This section presents the releases of the Unified Qualification Directory for the Positions of Managers, Specialists and Other Employees (hereinafter referred to as the CSA). EKS is intended for billing works and assigning tariff categories. On the basis of the EKS, it is possible to draw up job descriptions and programs for the training and advanced training of specialists in various industries and fields of activity. Decree of the Government of the Russian Federation of October 31, 2002 N 787 established that the EKS consists of qualification characteristics for the positions of managers, specialists and employees, containing job duties and requirements for the level of knowledge and qualifications of managers, specialists and employees.

The CSA is developed by the Ministry of Health and social development of the Russian Federation together with the federal executive authorities, which are entrusted with the management, regulation and coordination of activities in the relevant sector (sub-sector) of the economy (paragraph 2 of Decree of the Government of the Russian Federation of October 31, 2002 N 787). Decree of the Ministry of Labor of the Russian Federation of 09.02.2004 N 9 approved the Procedure for the application of the CEN.

The qualification directory of positions of workers and employees in 2019 is used to establish duties and assign a rank to an employee, to conduct certification. For workers and managers, these directories are different. What directories to use and in what cases, we will tell in the article.

Qualification directory of positions of workers and employees in 2019: types

The employer himself decides which to approve the name of the position and profession of the employee. But if an employee claims compensation or benefits, then the name of his position must correspond to the qualification reference books (paragraph 3, part 2, article 57 of the Labor Code of the Russian Federation). For example, when granting the right to early retirement or additional paid leave.

In Russia, there are two reference books that employers should be guided by:

  • ETKS - Unified Tariff and Qualification Directory of Works and Working Occupations;
  • CEN - Unified qualification directory of positions of managers, specialists and employees.

That is, a unified qualification reference book for the positions of workers and employees in 2019 was not approved. The current two directories differ in the specifics of the work of different categories of employees.

Why do we need ETCS and CEN

  • to assign a tariff category to workers and employees;

Qualification directory of positions in 2019

The Unified Tariff and Qualification Handbook of Works and Occupations (ETKS) is a voluminous document. It was approved by the Decree of the Ministry of Labor of May 12, 1992 No. 15a and includes 72 issues. Each issue is divided into sections, in which positions are grouped according to some criteria: type of activity, sector of the national economy where they are applied. For example:

Release 1 the section “Professions of workers common to all sectors of the national economy” (approved by the Decree of the USSR State Committee for Labor, the Secretariat of the All-Union Central Council of Trade Unions dated January 31, 1985 No. 31 / 3-30);

Release 2 sections: "Foundry work", "Locksmith work", "Enameling", etc. (approved by the resolution of the Ministry of Labor of the Russian Federation of November 15, 1999 No. 45);

Note that some sections of the ETKS have already become invalid. These are issues 30-31, 38-39, 62-63, 65, 67-68. Some of the sections were introduced by Soviet decrees and have not been updated for a long time. The CEN was approved by the Decree of the Ministry of Labor of August 21, 1998 No. 37. It was developed on the basis of the All-Russian Classifier of Positions and Professions - OKPDTR (Decree of the State Standard of the Russian Federation of December 26, 1994 No. 367).

The CEN includes a list of qualifications ( official duties and requirements for the level of knowledge and qualifications) of managers, specialists and employees, depending on the field of activity.

The handbook has 30 sections. General characteristics positions of employees of enterprises, institutions and organizations of all industries are registered in the first section. In the remaining sections - information for individual industries:

  • health care;
  • research, design, design and survey areas;
  • education, including professional;
  • culture, art and cinematography;
  • labor protection;
  • electric power industry;

Replacing ECTS and EKS with professional standards

Qualification guides will soon become a thing of the past, they will be replaced by professional standards. For example, they already exist for welders (List 2, approved by Decree of the Cabinet of Ministers of the USSR dated 01.26.91 No. 10). Unlike ECTS and EKS, professional standards contain more specific information on a position or profession.

Like qualified reference books, it is necessary to apply the professional standard in two cases. The first - the requirements for the position of an employee are established by the Labor Code of the Russian Federation, federal law or otherwise normative act. The second is when an employee is entitled to compensation or benefits for a certain type of work, or restrictions are set in connection with work in a specific position.

Transition to professional standards: step by step instructions

At the legislative level, the procedure for the transition to professional standards is not regulated. We recommend that you follow this algorithm.

Step 1. Approve the working group. To do this, issue an order to establish a commission (see sample 1). Its participants will introduce professional standards into the work of the organization. The number and composition of the commission members are not limited. But it is better that these are employees of different departments and structures. For example, include a lawyer, personnel officer, chief accountant, etc. in the group.

Group responsibilities include:

  • selection of professional standards for positions and professions that are in the company;
  • reconciliation of labor functions in job descriptions and professional standards;
  • development of draft new job descriptions;
  • preparation of a report on the work done, etc.

And do not forget about the deadlines when the group members must complete the event. For convenience, you can draw up a schedule for the implementation of professional standards.

Step 2. Change job descriptions. Make adjustments to the job descriptions of employees and clarify their labor functions, requirements for the level of education, work experience will be required if they differ or diverge from what is written in the standard. New job responsibilities are approved by a separate order.

Step 3. Design a training program. To do this, issue an order in which you determine who, where and when will improve their qualifications. If you need an average or higher education, foresee at whose expense the employee will be trained. This provision must be reflected in internal documents.

Step 4. Conduct employee appraisal. This step is optional. But according to the results of certification, it is possible to determine whether the knowledge, skills, abilities and work experience of employees meet the requirements of professional standards.

If the company does not have a separate attestation regulation, then first develop it. To do this, issue a separate order. It reflects the terms of certification, approve the composition of the commission. Also determine who and when will list the employees who will pass the qualifying exam. But remember that certification must be notified to employees in advance.

Certification can be in any form: testing, questionnaires, interviews, exams, etc. If it shows an insufficient level of qualification, the employer has the right to transfer the employee to another position.

Step 5. Fix the transition to professional standards. This event is associated with a large amount of paperwork, so draw up the decisions of the working group in separate protocols.

Each protocol should be certified by all members of the group. To make changes to the job title and additions to labor contract, issue an order and sign it with the director.

These documents are interrelated. The 2020 General Classification of Jobs and Professions underpins CEN 2020. OKPDTR 2020, in turn, takes as the basis of its first section ETKS 2020 working professions. There is no ETKS 2020 for managers and specialists as such, therefore the second section of OKPDTR is based on a unified nomenclature of employee positions.

The Unified Classification Guide for the Positions of Specialists and Employees (EKS) is a list of qualification characteristics (job duties and requirements for the level of knowledge and qualifications) of managers, specialists and employees, depending on the field of activity. Additional sections of the CEN are introduced by the relevant orders of the Ministry of Labor. To date, the latest is Order No. 225n dated May 10, 2016, approving the "qualification characteristics of employees of military units and organizations of the Armed Forces of the Russian Federation." The frequency of updating the directory is not regulated by law. Thus, the document amended by the above Order is currently a qualification directory for the positions of workers and employees 2020.

What is it for

The EKS, which was based on the All-Russian Classifier of Occupations of Working Positions of Employees, was compiled with the aim of developing universal standards for the organization of labor. How to apply it

The CSA is applicable in any enterprise, regardless of their form of ownership or organizational and legal forms of activity. However, the law does not oblige, but only recommends that the employer be guided by this document in personnel work. The procedure for the application of the CEN was approved by the Decree of the Ministry of Labor dated February 9, 2004 No. 9. In accordance with it, qualification characteristics form the basis of the job description and include three sections:

  • must know (special knowledge, knowledge of regulations, methods and means for performing work duties);
  • qualification requirements (professional level and work experience).

It is allowed to distribute the duties that make up the qualification characteristic among several employees. The assessment of the employee's compliance with the qualification characteristics is carried out only by the attestation commission.

What to use - qualification handbook or professional standard

As we found out, the qualification of an employee is his knowledge, skills, skills and experience. The professional standard is a narrower concept and is defined as “a characteristic of a qualification, necessary for the employee to carry out a certain type professional activity, including the performance of a certain labor function" ( Art. 195.1 of the Labor Code of the Russian Federation). Why do we need a classifier of positions and professions

All-Russian classifier of occupations of workers, positions of employees and wage categories (OKPDTR) is designed to account for the composition, number of workers, employees of the company. Each position of the all-Russian classifier of professions of working positions of employees and wage categories contains three blocks:

The identification block uses a serial-order coding system for classification objects. The classification object identification block contains five digital decimal places and a control number, which is calculated in accordance with the current Methodology for calculating and applying control numbers.

Facet 07 characterizes the degree (level) of qualifications of workers (for example, senior or assistant), they apply it for various professions in accordance with current regulatory documents.

The information block of the classifier of professions and positions of employees includes those facet codes that correspond to the category of the position (this is one character), as well as certain positions of the OKZ (these are four characters).

Three facets characterize positions (professions) according to the following criteria:

  1. By category of positions - this is one sign, facet 10
  2. By derivatives of the position (profession) - these are two signs, facet 11
  3. By category (class) of qualification - this is one sign, facet 12

The peculiarity of facets 11 and 12 lies in the alternativeness of their application for various positions (professions), since the category of qualification is not provided for in derivative positions (specialties). Accordingly, depending on the position, facet 11 or 12 is chosen.

An example of coding according to the classifier of positions and professions (OKPDTR) for the position of deputy head of the financial and economic department (and administrative):

Why are links established between OKPDTR and OKZ

Between the objects of the OKZ classification and the classifier of positions and professions (OKPDTR), links have been established that allow each object of the OKPDTR to be attributed to a specific group of OKZ. Each specialty of a worker or position of an employee in general case can be attributed unequivocally to a certain group of occupations.

Due to the fact that often the concepts of “occupation”, “profession”, “position” may differ, in some cases, to establish an unambiguous connection between OKPDTR and OKZ, one should use the explanation for the OKZ groupings. Such explanations are also recommended to be used when coding derivative specialties of workers or employees.

The composition, as well as the sequence of facets in the information block, is determined by the specifics of specific tasks that are solved using the classifier. In the information block, as the main and additional features, you can also use codes, names of other developed all-Russian classifiers technical and economic information.

When developing unified forms of documents where classifier codes are used, it is necessary to provide a link to the classifier of positions and professions (OKPDTR). The system for maintaining such a classifier provides for the interaction of the Research Institute of Labor and the Central Bureau of Science and Technology of the Ministry of Labor of Russia with the VNIIKI of the State Standard of Russia.

All-Russian classifier of occupations of workers, positions of employees and wage categories (OKPDTR)

(adopted by the Decree of the State Standard of the Russian Federation of December 26, 1994 N 367) (with amendments NN 1/96, 2/99, 3/2002, 4/2003)

The All-Russian Classifier of Workers' Occupations, Positions of Employees and Wage Classes (OKPDTR), which is an integral part of the Unified System for Classification and Coding of Information (ESKK) of the Russian Federation, was prepared as part of the implementation of the State Program for the Transition of the Russian Federation to an Accounting and Statistics System Accepted in International Practice in accordance with requirements for the development of a market economy.

OKPDTR was developed to replace the All-Union Classifier of Worker Occupations, Positions of Employees and Wage Categories (OKPDTR) 1 86 016.

The classifier is designed to solve problems related to assessing the number of workers and employees, taking into account the composition and distribution of personnel by categories of personnel, skill level, degree of mechanization and working conditions, issues of employment, organization wages workers and employees, calculating pensions, determining the additional need for personnel and others at all levels of economic management in conditions of automated information processing.

The objects of classification in OKPDTR are the professions of workers and the positions of employees.
OKPDTR consists of two sections:

    professions of workers;

    employee positions.

First section - workers professions- includes the professions of workers in accordance with the Unified Tariff and Qualification Directory of Works and Professions of Workers (ETKS), as well as the professions of workers, whose rights and obligations are provided for in the charters, special provisions and relevant resolutions regulating the composition of professions in sectors of the economy.

Second section - civil servant positions- developed on the basis of the Unified nomenclature of positions of employees, the Qualification directory of positions of managers, specialists and employees, current regulations and others normative documents on issues of remuneration, taking into account the names of positions used in the economy. The titles of positions of civil servants are given in accordance with Decrees of the President of the Russian Federation "On public positions of the Russian Federation" N 32 and "On the register of public positions of federal civil servants" N 33 of January 11, 1995.

Each classifier position consists of three blocks:

  • identification block;
  • block of the name of the object of classification;
  • information block.

The identification block is built using a serial-order coding system for classification objects. The identification block of the classification object includes five numeric decimal places and a check number.

The control number is calculated in accordance with the current Methodology for the calculation and application of control numbers.

The structure of the code designation of the profession of a worker (position of an employee) in the classifier:

The code value corresponding to 1 or 3 is used to code the profession of a worker. The code value corresponding to 2 is used to code the position of an employee.

The block of the name of the object of classification is a unified record of the name of a particular profession of a worker or position of an employee.

In each section, the names of the objects of classification are arranged in alphabetical order.

The information block of workers' professions includes facet codes characterizing the compliance of the worker's profession with the ETKS issue number (two characters) and certain positions of the All-Russian classifier classes (OKZ) OK 010-93. The last facet indicates the basic group of OKZ occupations and includes four characters.

In addition, the OKPDTR information block includes seven facets that characterize the professions of workers according to the following features:

  • types of production and work in accordance with the issues of ETKS - two characters, facet 01;
  • tariff categories - one character, facet 02;
  • classes (categories) of qualification - one character, facet 03;
  • forms and systems of remuneration - two characters, facet 04;
  • working conditions - one character, facet 05;
  • degree of labor mechanization - one sign, facet 06;
  • derived professions - one character, facet 07.

An example of coding according to the OKPDTR profession of a turner:

Facet 07, which characterizes the degree of qualification of workers (senior, assistant), is used for various professions in accordance with current regulations.

The information block of positions of employees includes facet codes corresponding to the category of the position (one character) and also to certain positions of the OKZ (four characters). Three facets characterize positions according to the following features:

  • job categories - one character, facet 10;
  • derived positions - two characters, facet 11;
  • categories (classes) of qualification - one character, facet 12.

A feature of facets 11 and 12 is the alternative of their application for various positions, since qualification categories are not provided for in derived positions. Thus, depending on the position, facet 11 or 12 is chosen.

An example of coding according to OKPDTR for the position of deputy head of the financial and economic department:

Relationships have been established between the objects of the classification of OKPDTR and OKZ, allowing each object of OKPDTR to be attributed to the corresponding grouping of OKZ. In the general case, each profession of a worker or position of an employee can be unambiguously assigned to a certain group of occupations. However, due to the fact that the concepts of "occupation", "profession", "position" are different, in some cases, in order to establish an unambiguous relationship between OKPDTR and OKZ, it is necessary to use explanations for the OKZ groupings. These explanations should also be used when coding derived occupations of workers and positions of employees.

The composition and sequence of the facets of the information block are determined by the specifics of specific tasks solved with the help of the classifier.

In the information block, codes and names of other all-Russian classifiers of technical and economic information can also be used as additional features.
