At one of the most problematic enterprises Sverdlovsk region coup: Muscovite Pavel Dyakonov took the post of director of JSC Sverdlovskavtodor. He replaced in this position the creature of the governor of the Sverdlovsk region Yevgeny Kuyvashev, a native of Tyumen Dmitry Rybin. The reason for the change of power was the company's losses increasing every year, employees' complaints about wage cuts and layoffs. As the correspondent of "UralPolit.Ru" found out, according to the estimates of the auditors who checked the financial affairs of the enterprise, "Sverdlovskavtodor" can hardly work until the end of the year. On Monday, the new general director of Sverdlovskavtodor, Pavel Dyakonov, officially assumed the duties of the head of the enterprise. According to UralPolit.Ru, he was already seen at the workplace last week (the commission of the Federal Property Management Agency approved him in his position in February). Little is known about his past: according to information posted in the databases of the Unified State Register of Legal Entities and the SBiS, since 2010 Pavel Valerievich Dyakonov has headed the Slavros research and production association, which is engaged in the production of geosynthetic materials used, among other things, in the construction of roads. The SBS database reports that Slavros has won six out of 29 tenders, and its main customer is Russian Railways. The Federal Road Agency offered Dyakonov the post, he will be the only Muscovite in the leadership of Sverdlovskavtodor; all the rest of the bosses are from Tyumen, like the former head of the company, Dmitry Rybin.

Today, April 6, Pavel Dyakonov should be introduced to the team. The company officially confirmed that from today it is he who is the general director of the enterprise, but they refused to give more detailed comments. “Now he is getting on top of things, there is a lot of running around and documents, so as soon as he understands what is happening in the company, he will be available for comments,” the CEO’s office told a UralPolit.Ru correspondent.

Dyakonov was given management of an enterprise whose net loss in 2014 exceeded revenue and amounted to 2.5 billion rubles. According to an independent audit of the auditing company "OrgProm-Audit", conducted at the end of last year, the company's net assets have been less than the authorized capital for three years already, the decrease is due to a reduction in the volume of work, due to underutilization of capacities, an increase in interest rates on loans, legal costs (the company has gone through the court more than once). The company's revenue in 2014 amounted to 2.3 billion rubles, which is 30% less than in 2013. According to the results of 2014, Sverdlovskavtodor did not receive any net profit.

Employees of the company say that the financial problems of Sverdlovskavtodor are due to the fact that the company actually has no tenders won.

Note that Sergei Solodovnikov heads the Aerodromstroy company, which is said to be affiliated with Moscow Mayor Sergei Sobyanin. According to UralPolit.Ru, this year Sverdlovskavtodor applied for participation in three tenders for road works.

The change of leadership took place against the backdrop of a rather aggravated situation at the enterprise: a few days before, the workers handed over to Governor Yevgeny Kuyvashev an appeal with a request to look into the situation and save the enterprise. The head of the region himself turned to the federal government with a proposal to transfer Sverdlovskavtodor from federal ownership to the regional one. An official letter signed by the head of the region has already been sent to the Cabinet of Ministers. At the same time, the Ministry of Transport says that the Sverdlovsk authorities are not considering the possibility of participating in the auction. “Today, it is only known that a petition has been sent by the governor to consider the possibility of transferring the region's enterprise free of charge, there is no information about the auction,” the information policy department said.

The mood in the team is contradictory. Despite the fact that 700 employees signed the appeal to the governor, one of the interlocutors of UralPolit.Ru notes that the crisis has not hit the company seriously yet. According to the audit, the number of employees of Sverdlovskavtodor in 2014 amounted to 2485 people. The average monthly labor productivity is 82.5 thousand rubles per person per month (decreased by 27% compared to the previous year). The average salary was 23.1 thousand rubles, the decrease was 10%. “Salaries are being cut in branches, everything is still the same at the central office in Yekaterinburg,” the source said.

The auditors, as one of the measures to overcome the crisis, really suggested that Sverdlovskavtodor optimize the network of numerous branches. Now the company has 14 regional offices in the region, but, according to "UralPolit.Ru", "from above" has already received a command to reduce them. For example, the Sredneuralsky branch is engaged in the Tyumen direction, which is not entirely obvious to it. In addition, on the advice of the auditors, the management should strengthen the tender process and expand the areas of work, increase the share of proceeds from the sale of asphalt, black gravel, bitumen emulsion and from the rental of unused equipment and optimize the cost of maintaining unused real estate, as well as the design institute, training center, the central laboratory for development activities. Otherwise, the auditors have doubts that Sverdlovskavtodor will be able to continue its activities and fulfill all its obligations this year.

Against the backdrop of constantly arising problems in the maintenance of regional roads, local Sverdlovsk media are widely discussing a new appointment to the leadership of the region's main road contractor - the long-suffering Sverdlovskavtodor, which only this spring left the auction not without problems.

As follows from the official website of JSC "Sverdlovskavtodor", the general director of the enterprise is Vladimir Tyumentsev. This, alas, is about a well-known road builder in Nizhny Tagil, whose person attracted attention this spring in connection with the crisis of the city's road infrastructure. According to the All News portal, Tyumentsev began his career in the field of urban management in Novouralsk, in 1995 he graduated from the Ural Forest Engineering Academy with a degree in mechanical engineering road transport, later graduated economic Education. After 18 years of work in ZATO, in the spring of 2014, he headed MUP Tagildorstroy. By the way, his predecessor, Vladimir Yurchenko, now heads the Department of urban economy of the city administration. And so, during the past year, the number of complaints against the work of the MUP was growing, and at the beginning of this year, the work of the MUP was almost on the verge of failure. At the enterprise, such problems were immediately exposed that it was time to intervene law enforcement: against the backdrop of underfunding, employees of the enterprise began to delay salaries, the threat of layoffs loomed over people. Even the administration Sergei Nosov had to, under public pressure, organize a financial audit of the scandalous MUP after information about too high salaries top management of the enterprise. There was nowhere to go, and Nosov poured out angry tirades. “The situation in Tagildorstroy is unacceptable. At the enterprise, a situation has developed in which it has become impossible for them to perform their duties qualitatively,” he said.

On March 4, Tyumentsev was dismissed, leaving behind a crisis in the city's road sector. His appointment to Sverdlovskavtodor took place quite quickly, already in July, and it is still completely unclear whether with such a “background”, in other words, a track record and an unpleasant aftertaste after the Nizhny Tagil incident, Mr. Tyumentsev will be able to “resolve” the difficult situation in Avtodor. We must not forget that JSC largest enterprise road industry of the region, which is in charge of all federal highways, more than 70% of regional, municipal and public roads.

Even at the beginning of the year, the position of the OJSC (then still owned by the Federal Property Management Agency) looked completely unenviable: a gigantic burden of debts. And if back in the spring of 2015, allegedly according to employees, there were some minor improvements in the company’s work, then everything fell into place again: Avtodor was going to raise a loan in the amount of 85 million rubles from Gazprombank at a maximum rate of at least 9% and not more than 20% per annum, and the main debt of OJSC loans should be repaid quite soon - by December 29, 2017. There were also many problems with the bidding for the privatization of the asset (which was doubted by many public figures). After a series of failed auctions, when not a single buyer was declared, the last auction took place on February 17 this year. I had to lower the initial price of the block of shares several times - from 2.5 billion rubles. already up to 800 million rubles!

At the same time, Sverdlovskavtodor, together with LLC Meganeft, filed a lawsuit for its own bankruptcy in Court of Arbitration Sverdlovsk region. according to the materials of the court, it turned out that at the end of 2014, the company's losses increased by 3.2 times to an astronomical amount of 246.8 billion rubles, and revenue collapsed by almost 30%, amounting to only 2.2 billion rubles ...

By the way, the Sverdlovsk government more than once wanted to buy the JSC into the regional treasury, but each time there was no money for this in the same treasury. But in the end, things turned out a little differently. Although Aerodromdorstroy CJSC (from the scandalous structure of MDS Group CJSC, which was considered close to the family of the Mayor of Moscow Sergei Sobyanin), and OJSC Novosibirskavtodor, which also does not have a good reputation, then some Chinese investors. But in February, a certain JSC "Garant" became a buyer. According to SPARK, one of the enterprises with this name is registered in Verkhnyaya Pyshma. According to some reports, the management of the joint-stock company is affiliated with at least one of the assets of the UMMC - the Sukholozhsky plant "Vtortsvetmet". It is not known about more exact connections of "Guarantor" with any structures of the UMMC.

Be that as it may, Avtodor is now a private enterprise, but, alas, there is no certainty that its work will change soon. He was repeatedly convicted of violations during road works throughout the region, including in Yekaterinburg, Nizhny Tagil, Kamensk-Uralsky, and others. By the way, one of the latest violations that Avtodor was convicted of occurred literally at the end of June in Pervouralsk. Then the attention of local residents was attracted by the work on the regional bypass ring road, the tender for the repair of which was held by Sverdlovskavtodor. Employees of the enterprise were convicted of laying asphalt directly into the mud on Koltseva Street, 14 Pervouralsk.
