260, the Procedure for the provision of material assistance to employees of the internal affairs bodies of the Russian Federation was approved. Financial assistance in the amount of one monthly salary is provided annually when an employee goes on a regular vacation or at other times according to the report of the employee. Within the limits of the funds allocated for monetary allowance, on the basis of a reasoned report of the employee, by the decision of the head, he may be provided with additional material assistance.

Additional payments to employees participating in counter-terrorism operations and ensuring law and order and public security in the territory of the North Caucasus region of the Russian Federation

In accordance with Decree of the Government of the Russian Federation dated December 29, 2011 No. 1174, employees participating in counter-terrorism operations and ensuring law and order and public security in the North Caucasus region of the Russian Federation are paid monthly bonuses to monetary allowance. The monthly bonus to the monetary allowance of employees included in the OGV (s) or special forces is paid in the amount of two official salaries, and employees not included in the OGV (s) or special forces in the amount of one official salary.
