The Public Expert Council for Small and Medium Business under the Mayor and the Government of Moscow (hereinafter referred to as the Council) carries out its activities in order to promote the development of small and medium-sized businesses in the city of Moscow, taking into account the interests of entrepreneurs in the formation and implementation of the city state policy in the field of small and medium business, wide involvement of entrepreneurs in solving social and economic problems of the city of Moscow. 1.2. The Council is a body of expert, informational and consulting support for the activities of the Mayor and the Government of Moscow in the development and support of small and medium businesses. 1.3. The Council operates on the principles of public self-government and independence in decision-making. 1.4. The Council in its work is guided by the Constitution of the Russian Federation, federal laws, other regulatory legal acts Russian Federation, the laws of the city of Moscow, other legal acts of the city of Moscow, these Regulations. 2. Main tasks of the Council 2.1. Assistance to the state policy aimed at supporting and developing small and medium business in Moscow. 2.2. Generalization and dissemination of the experience of the activities of small and medium-sized businesses and structures to support small and medium-sized businesses. 3. Main activities of the Council In accordance with its tasks, the Council: 3.1. Organizes interaction with industry, professional and territorial associations, unions and associations of small and medium-sized businesses, and other business structures. 3.2. Carries out constant interaction with the executive body of the city of Moscow authorized by the Government of Moscow, responsible for supporting and developing small and medium-sized businesses in the city of Moscow, to develop agreed decisions and improve the state policy in the field of small and medium-sized businesses. 3.3. Carries out interaction with departments, committees, prefectures of the administrative districts of the city of Moscow and other executive authorities of the city of Moscow on the development and support of small and medium-sized businesses. 3.4. Involves representatives of the business community and entrepreneurs in the preparation of decisions of the executive authorities of the city of Moscow, in the development of measures to provide organizational, financial, logistical and other assistance to small and medium-sized businesses, associations, unions, associations, other non-profit organizations and structures to support small and medium-sized businesses. 3.5. Carries out preparation and public examination of draft legal acts of the city of Moscow affecting the interests of small and medium-sized businesses. 3.6. Participates in the development of other city programs aimed at solving urgent social and economic problems of the city of Moscow, involving small and medium-sized businesses in the city of Moscow, their associations, unions and associations in their implementation. 3.8. Conducts an examination of projects and programs in the field of small and medium-sized businesses and recommends them for implementation. 3.9. Participates in the work of the executive authorities of the city of Moscow to provide property support to small and medium-sized businesses and organizations that form the infrastructure for supporting small and medium-sized businesses, carried out in the form of transfer to the possession and (or) use of state property owned by the city of Moscow, including land plots, buildings, structures, structures, non-residential premises, equipment, machines, mechanisms, installations, vehicles, inventory, tools, on a reimbursable basis, free of charge or on preferential terms. 3.10. Composition of the Council 4.1. The Chairman of the Council is the Advisor to the Mayor of Moscow on issues of small and medium-sized businesses, approved by the Mayor of Moscow. 4.2. The Council is formed from representatives of public associations, unions and associations of small and medium-sized businesses, other non-profit organizations - small and medium-sized businesses, support structures for small and medium-sized businesses, organizations whose activities affect the interests of entrepreneurs, scientists, advisers to prefects administrative districts of the city of Moscow on issues of small and medium-sized businesses, as well as reputable entrepreneurs. Representatives of public associations, unions and associations of small and medium-sized businesses, other non-profit organizations of small and medium-sized businesses make up at least two thirds of the total number of members of the Council. The executive secretary of the Council, who is the head of the Council Support Group, is a member of the Council. 4.3. The composition of the Council on the proposal of the Chairman of the Council is approved by a resolution of the Moscow Government. 4.4. In order to increase the efficiency of the Council's activities, new members may be introduced into its composition by decision of the Council, who, until they are approved by a decree of the Government of Moscow, have an advisory vote in the Council. By decision of the Council, its members who do not take part in the work of the Council without valid reasons may be removed from its membership. If this applies to a member of the Council who is included in it by the status of an adviser to the prefect of one of the administrative districts of the city of Moscow, a presentation is sent to the prefecture of this administrative district against this member of the Council with a recommendation to replace the adviser to the prefect. 5. Organization of the activities of the Council 5.1. The work of the Council is managed by the chairman, and during his absence - by one of the members of the Council by appointment of the chairman. 5.2. Chairman of the Council: - manages the work of the Council; - chairs Council meetings; - coordinates the work of the Group to ensure the activities of the Council; - is a representative of the Council in government bodies , local self-government bodies, public and other organizations; - ensures and controls the implementation of decisions of the Council; - coordinates the work of involved specialists and members of the Council in commissions, expert and working groups of the Council. 5.3. To carry out its activities, the Council: - attracts experts and consultants from among scientists, reputable entrepreneurs, representatives of management bodies and other specialists to work in the Council; - forms temporary and permanent creative teams, commissions, expert and working groups; - requests and receives in accordance with the established procedure from departments, committees, prefectures of the administrative districts of the city of Moscow, administrations of districts of the city of Moscow and other executive authorities of the city of Moscow the necessary information, analytical, reference and statistical materials, as well as legal acts; - interacts with public expert councils on small and medium-sized businesses under the prefectures of the administrative districts of the city of Moscow. 5.4. The Council independently adopts internal documents regulating its work. 5.5. Organizational and technical support of the activities of the Council is carried out by the Group for ensuring the activities of the Council. 5.6. The group for ensuring the activities of the Council acts on the basis of and in pursuance of the decisions of the Council, instructions and orders of the Chairman of the Council. The Executive Secretary of the Council is in charge of the Council's Operations Support Group. 5.7. The Council has its own form with the coat of arms of the city of Moscow and details of the Council. Decisions of the Council, orders of the chairman, expert opinions, other internal acts of the Council, letters, references and other documents are issued on the letterhead of the Council. 5.8. Meetings of the Council are convened as necessary, but at least once a month, by the Chairman of the Council. 5.9. Based on the results of the meeting of the Council, the minutes of the meeting are drawn up and signed by the chairman and executive secretary of the Council. 5.10. Decisions of the Council are taken by a simple majority vote of the members of the Council present. In some cases, decisions of the Council may be taken by poll. Decisions of the Council are signed by the chairman and executive secretary of the Council. 1. General Provisions

1.1. The Group for ensuring the activities of the Public Expert Council for Small and Medium-Sized Business under the Mayor and the Government of Moscow (hereinafter referred to as the Group) is a structural subdivision of the Office of the Mayor and the Government of Moscow (paragraph as amended by Decree of the Moscow Government dated July 22, 2008 N 583-PP.

1.2. The group works under the leadership of the Head of the Office of the Mayor and the Government of Moscow and the Mayor's adviser - Chairman of the Public Expert Council on Small Business under the Mayor and the Government of Moscow (hereinafter referred to as the Council) and is headed by an adviser - the executive secretary of the Council.

1.3. The Group in its work is guided by the Constitution of the Russian Federation, the laws of the Russian Federation, the Charter of the city of Moscow, the laws of the city of Moscow, decrees of the Mayor of Moscow, other legal acts of the city, as well as these Regulations.

1.4. The group in its activities interacts with structural divisions the Office of the Mayor and the Government of Moscow, the Office of the Moscow City Duma, the Department for Support and Development of Small Business of the City of Moscow, with other state authorities and local governments, organizations and citizens.

1.5. The Regulations on the Group are approved by the Moscow Government.

2. Tasks and functions of the Group

2.1. Legal, analytical, information and reference, organizational, documentation and other support for the activities of the Council.

2.2. Ensuring the preparation and passage of documents of the Mayor of Moscow and the Government of Moscow on issues within the jurisdiction of the Council.

2.3. Organizationally ensures the holding of meetings of the Council, as well as the protocol registration of decisions taken at meetings of the Council.

2.4. Prepares analytical, reference and other documents necessary for the activities of the Council.

2.5. Carries out an examination and elaboration of draft legal acts of the Mayor of Moscow and the Government of Moscow, as well as other acts that require a decision of the Council, prepares these materials for meetings of the Council.

2.6. Provides, within the framework of its powers, the execution of decisions of the Council.

2.7. Provides operational interaction of the Mayor and the Government of Moscow with industry, professional and territorial unions and associations of small and medium-sized businesses, other business structures

2.8. Prepares materials, drafts of normative legal acts on issues within the jurisdiction of the Council, for consideration by the Mayor of Moscow and the Government of Moscow.

2.9. Participates in the preparation of materials and execution of decisions taken at meetings held by the Mayor of Moscow, members of the Government of Moscow, on the development of small and medium-sized businesses (the item was supplemented by Decree of the Moscow Government of July 22, 2008 N 583-PP.

2.10. Participates in meetings of commissions formed by the executive authorities of the city, deputy hearings on issues within the jurisdiction of the Council.

2.11. Prepares opinions on draft normative legal acts of the city of Moscow in accordance with the decisions of the Council.

2.12. Organizes the preparation of analytical reports to the Mayor of Moscow and the Government of Moscow on the state and prospects for the development of small and medium-sized businesses in the city (the clause was supplemented by the Decree of the Moscow Government dated July 22, 2008 N 583-PP.

2.13. Controls the implementation of decisions of the Mayor and Vice-Mayor of Moscow, first deputies and deputies of the Mayor of Moscow in the Moscow Government, as well as decisions of the Moscow Government on issues within the jurisdiction of the Council.

2.14. Organizes and provides document flow in accordance with the Regulations of the Government of Moscow.

2.15. Organizes receptions and advises citizens on issues within the jurisdiction of the Council.

2.16. Organizes the work of a permanent hotline"for entrepreneurs in order to obtain information about official abuses, red tape, bureaucracy in the resolution of business regulation issues by the relevant organizations.

2.17. Fulfills instructions of the Head of the Office of the Mayor and the Government of Moscow.

2.18. Carries out other functions assigned to the Group in accordance with the established procedure, in accordance with the orders of the relevant officials, decisions of the Council and instructions of the Chairman of the Council.

3. Rights of the Group

3.1. To perform its tasks and functions, the Group has the right to:

3.1.1. Request and receive, in accordance with the established procedure, the necessary information and documents from the executive authorities of the city, organizations, the founder (participant) of which is the city of Moscow, on issues within the jurisdiction of the Council.

3.1.2. If necessary, involve specialists from research organizations, executive authorities of the city in agreement with their leaders to work out certain issues related to the jurisdiction of the Council.

3.1.3. To maintain, in accordance with the established procedure, working contacts with state authorities, local self-government, organizations on issues of the Council's activities.

3.1.4. To use information databanks of the Government of Moscow.

3.1.5. Cooking or ordering relevant organizations and specialists of the conclusion on materials affecting the interests of entrepreneurs in the city of Moscow.

3.1.6. On behalf of the Chairman of the Council, invite representatives of the executive authorities of the city of Moscow to meetings of the Council to consider and resolve issues within the competence of the Council.

3.1.7. Organize seminars, "round tables" and other events on issues related to the scope of the Council.

3.1.8. Involve representatives of the business community, scientists, sociologists, lawyers and other specialists competent in the development and support of small and medium-sized businesses in the expert work (the clause was supplemented by Decree of the Government of Moscow dated July 22, 2008 N 583-PP.

3.2. The Group has other rights necessary for the implementation of the tasks and functions assigned to it.

4. Organization of the work of the Group

4.1. The Group is headed by the Head of the Group, who is appointed and dismissed by the Moscow Government on the proposal of the Head of the Office of the Mayor and the Government of Moscow, agreed with the Chairman of the Council (paragraph as amended by the Decree of the Moscow Government dated July 22, 2008 N 583-PP.

4.2. Head of the Group (paragraph as amended by the Decree of the Government of Moscow dated July 22, 2008 N 583-PP:

4.2.1. Organizes the work of the Group, manages its activities and bears personal responsibility for the performance of the functions assigned to the Group.

4.2.2. In his activities, he is accountable to the Chairman of the Council, carries out his instructions and reports to him materials on issues within the purview of the Group and the Council.

4.2.3. Issues orders within its competence that are binding on the Group's employees.

4.2.4. Prepares materials for the report to the Mayor of Moscow, Deputy Mayors of Moscow in the Government of Moscow, as well as the Head of the Office of the Mayor and the Government of Moscow and his deputies on issues within the scope of the Group.

4.2.5. Participates in meetings of the Moscow Government, meetings with the Mayor of Moscow, deputies of the Mayor of Moscow in the Government of Moscow, meetings of governmental and interdepartmental commissions and councils, meetings with the head of the Office of the Mayor and the Government of Moscow and his deputies, held on issues within the scope of the Group.

4.2.6. Signs and endorses materials on issues within the scope of the Group.

4.2.7. Holds meetings with the participation of representatives of the relevant executive authorities of the city in connection with the preparation of draft regulatory legal acts on issues within the purview of the Council.

4.2.8. In accordance with the legal acts of the city, it exercises control over the execution of decisions of the Council and instructions of the chairman of the Council.

4.2.9. On behalf of the Chairman of the Council, he represents his interests in the executive authorities on issues within the competence of the Council.

4.2.10. Organizes office work in the Group and the Council, implementation and use technical means for the work of the Group.

4.2.11. Responsible for the safety of documents received by the Council and the Group, compliance with the deadlines for their storage, timely preparation and transfer of cases to the archive of the Moscow Government.

4.2.12. Has the right, in accordance with the Regulations of the Government of Moscow, to affix resolutions to documents addressed to the Group and the Council.

4.2.13. Distributes duties among the Group's employees, appoints his deputy during his absence.

4.2.14. Submits proposals to the Head of the Office of the Mayor and the Government of Moscow on appointment and dismissal, on advanced training, rewarding employees of the Group and imposing penalties on them.

4.2.15. Submits proposals to the Head of the Office of the Mayor and the Government of Moscow on the formation of the Group's personnel reserve.

4.2.16. Together with the Department of Civil Service and Human Resources of the Government of Moscow resolves, in accordance with the legislation on the civil service, other issues related to the performance of civil service in the Group, including the selection, placement, retraining and advanced training of the Group's personnel, in the established cases, certification, qualification exams , assignment of class ranks, the establishment of allowances for official salaries.

4.2.17. Represents the relevant official candidacies of civil servants and workers for business trips.

4.2.18. Organizes events to ensure compliance with state and official secrets.

4.2.19. Submits for consideration by the Mayor of Moscow and the Government of Moscow proposals related to the activities of the Council.

4.2.20. Exercises other powers necessary to perform the functions of the Group in accordance with the regulatory legal acts of the Russian Federation and the city of Moscow.

4.3. Structure and staffing Groups are approved by the head of the Office of the Mayor and the Government of Moscow on the proposal of the head of the Group within the established number and wage fund (paragraph as amended by the Decree of the Moscow Government dated July 22, 2008 N 583-PP.

4.4. Employees of the Group are civil servants of the city of Moscow, they are subject to the legislation on civil service and labor law with the features provided for by the legislation on public service.

4.5. The group is not legal entity, has forms of the established sample, seals (except for stamps) and stamps.

5. Introduction of additions and amendments to the Regulations on the Group

Amendments and additions to the Regulations on the Group, reorganization and liquidation of the Group are carried out by the Government of Moscow in accordance with the regulatory legal acts of the Russian Federation and the city of Moscow.
