The Ministry of Telecom and Mass Communications of Russia is systematically working to improve the quality and convenience of obtaining state and municipal services in in electronic format. One such measure is an electronic signature.

Currently, relations in the field of the use of electronic signatures are regulated by the Federal Law of April 6, 2011 No. 63-FZ "On Electronic Signature" (hereinafter - Federal Law No. 63-FZ), other federal laws adopted in accordance with them by regulatory legal acts , as well as agreements between participants of electronic interaction. Federal Law No. 63-FZ defines the concept of an electronic signature, establishes its types and requirements for electronic signature tools, with the help of which an electronic signature, an electronic signature key and an electronic signature verification key are created and verified.

In accordance with Federal Law No. 63-FZ, an electronic signature is information in electronic form, which is attached to or otherwise associated with other information in electronic form (signed information) and which is used to identify the person signing the information.

There are the following types of electronic signature: simple electronic signature and enhanced electronic signature. There is a difference between an enhanced unqualified electronic signature and an enhanced qualified electronic signature.

Participants of electronic interaction have the right to use electronic signature of any kind at its own discretion, if the requirement to use a specific type of electronic signature in accordance with the purposes of its use is not provided for by federal laws or regulatory legal acts adopted in accordance with them or by an agreement between participants in electronic interaction in accordance with paragraph 1 of Article 4 federal law No. 63-FZ.

Information in electronic form, signed with a simple electronic signature or an enhanced unqualified electronic signature, is recognized as an electronic document equivalent to a paper document signed with a handwritten signature, in cases established by federal laws, regulatory legal acts adopted in accordance with them, or an agreement between participants in electronic interaction in accordance with Part 2 of Article 6 of Federal Law No. 63-FZ.

Information in electronic form, signed with an enhanced qualified electronic signature, is recognized as an electronic document, equivalent to a paper document signed with a handwritten signature, and can be used in any legal relationship in accordance with the law Russian Federation, except if federal laws or regulatory legal acts adopted in accordance with them establish a requirement that the document be drawn up exclusively on paper in accordance with Part 1 of Article 6 of Federal Law No. 63-FZ.

Types of electronic signature, the use of which is allowed when applying for state and municipal services, approved by the Decree of the Government of the Russian Federation of June 25, 2012 No. 634.

To obtain a simple electronic signature key in accordance with paragraph 7 of the Rules for the use of a simple electronic signature in the provision of state and municipal services, approved by Decree of the Government of the Russian Federation dated January 25, 2013 No. 33, you must contact the bodies and organizations providing state and municipal services in electronic form.

To obtain a key certificate for verification of an enhanced unqualified electronic signature, you must contact a certification center.

To obtain a qualified certificate of the electronic signature verification key, you must contact an accredited certification center.

There are several stages of registration on the State Services portal, which open up different opportunities for users. One of the stages of user initiation is an electronic signature, thanks to which you can log in to your personal account, as well as order electronic services.

Initially, the electronic signature was used only by legal entities that preferred to communicate with the tax authorities electronically. Types of electronic signature

There are 3 types of electronic signature:

  • Simple;
  • Unskilled;
  • Qualified.
  1. A simple electronic signature is often used in Everyday life. It is a one time code. Users constantly encounter such data encryption, for example, when confirming a payment with bank card. To successfully complete the operation, you must enter the code that is sent to the phone number associated with the card.
  2. Unqualified ES is used in electronic documents. Users rarely encounter it in ordinary life, because its registration is possible only in the control center. With the help of this type of electronic digital signature, you can "certify" your letters to government agencies with email. However, the service itself has privacy restrictions.
  3. A qualified electronic signature is an equal analogue of a paper signature for an individual. And in the case of legal entities, it can also replace the seal of the organization. Thanks to this variety, documents can be sent by e-mail to any authority. There is no need to personally confirm any information.

How to get an EDS for the State Services website?

To work with the State Services portal, a simple and qualified electronic signature is used. Obtaining any kind of identifier is directly related to registration on the site. However, due to the fact that these EPs are of a different nature, the procedure for obtaining will differ significantly.

Important! A qualified electronic signature has more weight than a simple one, as it provides access to all portal services. The main difference is that a simple digital signature gives access to viewing information, for example, on the amount of fines. However, only with a qualified electronic signature does the user have the opportunity to send applications for receiving services in electronic form.

Creating a simple electronic signature

A simple electronic signature is created at the first stage of user registration on the portal. This is the so-called "simplified registration", which only requires the visitor to enter certain data into the database. Everything is done remotely and does not take much time.

A simple type of signature is assigned to absolutely all users of the portal, as this happens immediately after registration.

Information uploaded to the service is sent for verification. And if the data on them match the data common base, the client can use the resource. In fact, at this stage, the creation of a simple electronic signature is over. The user can enter the portal, view the available information.

The truncated functionality of the portal can be expanded if you complete the registration of a simple electronic signature into an unqualified one. To do this, you must personally contact the Russian Post or. You must have a passport and SNILS with you. Employees of government agencies check the compliance of documents with the ones specified in the profile settings. And if these are really your documents, a one-time code is issued, which is entered in your personal account in the profile settings. Creation of a qualified electronic signature

A qualified electronic signature is issued on a USB flash drive at the control center. It is necessary to contact the institution that is engaged in the creation of a qualified electronic signature in your locality, by phone and order EP. After that, you must personally go to the office with a passport. There are various tariffs at which ES is created. The minimum tariff is suitable for working with the State Services portal.

Together with a flash drive that contains information about the electronic signature, the client receives software for installation on his computer, a license and a certificate. At home, you will need to install the program and insert the USB flash drive into the USB connector. What can ECP be used for?

The electronic signature on the State Services is used to open access to all the features of the site:

  • Sending an application for obtaining certificates, extracts and so on;
  • Payment of state duties with a 30% discount, if it is provided for by a specific service.

Types of electronic signature

There are three types of EP. The most common one, which we often use, does not have the same degrees of information protection as the other two - Reinforced. They differ in status and their scope is not the same. Let's take a look at their differences:

  1. Simple ES involves the use of a username and password. When accessing the services, to confirm the operation, a one-time code may be requested, sent via a CMS message or mail. This kind of identification is often encountered. For this, you do not need to contact specialized centers.
  2. Reinforced unqualified signature– this attribute not only identifies the sender, but also captures changes to the signed document. Get UNP in the certification center. The scope of the NEP is limited. State and municipal documents containing a secret cannot be signed with it.
  3. Reinforced qualified ES has the highest degree of protection at the legislative level. Electronic documents are equated to paper documents with all the attributes of the sighting and have the same legal force. The certificate, which is issued together with the key, contains information on its verification. To carry out legally significant operations, it is necessary to use this key (signature).

For a simpler difference between them, let's draw an analogy with understandable paper attributes of personal identification:

  1. a simple EP is equivalent to a badge if the PC (phone) was used by others, you are responsible for the consequences yourself;
  2. unqualified ESit's like a pass in an organization where there is an element of trust between the parties;
  3. qualified ESthe passport, gives the right to use all services, is the most significant element of personal identification in legal transactions.

Note:It is up to you to decide what type of signature you need, but a qualified ES covers all services provided on the Single Portal, of which there are a little less than a thousand. Therefore, further we will focus on its creation and receipt.

Where do you get an electronic signature?

To access all portal services, you must have an enhanced qualified signature. You can do this before registration or after. The second option is preferable, because you will make sure that an EDS is really necessary for public services.

What should be done on the site?

  1. Get data about Accredited Certification Centers.
  2. Choose the one available to you.
  3. Make inquiries about the level of service provided and the prices for the service.
  4. Submit an application.

Note:Some CAs have the opportunity to receive training on the use of electronic signatures, on bidding, working with various document extensions, etc.

On the portal of public services, you can apply for an EP at the center that you select. It is possible to first contact the CA, and then register using the existing electronic signature (for legal entities, this is a prerequisite).

Note:Regardless of the option chosenYou need to obtain a qualified electronic signature at the Certification Center. Depending on the degree of secrecy of legally significant transactions, the type of EDS is selected.

How to create an application for obtaining an EDS for public services?

I’ll make a reservation right away that the process of issuing ES keys to both legal entities and individuals is constantly undergoing changes. For example, the widely advertised CA Rostelecom does not work for technical reasons.

The project of obtaining a free key using the UEC has been suspended. Perhaps by the time the article is published, the situation will change in better side. The question arises: how to create an electronic signature for public services now?

Programs required for the operation of the ES

In order for the ES attributes to work, several programs must be installed. You can do it yourself. You will need Vipnet CSP and one of two signature verification programs: CryptoARM or Vipnet CryptoFile.

How to get an electronic signature for public services for free?

A qualified electronic signature, which provides for a trip to the CA, cannot be purchased for free. This mostly concerns legal entities. Individuals can get wider powers by registering on the public services website with the help of SNILS.

Note: When asked how to get an electronic signature for public services for free, we answer: unfortunately, no way. You can expand your powers for free, but you have to pay for an EDS for public services in the form of a flash drive - an electronic token. The price depends on the functionality of the key and the pricing of the CA.

EDS verification for public services

Will EP be suitable for other resources?

Unfortunately, the electronic signature key for public services will not be valid, for example, for the FTS portal. Tax officials need a different type (non-) qualified signature. This is inconvenient, but so far the signature has not been made universal.

EDS creation is free. Pay media required . The price of a USB drive is 1400 rubles.
