The resource was created on the basis of the Contextum technology, which includes a mechanism for concluding direct license agreements with copyright holders. Rukont is a co-production product: the Contextum consortium provides the platform and technology, while universities, scientific institutions and publishers provide the content. We provide project participants with the opportunity to create their own ELS, as well as profile (industry) collections within the framework of the Rukont ELS.

Thanks to its unique technological capabilities, RUKONT cooperates not only with commercial publishing houses that produce educational, scientific literature, periodicals, but also with various scientific and educational institutions. Today, more than 150 universities work with us, including five federal, five national research universities, 36 research institutes and scientific centers.

Initially, "RUKONT" was conceived as a complex multifunctional electronic library system designed to complete the field of science, education and culture with scientific and educational content. Particular attention is paid to functional and information services. I would like to draw special attention to some of them.

• The requirements of the Ministry of Education and Science of the Russian Federation clearly define: "Each student must be provided with access to an electronic library system, ... formed on the basis of direct agreements with the copyright holders of educational and educational literature." Using the RUKONT ELS for subscription, the university will always be able to check the availability of license agreements, since the Contextum technology generates registers of copyright holders and license agreements.
• It is possible to subscribe for a different time period: one year, three years, five or 10 years. Access to files is guaranteed for the duration of the subscription. Moreover, when creating a collection for a subscription, the user sees the duration of the license agreement. If the contract ends in less than six months, the system will not allow you to include this publication in your subscription.
• The subscription price does not depend on the number of library users, but on the total cost of the selected files. The pricing scheme (billing system) is designed in such a way that the aggregator cannot independently change the price of a subscription to your collection. Having formed the required collections, you will be able to plan a subscription, justify and work on its optimization.
• A feature of the subscription to periodicals within the framework of the National Digital Resource "RUKONT" is the offer of all the components of the periodical. It is possible to subscribe both to individual articles and to issues of journals, an annual subscription to a set or archive. The collection of periodicals includes 480 titles in all branches of knowledge and for all categories of readers.

Particular attention within the framework of the National digital resource "RUKONT" is paid to the development of information services. Some of the information services are available free of charge to any user.

• Publication service – joint publishing projects with the assignment of a digital object identifier DOI and placement of information on the international platform of publishers of scientific literature CrossRef, as well as the inclusion of publications in international search engines (Discovery Services ) - Summon Service and Exlibris Primo , integration with RSCI. Opportunity to promote the results of regional scientific research in the Russian and foreign markets electronic resources is one of the main advantages of this project.
• Service for determining the quality of scientific work provides the construction of several different integral indicators of the quality of publications based on the analysis of the formal, logical and semantic structure of the document.
• Search service for text borrowings is a modern online service that allows you to check for borrowings from previously published documents. The service is focused on use in the field of science and education to evaluate qualifying, graduation and other works.

Currently, the project “Archive of Articles of Scientific Publications of Russia” is actively developing jointly with “ARBICON”, work continues on the creation of thematic branch collections that unite publications of universities, research institutes and commercial publishing houses.
