Chapter 1.2. DUTIES AND RESPONSIBILITIES OF CONSUMERS FOR FOLLOWING THE RULES

1.2.1. The operation of electrical installations of Consumers must be carried out by trained electrical personnel.

Depending on the volume and complexity of work on the operation of electrical installations, the Consumers create an energy service staffed with appropriately qualified electrical personnel. It is allowed to operate electrical installations under an agreement with a specialized organization.

1.2.2. The consumer is obliged to provide:

  • maintenance of electrical installations in working condition and their operation in accordance with the requirements of these Rules, safety rules and other regulatory and technical documents (hereinafter referred to as NTD);
  • timely and quality Maintenance, preventive maintenance, testing, modernization and reconstruction of electrical installations and electrical equipment;
  • selection of electrical and electrotechnological personnel, periodic medical examinations employees, conducting safety briefings, fire safety;
  • training and testing the knowledge of electrical and electrotechnological personnel;
  • reliability and safety of operation of electrical installations;
  • labor protection of electrotechnical and electrotechnological personnel;
  • security environment during the operation of electrical installations;
  • accounting, analysis and investigation of violations in the operation of electrical installations, accidents associated with the operation of electrical installations, and taking measures to eliminate the causes of their occurrence;
  • submission of reports to the state energy supervision authorities about accidents, fatal, severe and group accidents related to the operation of electrical installations;
  • development of official production instructions and labor protection instructions for electrical personnel;
  • completion of electrical installations with protective equipment, fire extinguishing equipment and tools;
  • accounting, rational use of electrical energy and implementation of energy saving measures;
  • carrying out the necessary tests of electrical equipment, operation of lightning protection devices, measuring instruments and metering devices for electric energy;
  • compliance with the instructions of the state energy supervision bodies.

1.2.3. To directly fulfill the obligations for organizing the operation of electrical installations, the head of the Consumer (except for citizens - owners of electrical installations with voltages above 1000 V) appoints the person responsible for the organization's electrical facilities (hereinafter referred to as the person responsible for electrical facilities) and his deputy with the appropriate document.

For Consumers whose installed capacity of electrical installations does not exceed 10 kVA, an employee replacing the person responsible for electrical facilities may not be appointed.

The person responsible for the electrical facilities and his deputy are appointed from among the managers and specialists of the Consumer.

If the Consumer has the position of chief power engineer, the duties of the person responsible for the electrical facilities, as a rule, are assigned to him.

1.2.4. For consumers who do not production activities, the electrical facilities of which include only an input (input-distribution) device, lighting installations, portable electrical equipment with a rated voltage of not more than 380 V, the person responsible for the electrical facilities may not be appointed. In this case, the head of the Consumer is responsible for safe operation electrical installations may assume upon written agreement with local authority state energy supervision by issuing an appropriate statement of obligation (Appendix N 1 to these Rules) without testing knowledge.

1.2.5. Individual entrepreneurs those performing maintenance and operation of electrical installations, carrying out installation, adjustment, repair work, testing and measurement under the contract, must undergo a knowledge test in the prescribed manner and have an appropriate electrical safety group.

1.2.6. Responsible for electrical facilities is obliged to:

  • organize the development and maintenance of the necessary documentation on the organization of the operation of electrical installations;
  • organize training, instruction, knowledge testing and admission to independent work electrical personnel;
  • organize the safe conduct of all types of work in electrical installations, including with the participation of seconded personnel;
  • ensure timely and high-quality performance of maintenance, scheduled preventive repairs and preventive testing of electrical installations;
  • organize the calculation of the Consumer's need for electrical energy and monitor its consumption;
  • participate in the development and implementation of measures for the rational consumption of electrical energy;
  • control the availability, timeliness of inspections and tests of protective equipment in electrical installations, fire extinguishing equipment and tools;
  • ensure the established procedure for admission to operation and connection of new and reconstructed electrical installations;
  • organize operational maintenance of electrical installations and liquidation of emergencies;
  • ensure the compliance of power supply schemes with the actual operational ones with a mark on them about verification (at least 1 time in 2 years); revision of instructions and schemes (at least once every 3 years); control of measurements of indicators of the quality of electric energy (at least 1 time in 2 years); advanced training of electrical personnel (at least once every 5 years);
  • control the correctness of the admission of personnel of construction and installation and specialized organizations to work in existing electrical installations and in the security zone of power lines.

The job description of the person responsible for electrical facilities should additionally indicate his rights and responsibilities.

1.2.7. The appointment of a person responsible for the electrical economy and his deputy is made after checking the knowledge and assigning the appropriate electrical safety group:

  • V - in electrical installations with voltages above 1000 V;
  • IV - in electrical installations with voltage up to 1000 V.

1.2.8. On the proposal of the person responsible for the electrical facilities, the head of the Consumer may appoint those responsible for the electrical facilities structural divisions(branches).

The relationship and distribution of responsibilities between the structural divisions responsible for the electrical economy and the Consumer responsible for the electrical economy should be reflected in their job descriptions.

1.2.9. For violations in the operation of electrical installations, the following persons are personally liable:

  • the head of the Consumer and those responsible for electrical facilities - for failure to comply with the requirements provided for by the Rules and job descriptions;
  • workers directly servicing electrical installations - for violations that occurred through their fault, as well as for the incorrect elimination of violations in the operation of electrical installations in the serviced area;
  • workers conducting repair of equipment, - for violations in work caused by the poor quality of repairs;
  • managers and specialists of the energy service - for violations in the operation of electrical installations that occurred through their fault, as well as due to untimely and unsatisfactory maintenance and failure to comply with emergency measures;
  • heads and specialists of technological services - for violations in the operation of electrical equipment.

1.2.11. Violation of these Rules entails liability in accordance with applicable law.

Each employee who has discovered a violation of these Rules, as well as noticed a malfunction of the electrical installation or protective equipment, must immediately report this to his immediate supervisor, and in his absence, to a higher manager.

1.2.12. State supervision over compliance with the requirements of these Rules is carried out by state energy supervision bodies.

6.5 Preparation and performance of fire hazardous work at temporary workplaces (section 5 of Regulation 501.0-033-04).

Location of fire hazardous work- the space where fire, flammable or explosive work is carried out. They are divided into permanent and temporary.

Temporary places- places where fire hazardous work is carried out, the production of which occurs periodically and which cannot be performed at permanent places. These include work on: communications of buildings and structures, building structures, the territory of the enterprise outside workshops and facilities, large-sized structures, etc.

permanent places- specially equipped places for carrying out hot or hot work.

Fire hazardous work– work, during the production of which an explosion or fire may occur. They are divided into fire, flammable and explosive.

hot work- work with the use of open flame, sparking or heating of substances and materials to temperatures that can cause ignition of materials, parts and structures. These include: electric gas welding, gas cutting, electric gouging, cleaning with an abrasive wheel, working with a blowtorch, making fires, heating a bitumen boiler, tinning, etc.

flammable work- work with the use of flammable and combustible liquids and materials, provided that explosive mixtures are not formed. These include: work with adhesives, paints, varnishes, solvents, bitumen, mastics, work on refueling or spilling fuels and lubricants (fuel and lubricants), etc.

Explosive work- work with the use of flammable liquids, combustible gases or materials containing volatile solvents, in which explosive mixtures are formed, processing materials with the formation of combustible dust and fibers with LELV (lower concentration limit of ignition) less than 65 g/m 3 . These include: coloring of closed volumes; rubber roughening, etc.

Preparation and implementation of fire hazardous work at temporary sites.

In each subdivision (management, workshop, department, production), by order of the head, responsible persons, not lower than the deputy heads of the division, and in the REC - the heads of the sections who have the right to issue and sign a work permit for the performance of work. The work permit for the production of work on weekends has the right to sign only the heads of workshops.

For all fire-hazardous work performed in workshops, structures and on the territory of the enterprise (except for permanent places), a work permit must be issued. The work permit is issued in two copies, signed by the head of the unit or his deputies (according to the order) and sent to the fire department for approval.

The work permit is issued for the direct performer of work (worker) and is issued only for one shift. If necessary, the work permit can be extended for up to five shifts coinciding in time within one working week or one weekend public holidays. Per shift: from 0 00 until 08 00 ; from 08 00 up to 16 00 ; from 16 00 up to 24 00 a separate work permit is issued, while the work permit issued for the day (days) of the working week cannot be extended for weekends and holidays and vice versa. If necessary, it is allowed to change the start and end times of each shift upwards, but not more than one hour. Coordination of the work permit with the fire brigade is necessary before each working shift without exception.

Example 1 . Electric welding works on the territory of the workshop are conducted from 08 00 to 01 00, those. in two shifts all days of the week, excluding Saturday and Sunday. It is necessary to issue the following work permits: from 08 00 up to 16 00 or 17 00 Monday through Friday; and from 16 00 or 17 00 to 01 00 Monday through Friday.

Example 2 . Scrap metal cutting works are carried out in one shift from 08 00 up to 17 00 six days a week, excluding Sunday. Two permits are required. One since 08 00 up to 17 00 from Monday to Friday and the second from 08 00 up to 17 00 on Saturday.

If hot work is carried out: in premises, areas, objects belonging to category "A" and "B", Appendix 6 to the Instruction; in buildings, structures at height (cranes, roof structures of workshops, etc.); on combustible roofs of objects; on communications with a combustible medium, the work manager (foreman) is obliged to draw up a plan of additional measures that exclude the possibility of a fire or explosion.

The organization and conduct of fire hazardous work without a work permit is not allowed.

Forms of the admission order must be filled out in a neat and understandable handwriting for everyone. Corrections in the work permit are prohibited. Signatures on each work permit must be authentic. Signature on carbon paper is not allowed.

The work permit for carrying out fire hazardous work on holidays is signed by the deputy chief engineer of the enterprise.

It is PROHIBITED to carry out hot work directly on building elements made of light metal structures with combustible and slow-burning heaters and closer than 5 meters from them!

When issuing a work permit for the performance of work in large areas, indicate the specific place of work (rows, axes, marks, machine number, apparatus, etc.).

All instructions of the fire brigade employees in the process of coordination and supervisory persons in the performance of fire hazardous work on fire safety measures are mandatory.

Performers who have undergone special training, trained in the fire-technical minimum and have a certificate for the right to perform work with an open category corresponding to the type of work performed, a fire safety warning card, a welding tool control card and accounting for tolerances for performing welding and gas cutting works.

Fire hazardous work must be immediately stopped: at the request of the fire brigade; upon detection of deviations from the requirements of this Regulation; in case of non-compliance with the security measures provided for by the work permit or the plan of additional measures; when a dangerous situation arises.

Persons responsible for the preparation and conduct of work, performers are liable for failure to fulfill their duties in accordance with applicable law.

At the place of hot work, measures must be taken to prevent the spread of sparks.

The place of fire hazardous work must be provided with primary fire extinguishing equipment (fire extinguisher, a box with sand and a shovel, a bucket of water) in the amount specified in the work permit.
