Download the new electrical safety certificate form. Electrical safety certificate II, III, IV and V tolerance groups. Description of identity pages

  • 29.04.2020

In October 2016, new rules on electrical safety come into force, or rather, changes in Order 325n.

No sooner had the new rules on electrical safety come into force (what is 2 years), as others come out that radically change the concept.
I don’t know how they will help in the safety of work, but the bureaucratic foundations have been shaken.
You can download Order No. 74n dated February 19, 2016 on changes to the new electrical safety rules 2016.
By and large, in the Order, some designations have been replaced with others (I’ll never know how this will affect security), although a very significant change in my opinion is appearance electrical safety certificates have changed radically.

You can download the new electrical safety rules with changes from 10/19/2016

Electrical safety certificate of a new sample

The appearance of the certificate remained unchanged. Vinyl Coated Cardboard Base The color of the vinyl is irrelevant, but cherry is preferred. The size is also 95x65 mm.
On the front side, the word "Certificate" is embossed in gold or white paint.
But the content has changed a lot.

Below I have given two examples of certificates issued by educational institutions with which we cooperate. Both have minor differences, but they completely correspond to the established model (Appendix 2 to Order 74n).

I Option:

1 page contains:

Certificate number (usually this is a serial number in the electrical safety knowledge check log);
Name structural unit(if any);
Date of issue of the certificate;
Photo and place of seal of the organization for which electrical safety was issued (energy consuming companies do not need Appendix 2, clause 10)

2 page:
Full name of the owner of the "crust";
Position held;
Assigned personnel (operational, maintenance, etc.)
Employer's (or responsible person's) signature
Seal of the organization for which the permit was issued.

3 page contains the results of the knowledge test (assigned group, date of the test, signature of the inspector, etc.)

4, 5 and 6 pages- are necessary only for energy companies (we will not consider).

7 page- Prom safety and other standards.

8 page- Access to special work.

II Option:

And this is how they are approximately filled (taken from another site):

Those who are looking for where to download the new 2016 electrical safety certificate form can do this (for those who do not want to buy forms, but want to print and assemble them themselves).

Let me answer two basic questions:
1. For energy-consuming companies, it is not necessary to paste a photo (Appendix 2, clause 10);
2. The employees kindly answered my request to Supervision "Do I need to recertify with the release of new rules" (the request was in June, they answered in October 2 weeks before the entry), the screen was posted below:

In my opinion, the answer was strangely veiled, but as far as I understood, the most important thing is that you don’t need to urgently run and change your certificate, unless at the request of the head, and then only after October 19th.

And here is what the supervisory representative answered on the issue of issuing electrical safety certificates according to the new rules (3-minute video, the quality is not important, the sound is ahead of the video, but the meaning is clear).
It is especially recommended to pay attention to the last 30 seconds.

Here is what supervisors answered the question "Who urgently needs to undergo an extraordinary knowledge test"

(Taken from the Rossnadzor website)

Well, now about the changes themselves (personal opinion of the author).

1. To begin with, clause 1.1 has undergone a change
It was:
The rules on labor protection during the operation of electrical installations (hereinafter referred to as the Rules) apply to employees from among electrical, electrical and non-electrotechnical personnel, as well as to employers (physical and legal entities, regardless of the form of ownership and organizational and legal forms), employed maintenance electrical installations conducting in them operational switching organizing and performing construction, installation, commissioning, repair work, testing and measurement.

It became:
Rules on labor protection during the operation of electrical installations (hereinafter referred to as the Rules) establish state regulatory requirements for labor protection during the operation of electrical installations.
The requirements of the Rules apply to employers - legal and individuals regardless of their organizational and legal forms and employees from among the electrical, electrical and non-electrotechnical personnel of organizations (hereinafter referred to as employees) engaged in the maintenance of electrical installations, conducting operational switching in them, organizing and performing construction, installation, commissioning, repair work, testing and measurement , as well as managing the technological modes of operation of electric power facilities and power-receiving installations of consumers.
Safety requirements for the operation of specialized electrical installations, including contact network electrified railways, urban electric transport must comply with the Rules, taking into account the features of operation, due to the design of these electrical installations.

I agree, the additions are very important ... let's see how it will affect the workflow.

2. Clause 2.4
It was:
Employees related to electrical personnel, as well as electrical technological personnel, must pass a test of knowledge of the Rules and other regulatory and technical documents (rules and instructions for the installation of electrical installations, for the technical operation of electrical installations, as well as the use of protective equipment) within the limits of the requirements for relevant position or profession, and have an appropriate electrical safety group, the requirements for which are provided for in Appendix No. 1 to the Rules.

It became:
Employees related to electrical and electrical engineering personnel, as well as state inspectors who monitor and supervise compliance with safety requirements during the operation of electrical installations, labor protection specialists who control electrical installations, must pass an examination of knowledge of the requirements of the Rules and other safety requirements for the organization and implementation work in electrical installations within the requirements for the relevant position or profession, and have an appropriate electrical safety group, the requirements for which are provided for in Appendix No. 1 to the Rules.
The requirements of the Rules established for employees from among the electrical personnel are also mandatory for employees from among the electrical technological personnel.

3. Affected (or supplemented, as anyone likes) paragraph 2 of paragraph 2.5:
It was:
An employee who has passed the knowledge test on labor protection during the operation of electrical installations is issued a certificate of knowledge of labor standards and rules for working in electrical installations, the form of which is provided for in Annexes No. 2, 3 to the Rules.

It became:
The employees specified in paragraph 2.4 of the Rules and who have passed the knowledge test of the requirements of the Rules and other safety requirements for the organization and performance of work in electrical installations are issued certificates of knowledge of the rules for working in electrical installations, the forms of which are provided for in Annexes No. 2, 3 to the Rules.

4. In the third paragraph, "steeman's work" was excluded in clause 2.6.

It became:
To special work relate:
work performed at a height of more than 5 m from the ground, ceiling or working platform, on which work is carried out directly from structures or equipment during their installation or repair with the obligatory use of fall protection equipment.

Interestingly, climbing work in general is no longer related to electrical safety? Or will the height tolerance be enough?

5. . Paragraph 3.1 should now read as follows:
It was:
Operational switching should be performed by employees who carry out operational management and maintenance of electrical installations (inspection, operational switching, preparation of the workplace, admission and supervision of workers, performance of work in the order of current operation) (hereinafter referred to as operational personnel), or employees specially trained and trained for operational maintenance in the approved volume of electrical installations assigned to it (hereinafter - operational - repair personnel), organizations or separate subdivision.

It became:
Operational maintenance and inspection of electrical installations must be carried out by employees of the subject of the electric power industry (consumer of electric energy), authorized by the subject of the electric power industry (consumer of electric energy) to carry out, in the prescribed manner, actions to change the technological mode of operation and the operational state of power lines, equipment and devices with the right to directly affect the organs control of equipment and devices of relay protection and automation in the implementation of operational and technological control, including using remote control facilities, on objects of the electric power industry (power-receiving installations) owned by such a subject of the electric power industry (consumer of electric energy) on the right of ownership or on other legal grounds, or in cases established by law - at electric power facilities and power receiving installations owned by third parties, as well as coordination of these activities actions (hereinafter referred to as operational personnel), or employees from among the repair personnel with the right to directly influence the controls of equipment and relay protection and automation devices that carry out operational maintenance of electrical installations assigned to them (hereinafter referred to as operational and repair personnel).
In the Rules, operating personnel is also understood as operating and maintenance personnel, if there are no special requirements for them.

6. Paragraph 3.4 is now stated as follows
It was:
Sole inspection of the electrical installation, electrical part technological equipment has the right to perform an employee, from among the operational personnel, having a group of at least III, serving this electrical installation in working time or on duty, or an employee from among the administrative and technical personnel (managers and specialists who are entrusted with the responsibility for organizing technical and operational maintenance, carrying out repair, installation and adjustment work in electrical installations (hereinafter referred to as administrative and technical personnel), having group V - for electrical installations with voltages above 1000 V and an employee who has group IV - for electrical installations with voltages up to 1000 V. The right of a sole inspection is granted on the basis of the ORD of the organization (separate subdivision).

group V - when operating an electrical installation with a voltage above 1000 V;
group IV - when operating an electrical installation with a voltage of up to 1000 V. The right of a sole inspection is granted on the basis of the organization's (separate subdivision) OSD.
Inspection of overhead power lines (devices for transmitting electricity through wires located on outdoors attached with the help of insulators and fittings to supports or brackets and posts on engineering structures (bridges, overpasses) (hereinafter - VL) must be carried out in accordance with the requirements of paragraphs 7.15, 38.73, 38.74, 38.75 of the Rules. For the beginning and end of the overhead line, linear portals or linear inputs of an electrical installation are accepted, which serve to receive and distribute electricity and contain switching devices, prefabricated and connecting buses, auxiliary devices (compressor, battery), as well as protection devices, automation and measuring instruments (hereinafter referred to as distribution devices, switchgear), and for branches - a branch support and a linear portal or a linear input of a switchgear.
RU are:
open switchgear (hereinafter - outdoor switchgear), the main equipment of which is located in the open air;
closed switchgear (hereinafter - ZRU), the equipment of which is located in the building.

7. Paragraphs 3.13, 5.7, 8.1, 14.3, 21.8, 46.6 were also affected by the change, but already in the case relation of administrative technical personnel
It was:
"administrative and technical staff"

It became:
administrative and technical personnel (executives and specialists) "in the appropriate cases. (Looks like an electrician was born who was assigned administrative staff). Although sometimes such an explanation is not superfluous.

8. Paragraph 4.4 now reads as follows
It was:
Overhaul of electrical equipment with voltages above 1000 V, work on live parts without removing voltage in electrical installations with voltages above 1000 V, as well as repair of overhead lines, regardless of voltage, must be carried out according to technological maps or a project for the production of works (hereinafter - PPR), approved by the head of the organization.
Work on lines under induced voltage (disconnected overhead lines, overhead communication lines (hereinafter - VLS), on lines for the transmission of electricity, consisting of sections in the air and cable version, interconnected (hereinafter - KVL), which run along the entire length of the line or in separate sections near overhead lines with a voltage of 6 kV and above or near an electrified contact network railway alternating current, which are under operating voltage, on the wires (cables) of which, with various grounding schemes (as well as in the absence of grounding), at the highest operating current of the influencing overhead lines, a voltage of more than 25 V is induced, as well as all overhead lines built on double-circuit (multi-circuit) supports when at least one circuit with a voltage of 6 kV and higher (hereinafter - overhead lines under induced voltage) is turned on, they are carried out according to the PPR for the work performed according to the tolerance.

It became:
Overhaul of electrical equipment with voltages above 1000 V, work on current-carrying parts without removing voltage in electrical installations with voltages above 1000 V, as well as repair of overhead lines, regardless of voltage, must be carried out according to technological maps or a project for the production of works (hereinafter referred to as PPR), approved by the head of the organization (separate divisions).
Work on lines under induced voltage (VL, KBL, VLS, air sections of KBL, which run along the entire length or in separate sections near existing overhead lines or the contact network of an electrified AC railway, on disconnected wires (cables) of which, when grounding the line at the ends (in the switchgear) in its individual sections, a voltage of more than 25 V is maintained at the highest operating current of the influencing overhead lines (when converted to the highest operating current of the influencing overhead lines), are carried out according to technological maps or PPR approved by the head of the organization (separate subdivision).

9. Clause 4.17 appeared with the following content:
4.17. On overhead lines and overhead lines, before connecting or breaking electrically connected sections (wires, cables), it is necessary to equalize the potentials of these sections. The potential equalization of the sections of VL, BLS is carried out by connecting these sections with a conductor or by installing groundings on both sides of the gap (probable gap) with connection to one grounding conductor (grounding device).
In my opinion, this is a really important point.

10. In clause 5.1, paragraphs 2 and 3 have been changed:
It was:
registration of an order, order or list of works performed in the order of current operation;
issuance of a permit for the preparation of the workplace and for admission to work in cases specified in paragraph 5.14 of the Rules;

A few significant changes, but not for us to judge ...

13. The abbreviation SDTU in paragraph 5.7 was deciphered for those who do not understand.
Something like this: on equipment and installations of communication facilities, "dispatching and technological control facilities (hereinafter referred to as SDTU)" ... ..

14. Item 5.14 will now sound like this:
It was:
The issuance of a permit for the preparation of a workplace and admission are carried out if it is necessary to perform disconnections and grounding of electrical installations related to electric grid facilities, operated by electric power industry entities or other owners, in respect of which operational management is carried out when providing services for the transmission of electrical energy to consumers.

It became:
The requirements for the appointment of a person responsible for issuing a permit for the preparation of workplaces and for admission, and for the issuance of such a permit do not apply to the performance of work in electrical installations of consumers of electric energy, except for work on overhead lines, cable lines, and cable lines that require coordination by the personnel of another organization when change in their operational status.

A very "significant" change.

15. Paragraphs two and three of clause 6.1 shall be stated as follows:
In paragraph 6.1, the second and third paragraphs will now sound like this
It was:
In cases where the foreman is appointed at the same time as allowing, the order, regardless of the method of its transfer, is filled in two copies, one of which remains with the issuer of the order.
Depending on local conditions (location of the control room), one copy of the order remains with the employee who issues the permit for the preparation of the workplace and the permit (of the dispatcher).

It became:
In cases where the foreman is appointed at the same time as allowing, the order, regardless of the method of its transfer, is filled in two copies, one of which remains with the issuer of the order.
Depending on local conditions, one copy of the order may be transferred to an employee from among the operational personnel who issues permission to prepare the workplace and for admission.

From changing the places of the terms ...

16. And in paragraph 6.17, on the contrary, "means of dispatching and technological control (hereinafter referred to as SDTU)" were encrypted in "SDTU".

17. We state clause 7.7 as follows:
It was:
When carrying out work, the foreman (supervisor) from among the operational personnel performing work or monitoring those working in electrical installations with voltages above 1000 V must have group IV, and in electrical installations with voltages up to 1000 V - group III. Team members working in electrical installations with voltage up to and above 1000 V must have group III.
Admission to work in electrical installations must be carried out after the implementation of technical measures for the preparation of the workplace, determined by the employee issuing the order.

It is not clear what has changed, well, the authorities know better ...

18. In paragraph 7.15, the first paragraph will now read as follows:
It was:
One employee with group II is allowed to perform the following work by order:

It became:
One employee with group II is allowed to perform the following work on the overhead line by order:

Added Air Lines...

19. In paragraph 2 of clause 17.2, the following changes

In 2018, Rostekhnadzor published an instruction that prohibited training centers from testing knowledge and issuing electrical safety certificates. It is now possible to obtain a document confirming an electrical safety group for certain categories of employees only at Rostekhnadzor. We will tell you who belongs to this category, how to prepare for the knowledge test. Find out how the old ID is different from the 2019 ID.

Who needs to have an electrical safety certificate

The electrical safety certificate is binding document, which confirms that the employee has successfully passed the knowledge test and has a certain group of access to work in electrical installations.

Certificate of knowledge of the rules of work in electrical installations must have:

  • employees who belong to electrical and electrical personnel (according to form No. 2)
  • labor protection specialists controlling electrical installations (according to form No. 3)
  • state inspectors who exercise control and supervision over compliance with safety requirements during the operation of electrical installations (in form No. 3)

This rule has been in effect since the entry into force of the Order of the Ministry of Labor of Russia dated February 19, 2016 No. 74n, which amended paragraph 2.4 of the Order of the Ministry of Labor of Russia dated July 24, 2013 No. 328n.

It was

It became

Important! The main thing that employers should know and take into account is that from June 29, 2018, Rostekhnadzor banned training centers from testing knowledge and assigning electrical safety groups. Now you can pass the electrical safety exam and get a certificate with a tolerance group only at Rostekhnadzor (Rostekhnadzor letter No. 00-08-05 / 388 dated 06/29/2018). You can get training in training organizations, but you can only pass the test at Rostekhnadzor. Rostekhnadzor inspectors are prohibited from participating in the work of the commissions of training organizations.

Electrical safety certificate form

There are currently two approved forms of electrical safety certificates:

  1. On testing knowledge of the rules of work in electrical installations (form No. 2).
  2. On checking the knowledge of the rules by employees who control electrical installations (form No. 3).

The order of the Ministry of Labor of Russia dated February 19, 2016 No. 74n approved not only amendments to order No. 328n, but also introduced a new form of certificate “On testing knowledge of the rules for working in electrical installations”.

How is it different from the previous one?

  1. The first and most important difference is that the new form of the certificate provides a place for the employee's photo.

Note! In the certificate for consumers of electrical energy the presence of the fourth, fifth and sixth pages, as well as the obligatory presence of a photograph, is not required. This applies only to electric power companies.

2. New ID consists of 8 stations, and not from 4 as before.

3. Employee data in the new form of electrical safety certificate indicate on the first two pages, not on one. Their list included the name of the structural unit in which the employee is listed.

4. On the second page of the certificate in the column " » indicate the category of personnel: administrative and technical (leading employees and specialists), dispatching, operational, operational and repair, maintenance personnel, etc.

5. Also on the second page, the column " To work in electrical installations with voltage» fill out after a knowledge test for employees admitted to work or to organize the safe performance of work in electrical installations indicating the voltage class (up to 1000 V, up to and above 1000 V).

6. Now there are 5 pages instead of 2 for recording the results of regulatory document knowledge checks. Please note that not all of these pages need to be filled out by Consumer companies. See note to form #2.

  • Results of testing knowledge of regulatory documents (3 pages)
  • The results of testing knowledge of regulatory documents on the device and technical operation (4 pages)
  • The results of testing knowledge of normative documents on labor protection (5 pages)
  • The results of testing knowledge of regulatory documents on fire safety(6 pp.)
  • The results of testing knowledge of regulatory documents on industrial safety and other special rules (7 pages)

Note! Employees often ask if they can continue to use the previously obtained certificate when moving to a new job. The answer to this question is clear - can not! The certificate indicates the specific company in which the employee works. When dismissed, the document becomes invalid. Therefore, if labor contract was terminated, and then concluded again, at least the next day, the employer again has an obligation to train staff. But at the same time, the duration of the internship can be reduced by the decision of the mentor, but not less than 2 days.

Where and how to get an electrical safety certificate

Before obtaining an electrical safety certificate, an employee must undergo training. You can prepare yourself, in your company or.

Documents on the basis of which electrical safety certificates are issued:

  • members of commissions for knowledge testing within organizations
  • responsible for electrical equipment of consumers and their deputies
  • labor protection specialists whose duties include monitoring electrical installations
  • employees, if the number of employees in their organization does not allow the formation of a commission

The rest of the staff can be trained directly in their organization. To do this, the head of the company creates special commission, which should include at least five people (clause 1.4.30 of the Rules for the technical operation of electrical installations of consumers, approved by order of the Ministry of Energy dated 13.01.2003 No. 6).

The chairman of the commission must have an electrical safety group:

  • Group V, if the company operates electrical installations with voltage up to 1000 V and above;
  • Group IV, if the company operates electrical installations with voltage up to 1000 V only.

All members of the commission must have an electrical safety group and pass a knowledge test at the Rostekhnadzor commission, but PTEEP allows three commission members to be examined at Rostekhnadzor, of course, the chairman and deputy, as well as an OT specialist. The remaining two members of the commission can be checked in your own commission.

If an employee has only a school certificate and no secondary vocational education, then it is possible to assign him even the lowest electrical safety group after his training in training center on . After this training, the employee can take an exam. You can not assign groups not in chronological order, as well as violate the terms of service in certain groups.

For the conditions for assigning an electrical safety group to electrical (electrotechnological) personnel, see the table at the end of the article.

Validity period of the electrical safety certificate

The electrical safety certificate is valid until new check knowledge - after 1 year or after 3 years (clause 1.4.20 of the Rules for the technical operation of electrical installations of consumers, approved by order of the Ministry of Energy dated 13.01.2003 No. 6).

  • 1 year for electrical personnel directly organizing and carrying out maintenance work on existing electrical installations or performing adjustment, electrical installation, repair work or preventive tests in them, as well as for personnel entitled to issue orders, orders, conduct operational negotiations
  • 3 years for administrative and technical personnel not belonging to the previous group, as well as for labor protection specialists admitted to inspect electrical installations

An employee also needs to obtain a new electrical safety certificate if:

  • The position has changed, and the employee needed new knowledge on the operation of electrical installations
  • Moved to a new place of work (to a new employer)
  • Lost or damaged form
  • Passed advanced training
  • There was a break in work for more than 6 months
  • The company put into operation new equipment
  • Electrical safety rules have changed

You can get theoretical knowledge and practical experience in electrical safety of groups 2-5.

A certificate in the field of electrical safety is the main document that confirms the authority of an employee to perform special types of work. In the process labor activity using industrial electrical engineering, the employee must have this document. His absence is regarded as a serious violation, for which the employer will have to pay a large fine. In exceptional cases, the work of the company may be suspended for a period of up to 90 days.

New electrical safety certificate form 2016: download or buy

Currently, Russia uses a sample certificate, which entered into force in 2016. It was introduced by order of the Ministry of Labor No. 74n, which made a number of additions and clarifications to the content of the main order of the department No. 328n. At present, the current version of the certificate is contained in Appendix No. 2 to the latest document.

A company that needs to issue certificates for its employees can choose one of two ways to solve this problem:

  • buy ready-made forms of documents and enter the necessary information about employees into them;
  • independently download the certificate form, print it, provide a cover and fill it out.

Where to download the certificate form for electrical safety-2016 in Word

The question of where exactly you can find the required sample is not particularly difficult. It is contained in all official versions of Order No. 328n posted on serious web portals. For example, such a form can be downloaded for free on our website. This option is suitable for large companies, because it allows you to save money when preparing necessary documents a lot.

It should be borne in mind that, along with the documents of the new sample, the certificates of the old format still remain valid for the entire period of their application. Recall that in accordance with paragraph 1.4.20 of the order of the Ministry of Energy No. 6, it can be from one to three years. If during this period the employee continues to work in the organization that issued the certificate, there is no need to change it. However, if the specialist changed jobs during the validity period of the certificate, it will have to be obtained again. To do this, the employee will have to re-certify and confirm their knowledge of electrical safety.
