I order:

1. To introduce into the Rules for labor protection during the operation of electrical installations, approved by order of the Ministry of Labor of Russia dated July 24, 2013 N 328n (registered by the Ministry of Justice of Russia on December 12, 2013, registration N 30593), changes according to the appendix.

2. This order comes into force six months after its official publication.

1. Clause 1.1

"1.1. Rules on labor protection during the operation of electrical installations (hereinafter referred to as the Rules) establish state regulatory requirements for labor protection during the operation of electrical installations.

The requirements of the Rules apply to employers - legal and individuals regardless of their organizational and legal forms and employees from among the electrotechnical, electrotechnological and non-electrotechnical personnel of organizations (hereinafter referred to as employees) employed maintenance electrical installations conducting in them operational switching organizing and performing construction, installation, commissioning, repair work, testing and measurement, as well as managing the technological modes of operation of electric power facilities and power receiving installations of consumers.

Safety requirements for the operation of specialized electrical installations, including contact network electrified railways, urban electric transport must comply with the Rules, taking into account the peculiarities of operation, due to the design of these electrical installations.".

2. Clause 2.4 shall be stated as follows:

"2.4. Employees related to electrical and electrical engineering personnel, as well as state inspectors exercising control and supervision over compliance with safety requirements during the operation of electrical installations, labor protection specialists who control electrical installations, must pass an examination of knowledge of the requirements of the Rules and other safety requirements for organization and performance of work in electrical installations within the requirements for the relevant position or profession, and have an appropriate electrical safety group, the requirements for which are provided for in Appendix No. 1 to the Rules.

The requirements of the Rules established for employees from among the electrical personnel are mandatory for employees from among the electrical technological personnel.

3. The second paragraph of clause 2.5 shall be stated as follows:

"Employees specified in paragraph 2.4 of the Rules and who have passed the test of knowledge of the requirements of the Rules and other safety requirements for the organization and performance of work in electrical installations are issued certificates of knowledge of the rules for working in electrical installations, the forms of which are provided for in Annexes No. 2, 3 to the Rules." .

4. In the third paragraph of clause 2.6, the words "(hereinafter - climbing work)" shall be deleted.

5. Clause 3.1 shall be stated as follows:

"3.1. Operational maintenance and inspection of electrical installations must be carried out by employees of the subject of the electric power industry (consumer of electric energy) authorized by the subject of the electric power industry (consumer of electric energy) to carry out, in accordance with the established procedure, actions to change the technological mode of operation and the operational state of power transmission lines, equipment and devices with the right to direct impact on the controls of equipment and devices of relay protection and automation in the implementation of operational and technological control, including using remote control facilities, on objects of the electric power industry (power-receiving installations) owned by such a subject of the electric power industry (consumer of electric energy) on the right of ownership or on other legal grounds , or in cases established by law - at electric power facilities and power receiving installations owned by third parties, as well as coordination of the specified actions (hereinafter - operational personnel), or employees from among the repair personnel with the right to directly influence the control bodies of equipment and relay protection and automation devices that carry out operational maintenance of electrical installations assigned to them (hereinafter - operational and repair personnel).

In the Rules, operational personnel are also understood as operational and maintenance personnel, if there are no special requirements for them.

6. Clause 3.4 shall be stated as follows:

"3.4. Sole inspection of the electrical installation, electrical part technological equipment has the right to be performed by an employee from among the operational personnel, who has a group of at least III, who operates this electrical installation, who is on duty, or an employee from among the administrative and technical personnel (managers and specialists), who is entrusted with the responsibility for organizing technical and operational maintenance, conducting repair, installation and adjustment work in electrical installations (hereinafter referred to as administrative and technical personnel (executives and specialists)), having:

group V - when operating an electrical installation with a voltage above 1000 V;

group IV - when operating an electrical installation with a voltage of up to 1000 V. The right of a sole inspection is granted on the basis of the organization's warrant of documentation ( separate subdivision).

Inspection of overhead power lines (devices for transmitting electricity through wires located in the open air, attached with the help of insulators and fittings to supports or brackets and racks on engineering structures (bridges, overpasses) (hereinafter - VL) must be carried out in accordance with the requirements of clauses 7.15 , 38.73, 38.74, 38.75 of the Rules Linear portals or linear inputs of an electrical installation serving for the reception and distribution of electricity and containing switching devices, prefabricated and connecting buses, auxiliary devices (compressor, battery), as well as protection devices, are accepted as the beginning and end of the overhead line, automation and measuring instruments (hereinafter referred to as switchgear, switchgear), and for branches - a branch support and a linear portal or a linear input of a switchgear.

RU are:

open switchgear (hereinafter - outdoor switchgear), the main equipment of which is located in the open air;

closed switchgear (hereinafter - ZRU), the equipment of which is located in the building.".

7. In clauses 3.13, 5.7, 8.1, 14.3, 21.8, 46.6 the words "administrative and technical personnel" in the relevant cases shall be replaced by the words "administrative and technical personnel (managers and specialists)" in the relevant cases.

8. Clause 4.4 shall be stated as follows:

"4.4. Overhaul of electrical equipment with voltage above 1000 V, work on live parts without removing voltage in electrical installations with voltage above 1000 V, as well as repair of overhead lines, regardless of voltage, must be carried out according to technological maps or a project for the production of works (hereinafter referred to as the NDP), approved by the head of the organization (separate subdivision).

Work on lines under induced voltage (overhead lines, overhead lines, overhead lines, air sections of overhead lines that run along the entire length or in separate sections near existing overhead lines or an electrified contact network railway alternating current, on the disconnected wires (cables) of which, when the line is grounded at the ends (in the switchgear), in its individual sections, a voltage of more than 25 V is maintained at the highest operating current of the influencing overhead lines (when converted to the highest operating current of the influencing overhead lines), are performed according to technological maps or Commissioning, approved by the head of the organization (separate subdivision).".

9. Add paragraph 4.17 with the following content:

"4.17. On overhead lines and overhead lines, before connecting or breaking electrically connected sections (wires, cables), it is necessary to equalize the potentials of these sections. Potential equalization of sections of overhead lines, overhead lines is carried out by connecting these sections with a conductor or by installing grounding on both sides of the gap (proposed gap) with connection to one ground electrode (grounding device).".

10. Paragraphs two and three of clause 5.1 shall be stated as follows:

"registration of work by an order, order or list of works performed in the order of current operation;

issuance of a permit for the preparation of the workplace and for admission to work, taking into account the requirements of paragraph 5.14 of the Rules;".

11. The third paragraph of clause 5.2 shall be stated as follows:

"issuing a permit for the preparation of the workplace and for admission, taking into account the requirements of paragraph 5.14 of the Rules;".

12. Paragraphs 5.3 -5.6 shall be stated as follows:

"5.3. The employee issuing the order, giving the order, determines the need and possibility of safe performance of work. He is responsible for the sufficiency and correctness of the security measures indicated in the order (order); for the qualitative and quantitative composition of the brigade and the appointment of those responsible for safe execution works; for the compliance of the electrical safety groups of employees specified in the work order with the work performed; for conducting targeted briefing to the responsible work manager (work foreman, supervisor).

5.4. The right to issue orders and instructions is granted to employees from among the administrative and technical personnel (managers and specialists) who have group V (when operating electrical installations with voltages above 1000 V), group IV (when operating electrical installations with voltages up to 1000 V).

In the absence of employees entitled to issue orders and orders, during work to prevent accidents or eliminate their consequences, it is allowed to issue orders and orders from among the operational personnel with group IV, located directly on the territory of the electric power facility or the power receiving installation of the consumer of electricity. Granting to operational personnel the right to issue orders and orders must be formalized by the ORD of an organization or a separate subdivision.

5.5. The employee issuing a permit for the preparation of jobs and for admission, answers:

for issuing commands for disconnecting and grounding power transmission lines and equipment located in it technological management and obtaining confirmation of their implementation, as well as for independent actions to disconnect and ground power lines and equipment under its technological control;

for the compliance and sufficiency of the measures provided for by the order (order) for disconnecting and grounding equipment, taking into account the actual scheme of electrical installations;

for coordinating the time and place of work of authorized teams, including for accounting for teams, as well as for obtaining information from all teams (allowing) admitted to work in the electrical installation about the complete completion of work and the possibility of putting the electrical installation into operation.

In the event that the employee issuing the permit for the preparation of workplaces and for admission is not the person in whose technological management the power transmission line and equipment are located, the specified employee is responsible for obtaining confirmation of the completed technical measures for disconnecting and grounding the power transmission line and equipment from the dispatching personnel ( an employee of the subject of operational dispatch control in the electric power industry (dispatcher), authorized, when exercising operational dispatch control in the electric power industry, on behalf of the subject of operational dispatch control in the electric power industry, to issue dispatch commands and permits that are mandatory for execution or to change the technological mode of operation and the operational state of dispatching objects, directly influencing them using remote control means, when managing the electric power regime of the power system) or operational personnel, in whose dispatching room or technical logical management is power transmission lines and equipment.

5.6. The right to issue permits for the preparation of workplaces and for admission is granted to operational personnel with a group of at least IV, in accordance with job descriptions.

It is allowed to issue permits for the preparation of workplaces and grant access to employees from among the administrative and technical personnel (managers and specialists) with a group of at least IV, authorized to do so by the ORD of an organization or a separate subdivision.

13. In clause 5.7, the word "SDTU" shall be replaced by the words "dispatching and technological control facilities (hereinafter referred to as SDTU)".

14. Paragraph 5.14 shall be stated as follows:

"5.14. The requirements for the appointment of a person responsible for issuing a permit for the preparation of workplaces and for admission, and for the issuance of such a permit do not apply to the performance of work in electrical installations of consumers of electrical energy, except for work on overhead lines, CL, KVL, requiring coordination by personnel another organization when their operational status changes.".

15. Paragraphs two and three of clause 6.1 shall be stated as follows:

"In cases where the foreman is appointed at the same time as allowing, the order, regardless of the method of its transfer, is filled in two copies, one of which remains with the issuer of the order.

Depending on local conditions, one copy of the order may be transferred to an employee from among the operational personnel who issues permission to prepare the workplace and for admission.

16. In paragraph 6.17 the words "dispatching and technological control facilities (hereinafter - SDTU)" shall be replaced by the word "SDTU".

17. Clause 7.7 shall be stated as follows:

"7.7. When carrying out urgent work, the foreman (supervisor) from among the operational personnel performing work or monitoring those working in electrical installations with voltages above 1000 V must have group IV, and in electrical installations with voltages up to 1000 V - group III. Team members working in electrical installations with voltage up to and above 1000 V must have group III.

Admission to work in electrical installations must be carried out after the implementation of technical measures for the preparation of the workplace, determined by the employee issuing the order.

18. The first paragraph of clause 7.15 shall be stated as follows:

"7.15. One employee with group II is allowed to carry out the following work on the overhead line by order:".

19. The second paragraph of clause 17.2 shall be stated as follows:

"In the absence of a visible break in prefabricated switchgears with withdrawable elements, as well as in complete switchgears with SF6 insulation (hereinafter referred to as GIS) with a voltage of 6 kV and higher, it is allowed to check the off position of the switching device by checking the mechanical indicator of the guaranteed position of the contacts." .

20. Clause 18.2 shall be stated as follows:

"18.2. On the drives of the disconnectors, which are turned off to perform the work of the overhead line, KBL or CL, one poster "Do not turn on! Work on the line "regardless of the number of working teams. When remote control switching devices with workstations the sign of the prohibition poster "Do not turn on! Work on the line!" should be displayed on the diagram next to the symbol of the disconnector that supplies voltage to the power line. In the absence of disconnectors on power lines with voltage up to 1000 V, it is allowed to hang out a poster "Do not turn it on! Work on the line!" on drives or keys for controlling the switching device, depending on its design.

The poster is hung out and removed at the command of the dispatching or operational personnel, in whose dispatching or technological control, respectively, is the overhead line, overhead line or cable line. Before issuing the command to remove the poster "Do not turn on! Work on the line!" dispatching or operational personnel, in whose dispatching or technological control, respectively, is the overhead line, overhead line or cable, must receive from the employee from among the operational personnel issuing permission to prepare the workplace and for admission, confirmation of the completion of work and the removal of all teams from the workplace. ".

21. Paragraphs one and two of clause 19.3 shall be stated as follows:

"19.3. It is allowed to check the absence of voltage by reconciling the circuit in kind:

in outdoor switchgear and at a complete transformer substation (hereinafter referred to as KTP) for outdoor installation, as well as on overhead lines in case of fog, rain, snowfall in the absence of special voltage indicators;

22. In clauses 38.6, 38.88, 41.40 the words "climbing work" in the appropriate case shall be replaced by the words "work performed at a height of more than 5 m from the ground, ceiling or working platform, on which work is carried out directly from structures or equipment during their installation or repair with the mandatory use of fall protection equipment" in the appropriate case.

23. Paragraphs 38.43 -38.48 shall be stated as follows:

"38.43. Operating organizations need to determine the lines (sections of lines) under induced voltage by performing measurements, followed by recalculation of the values ​​​​for the highest operating current of the influencing overhead line. The scheme and procedure for measuring the magnitude of the induced voltage and its recalculation for the highest operating current of the influencing overhead line are determined operating organization.

Workers servicing overhead lines must have a list of lines under induced voltage, know the contents of this list and the requirements safe organization and performance of work on them specified in the Rules.

Information about the presence of induced voltage on the overhead line must be indicated in the line "Separate instructions" of the work permit. The value of the calculated induced voltage on the overhead line is indicated in the list of overhead lines under induced voltage.

38.44. All types of work on overhead lines under induced voltage, associated with touching the wire (lightning wire), must be carried out according to technological maps or PPR.

38.45. Work on overhead lines under induced voltage can be carried out by one of the following methods:

with grounding of overhead lines on both sides in the switchgear and at the workplace using the potential equalization technology or the technology of work "without stress relief" to ensure the safe performance of work;

without grounding the overhead line in the switchgear when grounding the overhead line only at the workplace.".

38.46. Work with grounding of overhead lines on both sides in the switchgear and at the workplace using potential equalization technology should be carried out with the following measures:

the overhead line brought out for repair must be grounded on both sides in the switchgear;

when working from a metal support at the workplace of the brigade, the phase wires (ground wire) of the overhead line must be grounded to the support post, and when working from a reinforced concrete support - to a stationary ground electrode that is in good working order and meets the established requirements;

when working from a telescopic tower (hoist), the working platform of the tower must be connected to the wire (cable) of the line with a flexible conductor with a cross section of at least 25 mm, and the tower (chassis) itself must be grounded. The wire (ground wire) of the line must be grounded at the work site. It is not allowed to get in and out of the telescopic tower cabin, as well as touch the tower body while standing on the ground after connecting the working platform of the telescopic tower with the wire.

During operation, it is not allowed to use ropes made of conductive materials as "endless" ropes.

The number of teams allowed to work on the overhead line, working according to the method specified in this paragraph of the Rules, is not limited.

If it is impossible to ensure equalization of potentials at the workplace (for example, when working from a wooden support), work must be performed in accordance with paragraphs 38.47 or 38.48 of the Rules.

38.47. Work with grounding of overhead lines on both sides in the switchgear and at the workplace using the "without voltage relief" technology must be carried out with the implementation of the measures provided for in paragraphs 38.21-38.32 of the Rules.

38.48. Work without grounding the overhead line in the switchgear when grounding the overhead line only at the workplace should be carried out with the following measures:

the overhead line brought out for repair from the side of the switchgear is not grounded;

no more than one team may be allowed to work on one overhead line (on one electrically connected section);

The overhead line (section of the overhead line) is grounded only in one place (at the place of work of the brigade) or on two adjacent supports. At the same time, at the place of work of the brigade, in addition to the main one, it is necessary to install additional portable grounding. When removing portable grounding at the end of work, it is first necessary to disconnect the clamps of both groundings from the wire (lightning cable) of the overhead line, and then from the ground electrode. It is allowed to work only from a support on which grounding is installed (main and additional), or in the span between adjacent grounded supports;

if it is necessary to work in two or more spans (sections), the overhead line should be divided into electrically unconnected sections by disconnecting the loops on the anchor supports. Only one team can work on each of these sites;

before installing or removing grounding, the wire (cable) must be preliminarily grounded using a rod with an arc extinguishing device (to remove the static component of the induced voltage and localize the arc discharge). The grounding wire of the rod must be connected to the grounding conductor in advance. The bar can be removed only after the installation (or removal) of the portable grounding;

in the absence of a rod with an arc extinguishing device, installation (removal) of protective grounding at the workplace can be carried out only after temporary grounding of the overhead line in one of the switchgears. Grounding knives at the end of the overhead line in the switchgear should be turned off only after the installation (removal) of grounding at the workplace.".

24. Supplement the Rules with new paragraphs 38.49-38.50 of the following content:

"38.49. On the overhead line (in one electrically connected section) under induced voltage, simultaneous work of teams using different methods of work specified in paragraph 38.45 of the Rules is not allowed.

38.50. On overhead lines under induced voltage, work from the ground associated with touching a wire (cable) lowered from a support down to the ground should be carried out using electrical protective equipment (dielectric gloves, rods) or from a metal platform connected by a conductor to this wire (cable) for potential equalization. The connection of a metal platform with a wire (cable) should be carried out using electrical protective equipment and only after the worker is located on it. Approaching the site without means of protection against step voltage is not allowed.

Performing work from the ground without the use of electrical protective equipment and a metal platform is allowed provided that the wire is grounded in close proximity to each point of contact.

25. Paragraphs 38.49 -38.53 shall be considered as paragraphs 38.51-38.55, stating them as follows:

"38.51. During installation work (lifting, sighting, stretching, transferring wires from rolling rollers to clamps) on overhead lines under induced voltage or overhead lines under construction in the alignment of existing overhead lines, the wire must be grounded on the anchor support from which the rolling is carried out, on the final anchor support , through which the tension is carried out, and on each intermediate support on which the wire rises.

38.52. Upon completion of work on the intermediate support, the grounding from the wire (lightning cable) on this support can be removed. In the event of resumption of work on an intermediate support associated with touching the wire (lightning cable), the wire must be grounded again on the same support.

38.53. Steel traction ropes used when installing wires on overhead lines under induced voltage must first be fixed on the traction mechanism and grounded to the same ground electrode as the wire to equalize the potentials. Only then is it allowed to attach the rope to the wire. It is possible to disconnect the wire and the traction rope only after equalizing their potentials, that is, after connecting each of them to a common ground electrode.

38.54. On overhead lines under induced voltage, the transfer of wires from rolling rollers to supporting clamps should be carried out in the direction opposite to the rolling direction. Prior to the beginning of the relocation, it is necessary, leaving the grounded wires on the anchor support, towards which the relocation will be carried out, to remove the grounding from the wires on the anchor support, from which the relocation begins.

Grounding from the relocated wires (cable) can only be removed after the wire (cable) has been transferred to the supporting clamps and work on this support has been completed.

38.55. During the transfer of wires to the clamps, the adjacent anchor span, in which the transfer has already been completed, should be considered as being under induced voltage. It is allowed to perform work on it related to touching the wires only after grounding them at the workplace.

26. Paragraphs 38.54-38.88 shall be considered as paragraphs 38.56-38.90.

27. In paragraphs 38.88, 40.7, 46.2 the words "norms and" shall be deleted.

28. In paragraph 41.36, delete the word "legal".

29. In clause 45.1 the words "In electrical installations" shall be replaced by the words "In existing electrical installations".

30. The first paragraph of clause 45.3 shall be stated as follows:

"45.3. The passage of cars, hoisting machines and mechanisms through the territory of the outdoor switchgear and in the security zone of the overhead line should be carried out under the supervision of one of the employees from among the operational personnel, the employee who issued the order or the responsible manager, and in electrical installations with voltage up to 1000 V - the foreman who has group IV, when performing construction and installation work in the security zone of the overhead line - under the supervision of a responsible manager or foreman who has group III.".

31. Clause 46.5 shall be stated as follows:

"46.5. Granting seconded personnel the right to work in existing electrical installations as issuing orders, responsible managers and foremen who allow on overhead lines in accordance with paragraph 5.13 of the Rules, members of the brigade are allowed to issue the head of the organization (separate subdivision) - the owner of the electrical installation, with a resolution in a letter from the sending organization or ORD of an organization (separate subdivision).".

32. Paragraph 6 of the notes to Appendix No. 1 shall be stated as follows:

"6. State inspectors exercising control and supervision over compliance with safety requirements during the operation of electrical installations must have a group of at least IV.

Labor protection specialists who control electrical installations of electric power consumer organizations must have group IV, their work experience (not necessarily in electrical installations) must be at least 3 years.

Labor protection specialists of electric power industry entities that control electrical installations must have group V and are allowed to perform official duties in the manner established for electrical personnel.

The form of the certificate issued to state inspectors and labor protection specialists is given in Appendix No. 3 to the Rules.".

33. In Appendix No. 2:

"1. A certificate of knowledge of the rules of work in electrical installations (hereinafter referred to as the certificate) is a document certifying the right of the bearer to independent work in the specified position.

2. The certificate is issued to the employee when applying for a job and is valid only after the relevant records on the results of checking knowledge of the rules for working in electrical installations, assigning an electrical safety group.

3. Second page of the certificate:

in the column "Admitted as" the category of personnel is indicated: administrative and technical (managers and specialists), dispatching, operational, operational and repair, maintenance personnel, etc.;

the column "to work in electrical installations with voltage" is filled in after checking the knowledge for employees admitted in accordance with the ORD of an organization or a separate subdivision to perform work or organize the safe performance of work in electrical installations indicating the voltage class (up to 1000 V, up to and above 1000 V) .

4. The third page of the certificate contains a general assessment of the results of the knowledge test. The page is not filled in if an employee of the electric power industry organization conducts an extraordinary knowledge test in one of the following sections: device and technical operation, labor protection, fire safety.

5. The fourth, fifth and sixth pages of the certificate are filled out for employees of electric power industry organizations and contain assessments of the results of testing knowledge of regulatory documents in sections: device and technical operation, labor protection, fire safety.

6. The seventh page is filled out for employees who, according to their official duties and character production activities a test of knowledge of industrial safety rules and other special rules is required.

7. The eighth page is filled out for workers allowed to carry out special work (work performed at a height of more than 5 m from the ground, ceiling or working floor, on which work is carried out directly from structures or equipment during their installation or repair with the obligatory use of protective equipment from falling from a height, testing, etc.).

8. The certificate must always be with the employee during the performance of his official duties and presented at the request of supervisory employees.

9. The certificate is subject to replacement in case of a change in position.

In October 2016, new rules on electrical safety come into force, or rather, changes in Order 325n.

No sooner have the new rules on electrical safety come into force (what is 2 years), as others come out that radically change the concept.

Safety requirements for the operation of specialized electrical installations, including the contact network of electrified railways, urban electric transport, must comply with the Rules, taking into account the operating features due to the design of these electrical installations.

2. Clause 2.4
It was:
Employees related to electrical personnel, as well as electrical technological personnel, must pass a test of knowledge of the Rules and other regulatory and technical documents (rules and instructions for the installation of electrical installations, for the technical operation of electrical installations, as well as the use of protective equipment) within the limits of the requirements for the corresponding position or profession, and have an appropriate electrical safety group, the requirements for which are provided for in Appendix No. 1 to the Rules.

The requirements of the Rules established for employees from among the electrical personnel are also mandatory for employees from among the electrical technological personnel.

3. Affected (or supplemented, as anyone likes) paragraph 2 of paragraph 2.5:

In the Rules, operating personnel is also understood as operating and maintenance personnel, if there are no special requirements for them.

6. Paragraph 3.4 is now stated as follows

A sole inspection of the electrical installation, the electrical part of the technological equipment has the right to be performed by an employee from among the operational personnel who has a group of at least III, serving this electrical installation in working time or on duty, or an employee from among the administrative and technical personnel (managers and specialists who are entrusted with the responsibility for organizing technical and operational maintenance, carrying out repair, installation and adjustment work in electrical installations (hereinafter referred to as administrative and technical personnel), having group V - for electrical installations with voltages above 1000 V and an employee with group IV - for electrical installations with voltages up to 1000 V. The right of a sole inspection is granted on the basis of the organization's (separate subdivision) ORD.

It became:

group IV - when operating an electrical installation with a voltage of up to 1000 V. The right of a sole inspection is granted on the basis of the organization's (separate subdivision) OSD.
Inspection of overhead power lines (devices for transmitting electricity through wires located in the open air, attached with insulators and fittings to supports or brackets and racks on engineering structures (bridges, overpasses) (hereinafter - VL) must be carried out in accordance with the requirements of clauses 7.15 , 38.73, 38.74, 38.75 of the Rules For the beginning and end of the overhead line, linear portals or linear inputs of an electrical installation that serves to receive and distribute electricity and contains switching devices, combined and connecting buses, auxiliary devices (compressor, battery), as well as protection devices, automation and measuring instruments (hereinafter referred to as switchgear, switchgear), and for branches - a branch support and a linear portal or a linear input of a switchgear.

Work on lines under induced voltage (disconnected overhead lines, overhead communication lines (hereinafter - VLS), on lines for the transmission of electricity, consisting of sections in the air and cable version, interconnected (hereinafter - KVL), which run along the entire length of the line or in separate sections near overhead lines with a voltage of 6 kV and above or near the contact network of an electrified alternating current railway, which are under operating voltage, on the wires (cables) of which, with various grounding schemes (as well as in the absence of grounding), at the highest operating current of the influencing overhead lines, voltage of more than 25 V, as well as all overhead lines built on double-circuit (multi-circuit) supports with at least one circuit of 6 kV and higher (hereinafter referred to as overhead lines under induced voltage) switched on, are carried out according to the PPR for the work performed according to the permit.

Overhaul of electrical equipment with voltages above 1000 V, work on current-carrying parts without removing voltage in electrical installations with voltages above 1000 V, as well as repair of overhead lines, regardless of voltage, must be carried out according to technological maps or a project for the production of works (hereinafter referred to as PPR), approved by the head of the organization (separate divisions).
Work on lines under induced voltage (VL, KBL, VLS, air sections of KBL, which run along the entire length or in separate sections near existing overhead lines or the contact network of an electrified AC railway, on disconnected wires (cables) of which, when grounding the line at the ends (in the switchgear) in its individual sections, a voltage of more than 25 V is maintained at the highest operating current of the influencing overhead lines (when converted to the highest operating current of the influencing overhead lines), are carried out according to technological maps or PPR approved by the head of the organization (separate subdivision).

9. Clause 4.17 appeared with the following content:
4.17. On overhead lines and overhead lines, before connecting or breaking electrically connected sections (wires, cables), it is necessary to equalize the potentials of these sections. The potential equalization of the sections of VL, BLS is carried out by connecting these sections with a conductor or by installing groundings on both sides of the gap (probable gap) with connection to one grounding conductor (grounding device).

In the absence of employees with the right to issue orders and orders, when working to prevent accidents or eliminate their consequences, it is allowed to issue orders and orders from among the operational personnel who have group IV. Granting operational personnel the right to issue orders and orders must be formalized in writing by the head of the organization.
5.5. The employee issuing a permit for the preparation of workplaces and for admission to work in electrical installations is responsible:
for giving commands to disconnect and ground the equipment and obtain confirmation of their implementation, as well as independent actions to disconnect and ground the equipment in accordance with the measures for preparing the workplace, determined by the work order (order) taking into account the actual electrical installation diagram and electrical network;
for the ability to safely disconnect, turn on and ground the equipment under its control;
for coordinating the time and place of brigades allowed to work in electrical installations, including accounting for brigades, obtaining information from all brigades (allowing) admitted to work in electrical installations about the complete completion of work and the possibility of putting the electrical installation into operation;
for the correctness of these commands, independent actions to turn on the switching devices in terms of excluding the supply of voltage to the workplaces of authorized teams.
5.6. The right to issue permits for the preparation of jobs and access to work at electric grid facilities is granted to operational personnel with group IV-V in accordance with job descriptions and distribution of equipment according to operational management methods.
It is allowed to grant the right to issue permits for the preparation of jobs and access to work at electric grid facilities to employees from among the administrative and technical personnel authorized to do so by a written instruction from the head (manager) of the operating organization (separate subdivision) in the operation of electrical installations that are in the operational management of other subjects of the electric power industry.

5.3. The employee issuing the order, giving the order, determines the need and possibility of safe work. He is responsible for the sufficiency and correctness of the security measures indicated in the order (order); for the qualitative and quantitative composition of the team and the appointment of those responsible for the safe performance of work; for the compliance of the electrical safety groups of employees specified in the work order with the work performed; for conducting targeted briefing to the responsible work manager (work foreman, supervisor).
5.4. The right to issue orders and orders is granted to employees from among the administrative and technical personnel (managers and specialists) who have group V (when operating electrical installations with voltages above 1000 V), group IV (when operating electrical installations with voltages up to 1000 V).
In the absence of employees entitled to issue orders and orders, during work to prevent accidents or eliminate their consequences, it is allowed to issue orders and orders from among the operational personnel with group IV, located directly on the territory of the electric power facility or the power receiving installation of the consumer of electricity. Granting to operational personnel the right to issue orders and orders must be formalized by the ORD of an organization or a separate subdivision.
5.5. The employee issuing a permit for the preparation of jobs and for admission, answers:
for issuing commands for disconnecting and grounding power lines and equipment under its technological control and obtaining confirmation of their implementation, as well as for independent actions for disconnecting and grounding power lines and equipment under its technological control;
for the compliance and sufficiency of the measures provided for by the order (order) for disconnecting and grounding equipment, taking into account the actual scheme of electrical installations;
for coordinating the time and place of work of authorized teams, including for accounting for teams, as well as for obtaining information from all teams (allowing) admitted to work in the electrical installation about the complete completion of work and the possibility of putting the electrical installation into operation.
In the event that the employee issuing the permit for the preparation of workplaces and for admission is not a person in whose technological control the power transmission line and equipment are located, the specified employee is responsible for obtaining confirmation of the completed technical measures for disconnecting and grounding the power transmission line and equipment from the dispatching personnel (employee of the subject of operational dispatch control in the electric power industry (dispatcher), authorized in the implementation of operational dispatch control in the electric power industry on behalf of the subject of operational dispatch control in the electric power industry, to issue dispatch commands and permits that are mandatory for execution or to change the technological mode of operation and the operational state of dispatching objects, directly influencing them using remote control means, when managing the electric power regime of the power system) or operational personnel, in whose dispatching or technololo The power transmission line and equipment are under logical control.
5.6. The right to issue permits for the preparation of workplaces and for admission is granted to operational personnel with a group of at least IV, in accordance with job descriptions.
It is allowed to issue permits for the preparation of workplaces and grant access to employees from among the administrative and technical personnel (managers and specialists) with a group of at least IV, authorized to do so by the ORD of an organization or a separate subdivision.

Measurements (calculations) of the values ​​of the induced voltage on overhead lines (sections of overhead lines) must be carried out in places of the possible maximum value of the induced voltage (crossing, approaching, divergence of overhead lines, parallel following, etc.).
38.44. All types of work on overhead lines (sections of lines) under an induced voltage of more than 25 V when the overhead line is grounded in the switchgear or there is no electrical connection between the workplace and the switchgear, associated with touching the wire (lightning protection cable), conductive parts of machines, mechanisms, rigging must be carried out according to technological maps or PPR, providing for disconnection and grounding of overhead lines in all switchgears and sectional switching devices, where the line with grounding of wires of all phases (lightning protection cables) is disconnected at the workplaces of each team and the implementation of one or more of the following measures to ensure safe work:
equalization and equalization of potentials by grounding wires (lightning protection cables), as well as used machines, rigging, fixtures and mechanisms, including working platforms of lifts (towers) to one ground electrode;
the use of electrical protective equipment depending on the magnitude of the induced voltage (dielectric gloves, rods, special insulating devices and tools);
use of kits for protection against induced voltage.
Installation and removal of grounding at the workplace of the overhead line under induced voltage is carried out after it is grounded in the switchgear with stationary grounding knives, and on sections of the overhead line not electrically connected to the switchgear (when installing, dismantling the wire, working in the anchor span with disconnecting the anchor loops, etc.) after grounding installations on all sides of the work area in places electrically connected to workplaces and having a distance from the place of work to prevent erroneous or spontaneous removal of these groundings, loosening of grounding connection contacts
38.45. If it is impossible to ensure the safe performance of work on an overhead line that is under induced voltage, in accordance with the requirements of clause 38.44. of the Rules, it is allowed to carry out work with the following activities:
the overhead line brought out for repair from the side of the switchgear is not grounded;
The overhead line (section) is grounded only in one place (at the place of work of the brigade) or on two adjacent supports. When removing portable grounding at the end of work, it is first necessary to disconnect the grounding clamps from the wire (lightning cable) of the overhead line, and then from the grounding conductor. It is allowed to work only from a support on which grounding is installed, or in the span between adjacent grounded supports;

What category does the staff belong to?

  • Non-electrotechnical - personnel who do not use electrical installations, but encounter them in the course of performing their duties. This category of workers should have 1 electrical safety group. To assign it, the manager must appoint a specialist with a 3rd group. Its task is to carry out a set of activities in the form of briefing, after which the data are entered in a special journal. A certificate of receipt of 1 group is not issued. Completion of the briefing is reduced to testing knowledge in the form oral questioning. If necessary, the acquired skills of safe working methods and first aid are checked. medical care in case of electric shock;
  • Electrotechnological - personnel using electrical energy (for example, electric welding, overhead crane or drilling machine). To work with such equipment, an electrical safety group 2 or more is required;
  • Electrical - the tasks of this category of personnel: installation, adjustment, repair and management of electrical installations. In turn, it is divided into subcategories. Administrative and technical - provides technical and operational maintenance, repair, installation and commissioning works. Operational - manages and maintains electrical installations (inspect, prepare workplace allow and look after the workers). Repair - maintains, repairs, mounts, adjusts and tests electrical equipment. Operational and repair - is a specially trained and trained personnel whose task is to service a certain number of installations assigned to it.

At any enterprise, the staff is divided into categories of personnel, which is drawn up in a special list of positions and professions. At the same time, the corresponding electrical safety group is determined for electrotechnological and electrical personnel. The list is compiled by the person responsible for the electrical economy, and approved by the head of the enterprise.

Note! If it is necessary to replace an employee, then a trained and certified regarding the appropriate level of worker. Trainees, students and other employees can have a tolerance group no higher than 2. Qualification is obtained in turn, that is, you cannot jump from 1 to 3.

Security requirements

Starting from current requirements, the following devices must be grounded:

  • Cases of machines, lighting fixtures and transformers;
  • Apparatus and drives operating from electricity;
  • Shield frames and their parts with a constant voltage of more than 42V;
  • Metal structures and mobile power receivers;
  • Mobile equipment.

Devices are grounded for the purpose of electrical safety of employees at the enterprise and for the safety of the equipment itself.

If the equipment does not initially assume voltage, but becomes so due to broken insulation, it must also be reliably grounded. In this case, the earth is not taken as a wire with a zero or working value.

Important! It is necessary to check the operability of the grounding at least once a year using special tools. If any repairs or installation work then a re-check is required.

In order to achieve optimum safety as prescribed by law, the following electrical safety rules must be adhered to:

  • During the switching on of equipment that produces or uses electricity, a device that ensures electrical safety must be started at the same time;
  • Equipment under voltage must be protected from accidental contact;
  • The control elements of the device, with which contact is provided, must not be energized, even if their insulation is broken. We are talking about various buttons, levers, knobs and so on;
  • If the device is equipped with a cord for supplying electricity, the attachment point must be strong and stable, not wear out and not accept additional voltage;
  • In the case of a current that has variable values, the lighting must be supplied with a voltage not exceeding 380V;
  • For local lighting, lamps providing a voltage of not more than 220V should be used. If the room does not imply increased danger, then this value is used for any lighting device, no matter where and at what height it is installed;
  • Each switchboard must have detailed inscriptions on its body. They require the display of a license plate, an indication of the device and the current used;
  • Doors in rooms with electrical installations must be closed;
  • In order to replace light bulbs or carry out a complete cleaning of the room, it is necessary to completely turn off the voltage;
  • When working with equipment, build on the requirements normative documentation. For example, choosing technical devices and means of protection, the strength of the current passing through the human body, the voltage of contact and how long the current flows are taken into account. If the electrical installation has a voltage of more than 1000V, an employee with the 4th electrical safety group is allowed to use it. Group 3 allows maintenance of installations with voltage up to 1000V;
  • Use funds personal protection, which are primary and secondary. The main ones are those that are able to withstand the operating voltage of the device. Using such means, it is allowed to work with live parts. Speaking of tools, we are talking about insulating pliers, voltage indicators, dielectric gloves and a special assembly tool. Additional means of protection are auxiliary to the main ones. These are various coasters, galoshes, gloves and so on;

  • If high voltage occurs, distance is used as protection. If the voltage is not higher than 1000V, then the safe distance to overhead lines from the installations is 0.6 meters. In other cases, there is no specific rationing, the main thing is that there should be no touch;
  • The step voltage is dangerous up to 20 meters from the point where the conductor contacts earth. If you happened to get into such a zone, it is recommended to leave it with a “sliding step”, that is, without taking your feet off the ground;
  • Use power tools capable of operating at safe voltage. When recognizing a safe voltage, the following are taken into account: an indicator of human resistance (for calculations - 1000 Ohms), the concept that a safe current is the one at which you can independently “break away” from the installation under voltage;
  • To increase the resistance, it is necessary to insulate live parts and tool handles. The insulating layer during the operation of electrical installations wears out over time and loses its protective properties. The quality of insulation should be monitored at least once every 3 years using a special device - a megaohmmeter;
  • The plant must provide for a protective shutdown, no more than 0.2 seconds after equipment damage or power failure;
  • Remember that, due to the electrical separation of the network, an increase in resistance is available in its individual sections;
  • It is mandatory to use protective devices that are allowed solid or mesh. The main requirement for them is fire resistance;
  • If unauthorized entry occurred behind the fence, an automatic lock should work, the task of which is to relieve stress;
  • The enterprise must be equipped with light, sound and other alarms;
  • Organizational measures are obligatory, that is, training, briefings, medical examinations etc;
  • Important application technical means current protection. We are talking about protective grounding and zeroing;
  • Sockets and conductors installed in the working premises must be in good condition.

Important! In the room where electrical installations are operating, employees should be protected on their heads - in helmets.

What is prohibited by electrical safety rules:

  • Use sockets or other devices that have significant damage;
  • Use damaged cables and wiring that have lost their insulating properties, providing for the presence of voltage;
  • Use electrical wiring for other than its intended purpose (for example, hang lamps on it);
  • Use paper as insulating material. Leaving things on levers, dashboards, and so on;
  • Wrap lamps with combustible materials;
  • Use TV and radio wiring;
  • Allow the operation of equipment that does not provide for repair;
  • Get out of the room with devices that have voltage.

Personnel knowledge test

Regular inspections are carried out without fail, regardless of extraordinary ones.

A bit of history

This document was approved by the Ministry of Labor and Social Protection of the Russian Federation in July 2013. In order for the rules for the use of electrical installations to come into force, the specified body issued an appropriate order (No. 328n), which stated that POTEU began to work on August 4, 2014.

This instruction was valid from July 2013 to August 2014, when the new rules were adopted.

The main changes in the POTEU of the new edition are as follows:

  • Created requirements for the design of electronic documentation.

Also, in accordance with the new rules, employees responsible for the operation of electrical installations are required to undergo recertification. The document on compliance with labor protection rules when using electrical installations applies to a wider circle of people. Namely:

Employees who have successfully completed training in the operation of electrical installations, receive the appropriate certificate, which indicates the category of special work that the employee can perform. For example, "operation of electrical installations at height", "work under voltage with live parts", etc.

The document also indicates how to act correctly when performing certain actions. For example, when disconnecting electrical installations, installing grounding, checking the absence of current, etc. In addition, the POTEU describes actions when working in a magnetic or electric field zone.

The document also provides for the need to place various prohibition signs next to certain equipment. An example is communication devices with manual control (switches, disconnectors, separators, knife switches, etc.). According to POTEU-2014, there should be a sign next to such a device, warning that people are working now.

Most of the questions regarding the new labor protection rules when working with electrical installations arise about the training and certification of electricians. According to new version POTEU, you can study and take exams both in the organization itself and in a specialized training center.

Company training

Here you can go two ways.

  1. Assign to staff independent study of documentation, and then form a commission of 5 people, three of which must be certified by Rostekhnadzor.
  2. Send for training in Training Center 3 people. After training and issuance of certificates, they will become members of the commission together with the chairman of the commission and a representative of Rostekhnadzor.

If the company entrusts the training of employees to a specialized center, then there is no need to establish a commission to pass the certification. As in the previous option, the firm's management can again go in two ways.

The POE rules applicable to the operation of electrical installations are very important point for the safety of the worker. Exactly annual certification and recertification allow to reduce the level of injuries of workers during the maintenance of electrical installations.

Also, warning signs and the expansion of the circle of persons responsible for safety when working with electrical installations have a considerable influence on this aspect. for the correctness of these commands, independent actions to turn on the switching devices in terms of excluding the supply of voltage to the workplaces of authorized teams.
5.6. The right to issue permits for the preparation of jobs and access to work at electric grid facilities is granted to operational personnel with group IV-V in accordance with job descriptions and distribution of equipment according to operational management methods.
