"Gravediggers of business" destroyed the state unitary enterprise "Moscow"

The former head of the department of property relations of the State Unitary Enterprise "Moscow" (on the balance sheet of the enterprise is the 70th, 75th pavilions of VDNKh - ed. note) Igor Ivanto is sure that Pogrebenko and his team intentionally ruined the State Unitary Enterprise and ruined the congress and exhibition activities. According to him, the 75 pavilion brought the main profit to the State Unitary Enterprise. The largest international exhibitions passed through its territory. The activity of the pavilion alone generated an income of 130 to 140 million rubles a year.

This money - the net profit of the State Unitary Enterprise, was accumulated, then it was planned to build another pavilion with an area exceeding the 75th, - says Igor Migalevich.

Exhibition activities were also carried out in the 70th, so-called "Montreal" pavilion. Orthodox exhibitions-fairs were held there 12 months a year. Profit from the activities of this pavilion - 35-40 million a year, allowed to ensure its life without attracting additional funds. In a word, State Unitary Enterprise Moskva was a profitable, dynamically developing enterprise.

However, this was before the arrival of the new leadership at the exhibition. In November 2014, Vladimir Pogrebenko took over as director of the State Unitary Enterprise, and since then, according to the ex-employee of the State Unitary Enterprise Moskva, the management of the enterprise has passed from the City Property Department personally to Pogrebenko.

Given that prior to his appointment as the general director of the exhibition, Pogrebenko held the position of deputy city property department, he had current employees full support,” says Ivanto. - In particular, from the side of the deputy head of the department Gleb Bondarenko and the head of the department for work with state unitary enterprises Pavel Rasskazov.

Having assumed the position of director of the State Unitary Enterprise “Moscow”, Pogrebenko, according to Ivanto, developed an active activity in “pumping out” money from the State Unitary Enterprise.

At the request of Pogrebenko, the State Unitary Enterprise was forced to provide VDNKh with an interest-free loan for 100 million rubles, from the same funds that the company had been saving for the construction of a new pavilion for several years, Ivanto explains.

By the way, this was not the only interest-free loan that VDNKh took from the Moscow State Unitary Enterprise. Even during the leadership of the State Unitary Enterprise, Sergei Selivanov, Pogrebenko "offered" to provide VDNKh with another loan, also for 100 million rubles, but the director refused to sign this document.

It was because of the refusal to provide a loan that Selivanov was relieved of his post, Ivanto suggests.

The loan of the State Unitary Enterprise "Moscow" for 100 million rubles was nevertheless provided at a time when Pogrebenko already held the post of acting director of the State Unitary Enterprise "Moscow". The agreement on the allocation of funds by the State Unitary Enterprise was signed by the deputy head of the city property department Gleb Bondarenko.

These gentlemen had one goal, - Ivanto is convinced. - Withdraw funds from the accounts of the SUE. - While Pogrebenko was at the helm of the State Unitary Enterprise, obviously unprofitable contracts were imposed on the enterprise, damaging its economic and financial activities.

Ivanto claims that Pogrebenko tried to bankrupt the state unitary enterprise, using the classic scheme of raider capture, while still an official. The company was almost forced to share the shares of the bankrupt tire plant MSHZ (Moscow Tire Plant - ed. note).

It should be noted that until 2012, Vladimir Pogrebenko was the chairman of the board of directors of this plant. This "operation" Pogrebenko tried to pull off when the current director was on vacation. Acting head of the State Unitary Enterprise at that time, at the “request” of the deputy head of the Moscow Property Department, Bondarenko wrote to the Department a letter about the transfer of shares of the plant to the State Unitary Enterprise in order to increase the budgetary value of the enterprise.

Ivanto notes that if the “deal” had taken place, the State Unitary Enterprise would have been ruined even earlier, and the director who signed such an agreement would have ended up in prison.

The leaders of the State Unitary Enterprise, in particular Ivanto, repeatedly turned to the mayor Sergei Sobyanin, citing evidence of how “skillful marketing” only leads to bankruptcy municipal enterprise but the letters remained unanswered.

The staff of the State Unitary Enterprise "Moscow" has repeatedly sent appeals to the capital's mayor's office, which cited examples of inefficient economic activity, as well as the facts of how Pogrebenko, using connections in the property department, extracts money from the State Unitary Enterprise and drags his colleagues from the city property department to work, - complains Ivanto.

“With the advent of V.I. Pogrebenko and as a result of his “managerial work in the State Unitary Enterprise “Moscow”, violations of financial and economic discipline began to occur. In particular, serious changes were made to the Plan of Financial and Economic Activities of the State Unitary Enterprise for 2015… Head of the Department for Work with the State Unitary Enterprise P.V. Rasskazov openly demanded to conclude an agreement for the preparation of FCD (Financial and Economic Activities) with a specific company - Ural Union LLC - in the amount of 350 thousand rubles, ”Ivanto quotes an excerpt from the appeal.

The city authorities did absolutely nothing to stop the collapse of the enterprise, recognizing all the actions of the leadership of VDNKh as justified and legal.

On their appeal to the mayor of Moscow, Sergei Sobyanin, the staff of the State Unitary Enterprise "Moskva" received a response signed by Gleb Bandarenko, from which it followed that all actions of the leadership of VDNKh were agreed with the property department and, accordingly, with the government of Moscow, as with the holder of 100% of the shares of VDNKh.

“In order to compensate for the income of JSC VDNKh, which is lost due to the release of pavilions of the central line for museum and exhibition activities, the State Unitary Enterprise MTsVDNT Moscow issued a loan in favor of JSC VDNKh in the amount of 100 million rubles. The Department of City Property of the City of Moscow has approved the provision of a loan,” Bondarenko writes.

Be that as it may, by now the GUP, according to him, is now former employees, lies on his back, throwing out a white flag. The company does not conduct exhibition activities. Of the 194 employees of the GUP, almost no one remained. Back at the end of April, most workers were "offered to write a statement on own will". It was rumored that the candidacy of Vladimir Igorevich was actively lobbied by Deputy Mayor Natalya Sergunina. And this, as former employees of the State Unitary Enterprise suggest, had its own reason. Having Napoleonic plans to restore VDNKh, providing it with the status of the country's main exhibition site and the most popular cultural, recreational and educational center, it was necessary to resolve issues with the property of third parties. After all, there are many private property objects on the territory of VDNKh: cafes, restaurants and other immovable objects, the owners of which do not intend to part with their property so easily. Apparently, the first persons of the city expected that, having experience in resolving delicate issues, Pogrebenko would be able to solve these ...

Where did the billions go?

A little background. VDNKh was originally conceived as the largest exhibition venue in the country. It was like that in Soviet times. But after the collapse of the union and during the time of perestroika, VDNKh had to literally survive, there was practically no activity.

In the early 90s, the exhibition turned into a flea market, - recalls VDNKh veteran Arkady Kazdym (1985 to 1998, VDNKh chief economist). Trade anywhere and anything.

From January 1, 1990, the exhibition, according to Kazdym, was completely transferred to self-financing. They did not even give money for the repair of fountains. The exhibition management nevertheless managed to survive even during the 1998 default years. “We survived by renting out space, at the expense of the owners who paid taxes. There was enough money both for salaries of employees and for small Maintenance". But what is happening at the exhibition now, the former chief economist is at least bewildered.

The former economist also does not understand the management's policy towards owners. The tenants were simply expelled from the territory of the exhibition, the owners of enterprises (we are talking about enterprises Catering- approx. Ed.), suffer from pressure on their business.

Judging by the course chosen by the exhibition management, the question arises whether VDNKh can continue to be called the largest exhibition site?!

My interlocutor, who wished to remain anonymous, came to VDNKh 16 years ago in order to establish, or better say, re-create the exhibition business. A man with rich experience, he was one of the first in Russia to organize exhibitions of Russian manufacturers in Nigeria, Dubai and other foreign countries.

The exhibition business is a special business, he notes. - Here a lot is built on personal relationships, on the ability to make contacts. This area is quite narrow, large exhibitionists know each other by sight.

It took the man more than 15 years to establish an exhibition business at the All-Russian Exhibition Center. "Everything worked like a well-oiled mechanism in a Japanese watch." foreign companies literally stood in line just to hold an exhibition at this site."

Everything has changed with the arrival of a new leadership, - complains the ex-employee of the exhibition. - In a little over a year, they managed to ruin what had been created over the years.

According to him, in the first half of 2015, only 10% of exhibitors extended contracts with VDNKh, the rest preferred to go to other venues, which had previously been considered more expensive and remote.

Since this is a specific business, everything happens in a chain reaction here. Some left, followed by all the rest, - explains the source. - The management of the exhibition began to put forward unfavorable conditions for the tenants of the premises: they raised the rent. Let's say, if before that the cost of annual rent was 120 million rubles a year, then it was increased to 160, - says the interlocutor. Our source tried to enter into a dialogue with the leadership, to explain what such a policy could lead to. But Mikhail An, who oversees exhibition activities at VDNKh (whom Pogrebenko pulled over from the Department of Industry of the Moscow Government - ed.), said that "he knows what he is doing."

Now they explain the departure of tenants by the crisis, - the former employee of VDNKh shakes his head. - But during a crisis, entrepreneurs will not go to other sites with which they did not work before because of unfavorable conditions!

One of the interlocutors, in a conversation, somehow hinted that the collapse of the exhibition business was paid for by one of the main competitors. The largest international exhibitions, including the jewelry one, will now be held on its site. Other companies followed suit.

According to the interlocutor, the majority of former employees got the impression that the plans of the Moscow government did not include the revival of VDNKh as an exhibition site. Indeed, before the arrival of the Pogrebenko team, the exhibition business was already going well. Survived and went to the "plus" even in the crisis year of 2008.

Indeed, VDNKh is gradually changing the concept, moving from the largest exhibition platform to another format, but rather an entertainment one. Here, for example, the largest skating rink in Europe was installed in winter, however, in the spring it melted and was dismantled. According to data published by Vladimir Pogrebenko himself, the construction of the skating rink, its operation and maintenance cost the budgets 784.5 million rubles. The cost of the skating rink project itself resulted in 660 million rubles. The competitive auction was won by the Russian Ice Development company. Maintenance and operation for the season - 50.5 million rubles were paid to the Russian Ice Technology company. At the same time, experts in the field of anti-corruption policy suggested that the companies "Russian Ice Technology" and "Russian Ice Development" have one ultimate owner.

Despite the fact that this project, even if it was designed for a ten-year operation, cost the city budget almost 800 million rubles, reviews about it were very mixed. According to visitors, there were not enough locker rooms, cash desks, rental points. One day, for this reason, a tragedy almost occurred at the skating rink, when up to 15 thousand visitors accumulated near the cash desks and the cashiers, having locked the cash desks, fled.
