An unscheduled study of instructions with the team also occurs in case of violation of safety regulations that caused an accident, as well as at the request of higher authorities.

How to fill out a safety log

The process of filling out the journal is preceded by a briefing procedure. The absence of a briefing log at the enterprise or the failure to complete it is regarded by the regulatory authorities as admission to a hazardous facility for an untrained employee. The punishment for this violation is quite severe. Administrative punishment involves a fine in the amount of 110,000 - 130,000 rubles, for officials - from 15 to 25 thousand rubles. A repeated violation entails an increase in the fine to 200,000 rubles or the suspension of the organization's activities for 3 months. The material deduction from the official in this case is from 35,000 to 40,000 rubles, or a ban on similar activities for a period of 1 to 3 years.

In the event that a violation of safety regulations resulted in the death of a person, a punishment in the form of imprisonment may be imposed.

How to journal properly

Issuance of instructions on labor protection is carried out by a separate personnel officer- specialist (engineer) in OT. He can familiarize employees with the rules of safe labor activity both orally and in writing. He will also have to issue and maintain a journal of safety briefings at the workplace.

The form of the journal is unified, so you don’t need to think long about compiling it. A sample document is presented in the annex of the new GOST (12.0.004-2015). The table is recommended to be divided into 12 columns:

  1. Date of instruction.
  2. Name of the trainee.
  3. Year of his birth.
  4. Position in the organization, profession.
  5. The type of training provided.
  6. The basis for an unscheduled training session (if any).
  7. Position and name of the person who conducted the briefing.
  8. Signatures of the OT instructor and employee (for each - a separate column).

Another 3 columns are devoted to an internship organized for a worker. place. It is indicated:

  • number of shifts;
  • the signature of the employee certifying that the internship has been completed;
  • confirmation of the instructor that the employee is allowed to work.

Graphs must not contain spaces. If any of the columns is not filled, you need to put a dash. Entries in the table are made by hand. The magazine must be stitched. The ends of the used cord and the resulting knot are sealed from the back of the document.

Before flashing the magazine, its pages are numbered starting from the title page. It must have the following details:

  • name of the employing organization;
  • name of the structural unit;
  • document's name;
  • start and end dates for maintaining the document.

When the log is full, it is transferred to storage responsible person. The document is kept for 10 years.

In addition to the employee briefing log at the workplace, there are a number of safety documents with similar titles:

  • register of instructions on labor protection;
  • a book of accounting for checking knowledge of the rules and regulations for the operation of electrical installations (or registering instructions on electrical safety);
  • register of introductory training on OT;
  • book of registration and accounting of target instruction;
  • register of fire safety briefings for employees, etc.

All such documents have a special tabular structure. However, they also have several similarities. In particular, each log should contain:

  • date of the organized inspection;
  • by whom and in relation to whom it was carried out (positions, full name are indicated);
  • type of employee briefing (extraordinary, primary, etc.);
  • personal signatures of the instructor and the instructed worker.

The set of columns in the journal table differs depending on the purpose of the document. In particular, the introductory briefing log on labor protection contains a column indicating the name of the department where the employee instructed by the occupational safety specialist will work. When conducting an introductory briefing on fire safety, a similar column will also be required.

The fire safety briefing register records the topic of the training session. If the briefing was carried out unscheduled, then the reason for which it was necessary is indicated.

The employee briefing register indicates the responsible attitude of the employer towards subordinates. Failure to comply with the requirement to maintain it during the inspection will be regarded as the admission of employees to work without the necessary instructions. For such negligence, both the organization and executive responsible for the availability of the document (Article 5.27.1 of the Code of Administrative Offenses). The maximum penalty reaches 130 thousand rubles. initial briefing for employees who are starting to perform a certain type of work for the first time using a special tool, equipment or technique;

re-briefing which is carried out after a certain period of time from the date of the initial briefing. The period for re-instructing should not exceed six months;

unscheduled briefing which is carried out in the event of unforeseen circumstances requiring communication to employees new information about current rules safe execution works. For example, such circumstances may be the adoption by the authorized bodies of new regulatory documents regulating the scope of the activity of this enterprise, or the acquisition of new equipment by the organization;

Safety Instructions

The implementation of all types of briefings for employees of the enterprise, as well as other specialists involved in the performance of labor functions in this company, is carried out by studying the safety requirements recorded in local regulations company, technical and operational documentation, as well as safety instructions for work.

According to the provisions of Art. 212 of the Labor Code of the Russian Federation, the obligation to develop appropriate instructions rests with the employer. As a rule, it is compiled by a labor protection specialist. In the process of formation, he can consult with specialists from specialized departments, for example, the medical service. In addition, if the company has trade union body, he needs to take into account the opinion of his representatives in accordance with the procedure established by Art. 372 of the Labor Code of the Russian Federation.

Safety briefing log

According to paragraph 2.1.3 of the Decree of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation of January 13, 2003 N 1/29, all types of briefings must be recorded in a special safety briefing registration log. Wherein " Guidelines on the development of labor protection instructions”, approved by the Ministry of Labor of the Russian Federation on May 13, 2004, establish that specific samples of safety briefings implemented in organizations and subject to inclusion in the specified journal are given in the local instruction on labor protection and safety approved normative document organizations.

For small organizations it is enough to have one logbook of safety briefings, which records information about all training activities carried out. However, for large companies it may be appropriate to have several separate logs, e.g. for different types briefings or different departments.

In some cases, in addition to the registration log, the briefing must also be recorded in the admission order, for example, when conducting a targeted briefing.

Safety briefing log: sample 2017

The current legislation does not contain specific requirements regarding the sample of the safety briefing registration log, therefore, each enterprise has the right to independently develop and approve the forms of such a document, taking into account its needs. In practice, some employers use for these purposes the form given in Appendix No. 4 to State standard USSR GOST 12.0.004-90 “System of labor safety standards. Organization of labor safety training. General Provisions”, approved by the Decree of the State Standard of the USSR of November 5, 1990 N 2797. Despite the fact that today this document has already been canceled, this form is quite convenient for registering introductory and other types of briefings.

As a rule, a typical form of a safety briefing log is a table that contains the following main columns:

  • date of the training event;
  • type of briefing in accordance with the classification given in the Decree of the Ministry of Labor of the Russian Federation and the Ministry of Education of the Russian Federation of January 13, 2003 N 1/29 - introductory, primary, repeated, unscheduled or target;
  • surname, name and patronymic of the employee who was instructed;
  • date of his birth;
  • position of the instructed employee;
  • information about the instructing employee, including his surname and initials, as well as his position;
  • Additional Information, for example, the reasons for organizing an unscheduled briefing;
  • signatures of participants in the training event, that is, the instructed and instructing employees.

The indicated columns may well be supplemented with additional columns, for example, the number of the safety instructions used during the corresponding briefing, or information about the employee's internship.
