Speaking 2 years ago in one of the TV shows on the channel "Russia-24", the President of the NROO "Federation of Fitness Aerobics" Yana Antonasovna Barvichute said that in the field of the fitness industry there is a complete mess, to put it mildly. That a year, two, three will pass, and the structures of the legislative power will reach us, as our work is directly related to the physical condition of a person.

The long-awaited changes are just around the corner. Since 2017, the Professional Standard comes into force, which defines the requirements for the qualifications of people engaged in coaching. The professional standard will replace the usual qualification guides, and I want to explain what kind of document it is.

According to Art. 195.1 Labor Code RF, "Professional standard - a characteristic of the qualifications necessary for an employee to carry out a certain type of professional activity". Please note: not "recommended" or "desired", but precisely "necessary". Qualification is defined in the same article as "the level of knowledge, skills, professional skills and work experience of an employee."

Occupational standards are developed in accordance with Decree of the President of the Russian Federation No. 597 of May 7, 2012. The development of Occupational standards is carried out by the Ministry of Labor and social protection RF. The professional standard "Teacher of additional education for children and adults" (which includes "trainer-teacher" and "trainer-teacher in sports") comes into force on January 1, 2017. The standard contains clearly defined requirements for the education and training of workers involved in this professional activity. The professional standard is also the basis for the development and approval of relevant educational programs, since the confirmation of qualification is precisely the document on education of the established sample.

What does this change for fitness trainers? It would be more correct to say - coaches-teachers, since according to the new classification, the purpose of the activity of "just" coaches is different, and consists in preparing athletes for competitions and achieving high sports results. So, for the implementation of "legitimate coaching" (regardless of which fitness direction you work in - from the gym to yoga), you need a diploma confirming the right to conduct professional activities in the field physical culture and sports. This is either a higher (secondary) vocational education or an appropriate professional retraining. Without the presence of such a diploma, certificates, certificates, certificates of completed courses will become invalid. One of the professional retraining programs was developed by us together with the Department of Physical Culture and Sports of the Novosibirsk Institute for Advanced Studies and Retraining of Educational Workers.

However, even with a diploma, not every fitness instructor certificate is a full-fledged document on education. How to determine what document a fitness trainer needs to carry out legitimate coaching activities? Will the resulting certificate or diploma be "recognised" by employers?

To answer these questions, you need to know and follow a few important rules.

  • Rule one: read carefully the subject of the contract that is being concluded with you.

As a rule, educational and training organizations enter into two types of contracts: for the provision of consulting and educational services. A document issued at the end of training (certificate, certificate, diploma, etc.) will be recognized as a document of education (that is, confirming your qualifications in the eyes of Russian law) only when concluding an agreement for the provision of educational services.

These services can only be provided by an organization that has a license to conduct educational activities(the series and number of this license must be written in the contract).

Does the organization have the right to issue you a certificate without a license? Yes, it has. But unfortunately, this document is not recognized as a document of education and cannot be taken into account when confirming your qualifications (primarily when applying for a job).

  • Rule two: when the services offered to you are automatically educational, in accordance with the legislation of the Russian Federation.

If the training you are offered meets the following conditions:

  1. the program has a duration of more than 16 hours;
  2. the program ends with a final certification (test, theoretical or practical exam, other form of certification).

That the service offered to you refers specifically to educational activities, that is, it is subject to licensing. In other words, only those organizations that have a license have the right to conduct seminars over 16 hours and certify listeners. In other cases, the results of your attestation are not valid. (In accordance with paragraph 12 of the Procedure for the organization and implementation of educational activities for additional professional programs, approved by order of the Ministry of Education and Science of Russia dated July 1, 2013 N 499 (registered by the Ministry of Justice of Russia on August 20, 2013, registration N 29444), as well as with part 14 of article 76 federal law N 273-FZ "On Education").

  • Rule three: pay attention to the date of issue of the license.

If the organization where you came to study has a license to conduct educational activities, check if its "expiration date" has expired. Since the autumn of 2013, the field of education has undergone many changes. In particular, they took new law on education, various amendments to the legislation accompanying it, a new Regulation on the licensing of educational activities. In accordance with them, even if an organization has a perpetual license to conduct educational activities, but this license was issued before September 1, 2013, it is subject to mandatory renewal. Organizations that do not do so by January 1, 2017 will have their licenses revoked.

All of the above applies equally to branches. educational institution. Each branch must have its own license to conduct educational activities, obtained separately from the main organization. If we are talking not about a branch, but about a representative office, then, according to Russian law, the representative office educational organization in principle, has no right to conduct educational activities.

  • Rule four: go to the website of the training organization.

An organization that has a license to carry out educational activities must have a section on the website "Information about the educational organization", the structure of which is clearly specified in the Order of Rosobrnadzor dated May 29, 2014 No. 785. If there is no such section, most likely the organization does not have a license ...

It's not uncommon to hear from a practicing coach - "I went (went) to the seminar not for a document, but for knowledge, so what's the difference what will be written in my diploma (certificate)". Of course, everyone's choice is free. However, at the same time, it must be conscious. And this is impossible if the training organization misleads its clients (albeit not intentionally, but accidentally) about the weight of the issued document. Also, do not forget that any professional community is a rather narrow circle, and often the same specialists teach in different organizations. Therefore, having paid money for training (and the average cost of a seminar is 10,000-15,000 rubles), it’s better to get “at the end” not a beautiful candy wrapper, but a certificate of education of a standard form confirming your qualifications.

So, when choosing training, a fitness trainer (or someone who is just about to become one) needs to ask the educational organization the following questions:

  • Do you have a license to conduct educational activities?
  • What is the license issue date?
  • What certification does the course entail and what document will I be issued with?
  • Can I see information about an educational organization on your website?

If the answer is already negative to the first question, you must understand that the document that you receive will not confirm your qualifications. You also need to be aware that all documents issued by organizations that have trained instructors (coaches) in various fitness areas since September 1, 2013, but do not have a license to carry out educational activities, are not education documents (in other words are not valid).

And another popular question that fitness trainers ask: " What sanctions will be entailed by the fact that I work without having a document confirming my qualifications?

It should be noted that, in our opinion, the formulation of the question itself is unprofessional in this case. Agree that none of you will go and take your child, for example, to a doctor who does not have a diploma of education. A doctor, to treat our usual runny nose, studies for 6 years. We visit different doctors with different diseases, each of which specializes in a particular system. The position of a coach providing sports and health services today can be put in second place after a doctor, as a person comes to the center with a whole range of diseases that he himself may not be aware of. And here we must be very careful in the recommendations, and even more so in the preparation of training and nutrition programs.

Therefore, in fitness, the rule - "Do no harm" - is no less significant than in medicine, because a lot depends on the qualifications of the trainer, both in the physical and psychological state of the client. The availability of the appropriate qualifications of a trainer-teacher of education is, first of all, your responsibility and professionalism.
