They can be imported into the customs territory subject to the availability of relevant permits. For example, temporary importation of weapons for hunting is allowed on the basis of a permit from the Russian Ministry of Internal Affairs.
Goods prohibited for import cannot be imported by individuals for personal use into the customs territory of the Russian Federation under any circumstances.

Note! For the import by an individual of goods prohibited for import into the territory of the Customs Union, administrative liability is provided in the form of a fine in the amount of 1,500 to 2,500 rubles. or criminal liability in the form of a fine and / or imprisonment for up to seven years (Article 16.3 of the Code of Administrative Offenses of the Russian Federation; Article 226.1 of the Criminal Code of the Russian Federation). In this case, the goods are subject to seizure and immediate export.

List of goods prohibited for movement across the customs border

1. Move across the customs border in any way is prohibited (clause 1 of Appendix 2, approved by the Agreement of 18.06.2010):

Information on printed, audiovisual and other media that is prohibited for import to, export from that territory (extremist materials);

Service and civilian weapons, their main parts and cartridges for them, prohibited for import into the customs territory of the Customs Union, export from that territory;

Toxic substances that are not precursors of narcotic drugs and psychotropic substances, restricted for movement across the customs border of the Customs Union;

Narcotic drugs, psychotropic substances and their precursors, with the exception of limited quantities of narcotic drugs and psychotropic substances in the form of medicines for personal use according to medical indications in the presence of relevant documents, as well as precursors in the amounts determined by the legislation of the Russian Federation.

2. Export from the customs territory of the Customs Union in any way is prohibited (clause 2 of Appendix 2, approved by the Agreement of 18.06.2010):

Waste and scrap of ferrous and non-ferrous metals included in the list of goods, the export and (or) import of which are subject to quantitative restrictions;

Raw precious metals, scrap and waste of precious metals, ores and concentrates of precious metals and raw materials containing precious metals, the export of which from the customs territory of the Customs Union is limited;

Wild-growing medicinal raw materials (plants, parts of plants, seeds, fruits), restricted for movement across the customs border during export, in an amount exceeding three copies of one type of these goods;

Wild live animals and individual wild plants restricted for movement across the customs border during export (with the exception of hunting and fishing trophies), in an amount exceeding three copies of one type of these goods.

In addition, it is prohibited to export goods specified in paragraph 1 from the territory of the Customs Union by any means.

3. Import into the customs territory of the Customs Union in any way is prohibited (clause 3 of Appendix 2, approved by the Agreement of 18.06.2010):

Ozone-depleting substances prohibited from being imported into the customs territory;

Plant protection products prohibited for import into the customs territory of the Customs Union, subject to Annexes A and B of the Stockholm Convention on Persistent Organic Pollutants dated May 22, 2001;

Tools for the extraction (catch) of aquatic biological resources prohibited from being imported into the customs territory of the Customs Union;

Ethyl alcohol and alcoholic products with a total volume of more than five liters per person over 18 years of age;

More than 200 cigarettes, or 50 cigars, or 250 grams of tobacco, or the above products in a set with a total weight of more than 250 grams per person over 18 years of age.

In addition, it is prohibited to import goods specified in paragraph 1 into the territory of the Customs Union by any means.

4. K movement in international mail prohibited (Article 313 of the Customs Code of the Customs Union; clause 4 of Appendix 2, approved by the Agreement of 18.06.2010):

Alcoholic products, ethyl alcohol, beer;

Any types of tobacco products and smoking mixtures;

Any types of weapons (their parts), cartridges for them (their parts), items structurally similar to civilian and service weapons;

Cultural values;

Goods subject to rapid deterioration;

Live animals, with the exception of bees, leeches, silkworms;

Plants in any form and condition, plant seeds;

Narcotic drugs, psychotropic substances and their precursors, including in the form of medicines;

Ozone depleting substances;

Other goods prohibited for shipment in accordance with the acts of the Universal Postal Union and the customs legislation of the Customs Union.

In addition, it is forbidden to move in international postal items the goods specified in paragraphs 1 - 3.

• ready-made knotted fishing nets, made by machine or manually from other synthetic monofilaments with a thread diameter of less than 0.5 mm and a mesh size of less than 100 mm (mesh size less than 50 mm);
• electric fishing systems and devices consisting of electric signal generators with connected conductors and a battery (batteries) that jointly perform the function of extracting (catching) aquatic biological resources by means of electric current);

13) Alcoholic products, ethyl alcohol, beer;

14) Any types of tobacco products and smoking mixtures;

15) Radioactive materials;

16) Cultural values;

17) Goods subject to rapid deterioration;

18) Precious stones in any form and condition, natural diamonds, with the exception of jewelry.

When exporting from the territory of the Russian Federation:

1) Printed and audiovisual materials:

• containing calls for the implementation of extremist and terrorist activities or public justification of terrorism,
• pornographic nature,
• manufactured or distributed in violation of the requirements of the legislation of the countries of the customs union of the Eurasian Economic Community on elections and referendums,
• aimed at promoting Nazi paraphernalia or symbols or paraphernalia or symbols confusingly similar to Nazi paraphernalia or symbols,
• containing other information that may harm the political or economic interests of the Russian Federation, its state security, health and morality of citizens;

2) Any types of weapons (their parts), cartridges for them (their parts), items structurally similar to civil and service weapons;

3) Hazardous waste;

4) Special technical means, designed to secretly obtain information;

5) Toxic substances that are not precursors of narcotic drugs and psychotropic substances;

6) Narcotic drugs, psychotropic substances and their precursors, including in the form of medicines;

7) Human organs and (or) tissues, blood and its components;

8) Waste and scrap of ferrous and non-ferrous metals;

9) Raw precious metals, scrap and waste of precious metals, ores and concentrates of precious metals and raw materials containing precious metals;

10) Mineral raw materials (natural raw stones);

11) Information about the subsoil;

12) Plants in any form and condition, plant seeds;

13) Live animals, with the exception of bees, leeches, silkworms, which are sent with a veterinary certificate;

14) Ozone depleting substances;

15) Alcoholic products, ethyl alcohol, beer;

16) Any types of tobacco products and smoking mixtures;

17) Radioactive materials;

18) Cultural values;

19) Goods subject to rapid deterioration;

20) Precious stones in any form and condition, natural diamonds, with the exception of jewelry. Items restricted for shipment from the Russian Federation abroad, including to the CIS countries

It is allowed to send goods abroad without paying customs duties, total cost which in one postal item does not exceed 10,000 rubles, including:

• fish and crustaceans - no more than 2 kg (in sealed packaging);
• sturgeon caviar (black) - 140 grams (in sealed packaging);
• salmon caviar (red) - 140 grams (in sealed packaging);
• medicines - no more than 10 packages of different names.

Base: domestic legislation of the Russian Federation, Acts of the Universal Postal Union, Rules for the provision of postal services, the List of items prohibited and conditionally admitted for import into foreign countries, published in the Guide to accepting international mail, regulations ICAO.

In international postal items, attachments are sent that are not prohibited:

• for import into the territory of the Russian Federation;
• for export from the territory of the Russian Federation and for import into the state of destination. Prohibitions and restrictions when sending goods in international postal items are established by the customs legislation of the Russian Federation.

Shipments sent by air are subject to the prohibitions and restrictions applicable to the transport of dangerous goods by air:

Any substance which, when presented for carriage, is liable to explode, react dangerously, catch fire, or give off dangerous amounts of heat or toxic, corrosive or flammable gases or vapors under normal conditions encountered during carriage, must not be transported on aircraft under what circumstances. Detailed requirements applicable to the transport of dangerous goods by air are set out in " technical instructions on the Safe Transport of Dangerous Goods by Air” ICAO, Doc 9284 AN/905.

List of prohibited attachments for international shipments

Attention! When sending goods for personal consumption duty-free allowance 10 thousand rubles, if the parcel arrives no more than once a week and is sent via the state mail system. This figure includes the cost of the parcel, the cost of delivery and the cost of insurance (if it is issued). If this norm is exceeded, the parcel costs more than 10 thousand rubles (at the exchange rate on the day of customs clearance), then the total customs fee, which includes duty in accordance with the customs tariff (15-30%) + 18% VAT + customs clearance fee. This benefit does not apply to items sent by express delivery companies. This exemption does not apply to commercial consignments of goods.

Parcels delivered by express delivery companies (courier services): customs duty not paid if the total value of the goods does not exceed 5,000 rubles. per week per person. In excess, customs duty is paid, customs clearance is carried out. Brokerage services of a courier company for customs clearance of the parcel are also subject to payment. The recipient has the right to refuse the services of the company and carry out customs clearance independently. The recipient has the right to refuse to receive the parcel.
