If this happens, much will have to be created anew, from scratch. And for young specialists - to master the equipment, develop skills and techniques by trial and error, and fill their bumps over the years. As a result, time will be lost, which Russia simply does not have in an era of aggravation of the international situation and tough sanctions, extra funds will be spent, which will affect the country's defense capability.

Preserving the continuity of generations in both the scientific and industrial sectors of the defense industry is an extremely important task for the state. But what happens in practice? Here are the reverse processes.

FSUE MMPP Salyut has been accumulating production experience for generations of specialists. A lot has been done. In 1998, for the organization of systematic training, the Institute of Targeted Training of Engine Building Specialists (ITsPS) was established here by a joint order of the enterprise and the RGTU MATI. Led it CEO"Salute" Y. Eliseev. As soon as possible professionals high school invited to the ICPS, developed and implemented an innovative personnel training system and the corresponding enterprise standard, which were constantly improved taking into account production features, accumulated experience and requirements. Every year, 5,000–5,300 people, including 2,000 employees of the enterprise itself, were trained and certified through the ICPS.

At the institute, 15 branches of the departments of eight leading universities in Moscow were created on a contractual basis, where they purposefully worked with young people. In the organized resource center, training was organized in working specialties for Moscow enterprises, and in the center for additional vocational training and in production workshops - for the military-industrial complex of virtually the entire Russian Federation. In 2011, the ICPS began to produce personnel for a related enterprise in Kazakhstan, which today meets the requirements and tasks of the EAEU.

The effective systemic education created by the institute was recognized at the very high level. In 2002, the government of the Russian Federation awarded the plant with a diploma "For achievements in the development of the educational base." In 2008, the enterprise won the competition of the Ministry of Education and Science, which allowed (in accordance with the contract) to create a center for advanced training of engineers. In the same year, ICPS was awarded the gold medal of the IX International Forum "High Technologies of the 21st Century" as the best enterprise for creating an innovative system for training and advanced training of personnel.

Much of the merit in improving the learning mechanism rightfully belonged to the ICPS team headed by Eliseev. It would seem that the system of personnel training, created with such difficulty and debugged like clockwork, needs to be developed and improved. But then strange things began to happen.

On the way to paralysis

In December 2011, the general director, doctor of technical sciences, professor Eliseev was unexpectedly replaced by financier V. Masalov. If we recall what was happening then, for example, in the Ministry of Defense and some other departments, we can talk about the next offensive of “effective managers”.

As for Salyut, production stagnation began on it. Lacking knowledge of the subject area, the new director, two months after taking office (at the beginning of 2012), signed an order, according to which the ICPS was liquidated, and without the consent of the Russian State Technical University MATI (that is, in violation of contractual obligations). This was a stab in the back for the enterprise and clearly demonstrated the intellectual short-sightedness of the "liquidators". After the defeat of the ICPS, the organizers of systemic education were also reduced. Their place was taken by people, to put it mildly, less competent, who after a while were replaced by others, even more distant from vocational education(e.g. chief training center turned out to be a psychologist). As a result of the restructuring carried out at the enterprise, the effective systematic training of personnel organized by the ICPS was actually destroyed.

In the same 2012, the directorate of personnel management of the enterprise attempted to dismiss highly qualified professionals from the plant on the grounds that they were over 60 years old. And only the intervention of the prosecutor's office stopped this bacchanalia.

In 2016, a new leadership came, replacing the financier Masalov. However, instead of the triumph of sanity, new wave removal of professionals, as a result of which the plant is expected to lay off several hundred highly qualified specialists.

The consequences are easily predictable. This will be a fatal blow to production activities an enterprise that will lose the ability to reproduce qualified personnel, which in turn will lead to a sharp increase in the volume of defective products and, as a result, to the liquidation of FSUE MMPP Salyut, which produces modern high-tech engines for military aviation.

The expulsion of creators from management structures, promotion to leadership positions incompetent compromisers (according to the criterion of fidelity), the washing out of professionals at any level of the state hierarchy are signs of intellectual degradation. If this continues, it will be impossible to correct the situation.

The labor collective believes that in order to maintain the potential of the enterprise, its production efficiency, it is necessary:

  • stop the campaign to eliminate professionals;
  • announce a competition to fill the vacancy of the head of the enterprise, in which Y. Eliseev, who has proven himself, could take part;
  • reinstate highly qualified specialists laid off in 2016.

Of particular importance is the revival of systemic education, which will require the restoration of the Institute for Targeted Training of Engine Building Specialists. With the help of ICPS, a system of regular certification (including the quality management system) of managers and all personnel of the enterprise should be built in order to identify and prevent managerial functions persons who do not correspond to their positions.

To transfer the experience of the older generation, young professionals will need to restore in work collective mentoring system. It is expedient to create a department of advisers from highly qualified professionals in the areas of activity of FSUE MMPP Salyut.

But the main thing is to continue not to allow dubious structures and individuals who are far from production to organize training and management. Lack of competencies in the subject of systemic education, specific experience in the enterprise leads, as a rule, to its paralysis.

I would like to hope that common sense will nevertheless prevail and the Federal State Unitary Enterprise, which is extremely important for the Russian Armed Forces, will not lose its competencies, and most importantly, professionals who have been preparing for years. As for the pocket trade union of aircraft builders of the FNPR system operating at the enterprise, these trade union committees not only do not notice the protest of the Salyut workers, their members, whose interests they were obliged to protect, but they also agitate for corporatization, justifying the anti-worker actions of the administration, in fact, pulling the enterprise apart in pieces. And how else can it be otherwise, if the leadership of the FNPR trade union consists entirely of bosses and their henchmen, who receive their profits from Masalov's one feeder?

In response to the actions of the factory management, the struggling workers of Salyut issued another issue of the factory worksheet. Employees of the Rocket and Space Plant (RKZ) in Fili, where the Proton and Angara rockets are assembled, were asked to quit on their own initiative by the end of this year, having received three salaries. Kalinovsky did not specify the scale of layoffs in the divisions. Part of the production was decided to be transferred to the Omsk site of Khrunichev - PO Polet. Kalinovsky notes that the decrease in the number of managers made it possible in 2014 to increase the wages of the main workers by 10%, and in 2015 to RKZ employees by 23% and employees of the Salyut design bureau - by 25%.

Engines are designed for combat aircraft that use fuel with special additives to increase power, prevent freezing, etc. I can't say for sure, but it looks very likely that all these additives are toxic.
