Absolutely all employers have such a duty as the organization of military registration, and its purpose is to satisfy the needs of the state and help manage the available resources during hostilities (in wartime). But first of all, it is necessary to study the documents that regulate the procedure for maintaining military records in the organization in 2020.

Currently, military registration in the organization is carried out on the basis of the following legal acts:

  • the federal law dated May 31, 1996 No. 61-FZ "On Defense";
  • Federal Law No. 31-FZ of February 26, 1997 “On mobilization training and mobilization in the Russian Federation”;
  • Decree of the President of the Russian Federation of August 14, 1992 No. 890 “On the organization of work on booking citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies with a reserve, and working in the bodies state power, organs local government and organizations";
  • Decree of the Government of the Russian Federation of March 17, 2010 No. 156 “On approval of the Rules for booking citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies with a reserve, and working in state authorities, local governments and organizations”;
  • Instructions for booking citizens of the Russian Federation who are in the reserve of the Armed Forces of the Russian Federation, federal executive bodies with a reserve and working in state authorities, local governments and organizations, for the period of mobilization and for wartime dated 03.02.2015 No. 664s;
  • Instruction of the General Staff of the Armed Forces of the Russian Federation on maintaining military records in organizations;
  • , approved 07/11/2017.

Officials regularly update the regulatory framework, adding new responsibilities to employers. So, from October 19, 2019, Government Decree No. 1302 dated October 9, 2019, which changed the wording, came into force. The amendments stipulate that employers are required to use certificates issued in exchange for military tickets in their work. Organizations had such a duty before, but there was no mention of the certificate itself in the Regulations on military registration. In addition, employers were required to check the personal electronic cards of military personnel from citizens entering the workforce, if the data on their issuance are indicated in the accounting documents.

Another change concerns the obligation to use personal cards in the form No. T-2 when working with military servicemen. From now on, for these purposes, one should use accounting documents that will be approved by the Russian Ministry of Defense. There are no corresponding forms yet, but they will appear.

Military registration work (VUR) is conditionally divided into the following categories:

  1. General military registration.
  2. Special military registration - booking of citizens liable for military service who are in reserve (GPZ).

Organization of military registration in the organization. Step-by-step instruction

Step 1. Appointment of a person responsible for accounting

The maintenance of military records in the organization must begin with the issuance of an order and the appointment of a responsible person and persons who will carry out accounting during the absence of the main responsible. This work is mainly carried out by employees of the personnel department, and in small companies a manager or even an accountant.

Order example

On the basis of Government Decree No. 719 dated November 27, 2006, persons responsible for accounting are appointed based on the following standards:

  • 1 employee performing part-time duties - if there are less than 500 citizens on the military register;
  • 1 released worker - if 500-2000 citizens are registered;
  • 2 released workers (military registration table) - if there are from 2,000 to 4,000 citizens on military registration;
  • 1 exempt worker for every additional 3,000 registered citizens.

A copy of the order on those responsible for the registration of persons liable for military service must be submitted to the local military commissariat (VK). Subsequent changes must be notified to VK.

An employee of the personnel service or another person must include in the employment contract and job description relevant duties for maintaining military records.

Step 2: Decide who to work with

All citizens of the Russian Federation are required to be registered with the military (clause 1, article 8 of the Federal Law of March 28, 1998 No. 53-FZ). Exceptions are persons:

  • in military service;
  • serving a sentence of imprisonment;
  • women who do not have a military specialty;
  • permanently residing outside the Russian Federation.

In accordance with Government Decree No. 719, Methodological recommendations for maintaining military records at enterprises, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2018, it is necessary to take into account:

  • men of military age (18-27 years old) not enrolled in the reserve;
  • male representatives in the reserve;
  • employees trained at military departments in educational institutions vocational education;
  • persons released from conscription;
  • men over 27 years of age who, due to the delay, did not complete their service;
  • citizens discharged from the army;
  • employees who served alternatively;
  • women who have received military specialties.

If it turns out that the employee is not registered with the military, although he should, the employer will have to notify the military commissariat of such a citizen within two weeks. Companies have a new obligation since February 17, 2019, when Federal Law No. 8-FZ of February 6, 2019 came into force. Another duty is to give the employee a referral to the military registration and enlistment office for military registration. The form of this document was approved by the joint Order of the Minister of Defense of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Federal Migration Service of Russia dated September 10, 2007 No. 366/789/197. If the organization makes reservations for citizens in the reserve, then, in addition to the general military registration, a special registration is also carried out. For this, documents are additionally developed and maintained in accordance with the annexes to the Instruction No. 664c dated 03.02.2015.

Step 3. Contact your local commissariat

If military records were not kept at the enterprise before or the company was created recently, first you need to arrange a meeting at the local military commissariat. Employees of the VC are ready to conduct an introductory briefing on the subject of military registration, issue guidelines and the necessary forms and advise the responsible officer on complex or contentious issues in this case.

Military registration and booking in an organization that is a branch is maintained at its location. If it is not possible and if necessary, the data is transmitted by mail from the head office.

Document flow for military accounting work

The company where the accounting is carried out provides to VK:

  • information about hired or dismissed citizens who are or are required to be registered with the military (within two weeks);
  • lists of men who next year turns 17 (every year - before November 1), and annually in September - lists of young people 15 and 16 years old.

The main documents of military registration, on the basis of which section II of the personal card of form No. T-2 is filled out, are:

  • for citizens who are in reserve - a military ID (a temporary certificate issued instead of a military ID, a certificate instead of a military ID);
  • for citizens subject to conscription for military service - a certificate of a citizen subject to conscription for military service.

The employing company is obliged to establish and maintain the following documents for accounting:

  • an order on the organization of military registration and reservation of citizens in reserve;
  • a work plan for maintaining military records and booking citizens in the reserve;
  • a file of personal cards of forms No. T-2 and No. T-2 GS for citizens in the reserve and citizens subject to conscription for military service. Form T-2 for these purposes is planned to be canceled soon or transferred to electronic format, follow the amendments to the legislation;
  • log of checks of the state of military registration and booking of citizens in reserve;
  • receipts for the receipt of documents of military registration and roots from them;
  • organization's accounting card (KUO form No. 18);
  • other documents in accordance with the requirements established by the federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments and heads of enterprises.

In addition, the employer is obliged to conduct explanatory work with employees subject to registration. In accordance with paragraph 27 of the Methodological Recommendations, employees must be provided, among other things, with background information on mobilization and preparation for it.

Practical part

When hiring, in accordance with Article 65 of the Labor Code, the applicant is obliged to present a military ID, a temporary certificate or a certificate in exchange for it. In practice, candidates sometimes evade this obligation, referring to the fact that the military ID is in the military registration and enlistment office, lost, there are no forms, etc. In this case, the employer has the right to refuse to conclude employment contract with the applicant, at least until the submission of all documents. The employer can meet halfway and take a written receipt from the future employee, which indicates the deadline for submitting the document.

Another option is to independently contact the military registration and enlistment office at the place of registration of the employee with a request about his status or with information about the lack of proper documents and marks from the already accepted employee.

In any case, the absence of a military ID must be recorded in writing in order to protect the company from administrative liability for violating the requirements of the law on registration of persons liable for military service.

When concluding an employment contract, the employer is obliged to check the presence of a mark on registration in the military registration and enlistment office at the place of residence in the passport, a valid military ID or registration certificate. Nonresident employees are required to appear at the military registration and enlistment office within 2 weeks from the date of receipt of temporary registration. If temporary registration for a period of more than three months, then the appearance in the military registration and enlistment office is required.

From 10/19/2019 mandatory control subject to the existence and authenticity of personal electronic cards if the documents indicate that they have been issued.

The person in charge makes a copy or scans the military ID (replacement document) in full or from all pages on which there are entries.

Reservation of citizens in reserve (GPZ)

Step-by-step instructions for maintaining military records in organizations also include such a separate area as booking citizens in reserve. Its goal is to provide personnel, labor resources during the period of mobilization and in wartime. The reservation consists in providing citizens in the reserve (managers, specialists, highly qualified personnel) with a deferment from military service in wartime.

Reserved citizens who are in reserve are subject to registration, but they are exempt from conscription for military service on mobilization and subsequent conscriptions in wartime for the duration of the granted deferment, and from conscription for military training.

Normative and methodological support and control over this is carried out by the Interdepartmental Commission of the Armed Forces of the Russian Federation, federal executive bodies that have reserves and work in state authorities, local governments and private companies.

To book citizens who are in reserve, the employer is sent approved lists of positions and professions (extracts from the lists) and extracts from regulatory documents.

Relevant decisions are made at meetings of the commission on mobilization in the department special events(in administration municipality) with the direct participation of a representative of the VC department. Subsequently this decision brought to the enterprise by handing it over to an authorized person of the employer against signature.

Forms of form No. 4 (certificates of deferment) are issued by proxy from the enterprise at the local VC. Workers are booked according to a special list, which indicates the requirements for the GPP - profession, age, rank. After the selection of qualified personnel in the state of the company, it is necessary to fill out a form.

Reporting for employers

Companies provide accounting reports:

  • to federal government bodies or to the head office;
  • to the city commission for booking citizens who are in reserve;
  • to the department of the military commissariat at the location ( legal address) companies.

The annual reporting documents on the status of work on booking the GPP are:

  • a report on the number of employed and selected citizens in the reserve, drawn up in accordance with Form No. 6;
  • report ( explanatory note) on the state of work in this area for the reporting period;
  • accounting card (form No. 18).

Reports are prepared as of December 31 of the reporting year and must contain complete and reliable information.

Businesses that do not make reservations provide Form No. 18 as a report.

Legislative control

Check in large companies(more than 500 employees) is held once a year. Inspection at small enterprises (less than 500 people) is carried out once every 3 years. Inspections are carried out by representatives of the military commissariat or local authorities. Reconciliation of military registration data in the organization, including those contained in the audit log, with the data of the military commissariat is carried out annually. Until November 1, a list of male employees who have reached military age is submitted to the military registration and enlistment office.

Information on the hiring and dismissal of military service employees must be provided to the commissariat within two weeks.

Administrative liability for violations of the military registration procedure

The head of the company is liable under the administrative legislation of the Russian Federation in the following cases:

  • if the necessary information is not provided to the military registration and enlistment office in time on employees subject to military registration;
  • if information is not provided in a timely manner about any change in the data required by the military registration and enlistment office about a conscripted worker;
  • if the employee is not given the opportunity to arrive at the military registration and enlistment office on time on the agenda.

Any entry in the military registration checkbook is made in blue, purple or black ink. There should be no blots and non-common abbreviations.

Each error is crossed out with a single line, accompanied by the inscription "corrected" and the dated signature of the corrector.

Normative base

Except personnel office work, the organization must maintain military records. Alas, many leaders do not think about it.

Main regulations regulating the maintenance of military records in the organization are:

- Federal Law of March 28, 1998 N 53-FZ "On military duty and military service" (hereinafter - Law N 53-FZ);

- Federal Law of February 26, 1997 N 31-FZ "On mobilization training and mobilization in the Russian Federation";

- Regulations on military registration, approved by Decree of the Government of the Russian Federation of November 27, 2006 N 719 (hereinafter - the Regulations);

- Federal Law of May 31, 1996 N 61-FZ "On Defense";

Military registration is divided into general and special. Those liable for military service who, in accordance with the established procedure, are reserved for state authorities, local authorities or organizations for periods of mobilization, martial law and in wartime, as well as those serving in the police department, the State Fire Service, institutions and bodies of the penal system, bodies for monitoring turnover drugs and psychotropic substances in positions of private and commanding staff. The rest of those liable for military service are on the general military register.

With regard to persons liable for military service working in federal executive bodies, in which the law provides for military service, who are on a general military record, the military commissariats, if there are applications from these bodies, draw up plans for the direction of such persons liable for military service to work in positions of civilian personnel in these bodies during periods of mobilization, martial law and in wartime.

What documents on military registration should be in the organization?

In addition to the regulations governing the maintenance of military records in organizations, on the basis of clause 39 of the Recommendations, organizations are developing (maintaining):

- Order "On the organization of military registration of citizens, including the reservation of citizens in reserve";

- a work plan for maintaining military records of citizens and booking citizens who are in reserve;

- a file of personal cards of the form T-2 and T-2 GS (MS) for citizens from among the recruits and citizens in the reserve;

- a log of checks on the implementation of military registration and booking of citizens in reserve;

- receipts for the receipt of military registration documents from citizens;

- official office work (separate matter) on the issues of maintaining military records of citizens and booking citizens who are in reserve in the organization;

- other documents.

What documents are classified as "other", you ask? We answer. These are all kinds of work plans for the implementation of military registration and booking of citizens in reserve (developed in the form of Appendix 17 to the Recommendations and agreed with the military registration and enlistment office), acts of acceptance and transfer of documents necessary for work on military registration and booking of citizens (clause 22 of the Recommendations) , etc.

Who will we take into account?

Military registration of citizens at their place of work is carried out by organizations, and the heads of these organizations are responsible for its condition (paragraph 9 of the Regulations).

First of all, we will determine who is subject to military registration. In accordance with paragraph 14 of the Regulations, these are:

A) male citizens aged 18 to 27 years old who are required to be registered with the military and who are not in the reserve (hereinafter referred to as conscripts);

- males in reserve;

- Dismissed from military service with enrollment in the reserve;

- successfully completed training under the training program for reserve officers at military departments at state, municipal or state-accredited non-state educational institutions of higher professional education in the relevant areas of training (specialties) and graduated from these institutions;

- those who have not completed military service due to exemption from conscription;

- those who did not complete military service due to the provision of deferments or were not called up for military service for any other reason, upon reaching the age of 27 years;

- dismissed from military service without military registration and subsequently put on military registration in military commissariats;

- completed alternative civilian service.

In addition, it is necessary to take into account women who have military specialties in accordance with the annex to the Regulations (computer operator, meteorologist, weather forecaster, paramedic, laboratory assistant, junior pharmacist, pharmacist, dentist, dental technician, radiologist, etc.).

Note. Those liable for military service who have reached the age limit for being in the reserve or who are declared unfit for military service for health reasons are transferred by the military commissariat into retirement and removed from military registration (clause 16 of the Recommendations).

At the same time, paragraph 15 of the Regulations establishes categories of citizens who are not subject to military registration in military commissariats, local governments and organizations:

1. Released from military duty in accordance with Law N 53-FZ.

2. Passing military service.

3. Those serving a sentence of imprisonment.

4. Women who do not have a military specialty.

5. Permanently residing outside the Russian Federation.

6. Having military ranks officers and those in the reserve of the Foreign Intelligence Service and the FSB.

Responsible for maintaining military records

Military registration of conscripts and persons liable for military service working in organizations is a complex of measures carried out by managers and other officials to register citizens directly working in these organizations; conducting an analysis of the provision of labor resources of organizations during periods of mobilization, martial law and wartime; assistance to military commissariats in the implementation of military registration of these citizens at their place of residence or place of stay in order to ensure the defense of the country, the security of the state, including ensuring the timely appearance of citizens who are subject to conscription for military service for mobilization and are with them in labor relations, to assembly points or to military units (clause 17 of the Recommendations).

We repeat that the responsibility for maintaining military records in the organization lies with its leader. Of course, he can delegate this responsibility to employees. To understand whether a person is needed who will only deal with maintaining military records, or whether it is enough to expand the scope of duties of a personnel officer, let's turn to the Regulations and Recommendations.

Based on paragraph 9 of the Recommendations, all organizations are required to create military registration units, carry out work on military registration and booking for the period of mobilization and for wartime of citizens who are in the reserve and working in these organizations, and provide reporting on booking. And paragraph 12 of the Regulations determines that the number of employees who carry out military registration in organizations is determined taking into account the following standards:

- one employee performing part-time duties - if there are less than 500 citizens on the military register;

- one released worker - if there are from 500 to 2,000 citizens on military registration;

- two released workers - if there are from 2,000 to 4,000 citizens on military registration;

- one exempted worker for every subsequent 3,000 citizens who are registered with the military.

If two or more employees are required to carry out military registration, the Regulation recommends combining them into a separate unit - a military registration desk.

The number of employees in the organization on military registration is determined as of December 31 of the previous year. Thus, as of December 31, it is necessary to verify the number of employees subject to military registration, not forgetting about women with military registration specialties.

Note! The heads of organizations are obliged to allocate for employees who carry out military registration in organizations specially equipped rooms and iron cabinets that ensure the safety of military registration documents.

To determine who will deal with military registration, it is necessary to issue an order in the form given in Appendix 4 to the Recommendations. Note that the draft of this order must be coordinated with the military commissar of the municipality or with the local self-government body that carries out primary military registration (in territories where there are no military commissariats) (paragraph 22 of the Recommendations). Moreover, the Recommendations advise coordinating with the military commissar the candidacies of military registration officers before appointing them to a position, as well as sending copies of orders to the military commissar on the appointment of employees who carry out military registration in organizations.

Note. In the event of the temporary departure of an employee carrying out military registration of citizens, the head of the organization must, by his order, appoint another employee to this area of ​​work. According to the act, all documents necessary for work on military registration and booking of citizens are transferred to the newly appointed person.

Duties of employees carrying out military registration in the organization

The duties of an employee carrying out military registration in an organization are established both by the Regulations and the Recommendations. So, in accordance with paragraph 30 of the Regulations, persons carrying out military registration in organizations, in order to ensure that citizens are registered for military registration at the place of work, they must:

1. Check with citizens hired:

- the presence in the passports of marks about their attitude to military duty;

- the presence and authenticity of military registration documents, as well as the authenticity of entries in them, marks on military registration at the place of residence or place of stay;

- the presence of mobilization orders (for those liable for military service if there are marks on the delivery of the mobilization order on military tickets), tokens with personal numbers of the Armed Forces of the Russian Federation (if there is a mark on the receipt of the token on the military ticket).

2. Fill in personal cards in accordance with the entries in the military registration documents. At the same time, information on marital status, education, place of work (division of an organization), position, place of residence or place of stay of citizens, and other information contained in the documents of citizens accepted for military registration are specified.

3. Explain to citizens the procedure for fulfilling their duties in military registration, mobilization training and mobilization, and exercise control over their execution.

4. Inform military commissariats about unspecified corrections, inaccuracies and forgeries found in military registration documents, incomplete number of sheets, as well as cases of non-fulfillment of obligations by citizens in the field of military registration.

Employees responsible for maintaining military records identify citizens who are subject to military registration at the place of work and (or) at the place of residence, and take the necessary measures to put them on such a record, and also maintain and store personal cards of citizens put on military accounting (clause 28 of the Recommendations).

In addition, those responsible for maintaining military records on the basis of clause 32 of the Regulations to keep up to date the information contained in personal cards and documents of military records:

- send within two weeks to the relevant military commissariats and (or) local authorities information about citizens subject to military registration and acceptance (admission) or dismissal (expulsion) from work (from educational institutions);

- if necessary (and for conscripts without fail) for the purpose of military registration at the place of residence or place of stay or clarification of the necessary information contained in military registration documents, citizens are notified of the need to appear in person at the relevant military commissariats or local governments;

- send within two weeks, at the request of the relevant military commissariats and (or) local governments, the necessary information about citizens who are registered with the military, as well as about citizens who are not registered, but are obliged to be registered with the military;

- submit annually in September to the relevant military commissariats lists of male citizens aged 15 and 16 (in the form of Appendix 11 to the Recommendations), and before November 1 - lists of male citizens subject to initial military registration next year (according to the form of Annex 3 to the Instructions for the preparation and conduct of activities related to the conscription of citizens who are not in the reserve, approved by Order of the Minister of Defense of the Russian Federation dated 02.10.2007 N 400);

- check at least once a year the information on military registration contained in personal cards with the information contained in the documents of military registration of citizens;

- verify at least once a year the military registration information contained in personal cards with the information contained in the military registration documents of the relevant military commissariats and (or) local governments;

- enter information about changes in personal cards marital status, education, structural unit organizations, positions, places of residence or place of stay, the state of health of citizens who are on the military register, and within two weeks report these changes to the military commissariats;

- notify citizens of calls (summons) of the relevant military commissariats or local governments and provide them with the opportunity to timely appear at the places indicated by the military commissariats, including during periods of mobilization, martial law and wartime.

Note. Correspondence on the military registration of employees must be kept in the organization for three years (Article 690 of the List of typical managerial archival documents approved by Order of the Ministry of Culture of the Russian Federation of 08.25.2010 N 558).

Note. When receiving military registration documents from citizens by employees who carry out military registration in organizations, citizens are issued a receipt in the form established in Appendix 14 to the Recommendations (clause 30 of the Recommendations).

Note. The above duties of the employee responsible for maintaining military records are necessarily included in his job description and employment contract.

It should be noted that the forms of reports, lists and notifications provided by the employees of the organization to the military registration and enlistment offices, as well as other documents necessary for the work of the person responsible for maintaining military records, are given in the annexes to the Recommendations. For example, a message on the hiring and dismissal of employees subject to military registration, the person responsible for maintaining military registration must draw up in the form established by Appendix 9 to the Recommendations. Such a message is drawn up in two copies: one is sent to the military enlistment office at the place of residence of the employee, and the second is placed in the file by correspondence with the military registration and enlistment office.

Messages about a change in marital status, education, structural unit, position, place of residence are drawn up in the form of Appendix 13 to the Recommendations, registered in the journal of outgoing documentation and sent to the military registration and enlistment office by registered mail with acknowledgment of receipt.

Note. When hiring an employee, the personnel officer is obliged to check the documents of military registration (military cards, temporary certificates issued in exchange for military cards, certificates of citizens subject to conscription for military service) for compliance with their passport data. If inaccurate or incorrect information is found, the owner of the document is sent to the military registration and enlistment office.

It is necessary to fill in section II "Information on military registration" of the employee's personal card (T-2 form) or the civil servant's personal card (T-2 form GS (MS)). Then, within two weeks, you need to report on the admission of citizens liable for military service to the military enlistment office.

Personal cards

We repeat that each organization should have a file of personal cards for military service workers. We will not tell you how to fill out such cards, this is the subject of a separate article. But the order of their storage requires clarification.

So, personal cards of citizens hired, put on military records, are placed in the appropriate sections of a separate file cabinet:

The first section is personal cards for reserve officers;

The second section - for soldiers, sailors, sergeants, foremen, warrant officers and midshipmen of the reserve;

The third section is for female conscripts;

The fourth section is for conscripts.

The card file of personal cards of citizens put on military records is compiled alphabetically.

If more than 500 citizens are registered with the military, it is possible to allocate an additional, fifth section - for personal cards of those liable for military service who have mobilization orders and marks in military tickets about their delivery. This section is compiled by teams (parties) based on the data of paragraphs. "a" p. 7 of section II "Information on military registration" of a personal card, and in teams - in alphabetical order.

Personal cards for citizens who have reached the age limit for being in the reserve, and citizens who are recognized as unfit for military service for health reasons, are withdrawn from the corresponding section of a separate card index of citizens in the reserve. At the same time, in paragraph 8 of section II "Information on military registration" of personal cards of these citizens, the corresponding marks are put:

- “removed from military registration by age” - for citizens who have reached the age limit for being in the reserve;

- "removed from military registration for health reasons" - for citizens who are recognized as unfit for military service for health reasons.

When citizens are dismissed from work, personal cards of those liable for military service and conscripts are withdrawn from the card index of organizations and handed over to the archive.

Responsibility for violation of the rules for the implementation of military registration

Compliance with the procedure for organizing the conduct of work on military registration in the organization, as well as compliance with the norms labor law, must be checked. Thus, by virtue of clause 33 of the Regulations, control over the maintenance of military records by organizations is carried out by the military administration bodies of the Armed Forces of the Russian Federation, military commissariats and local governments in the manner determined by Order N 500. Military registration and enlistment offices and local governments check the maintenance of military records in organizations:

- with the number of working (student) citizens over 500 people - annually;

- in the rest - at least once every three years.

When checking the correctness of military registration in organizations, the completeness of coverage of citizens by military registration, the quality of military registration of citizens, the reliability of the data contained in the personal cards of employees subject to military registration, the organization and ensuring the fulfillment by citizens of military registration duties, the implementation by officials of the requirements of the legislation on military accounting.

Note. The results of the checks are brought to the attention of the heads of organizations and are reflected in the logs of checks on the implementation of military registration and booking of citizens in the reserve of the Armed Forces of the Russian Federation, which are maintained in military commissariats, local governments and organizations.

If serious shortcomings are identified in the maintenance of the organization's military records, military commissars (heads of local self-government bodies) report this to the military commissariats of the constituent entities of the Russian Federation (military commissariats) and to a higher authority to which the organization is subordinate. In addition, the military commissar may decide to initiate an administrative offense case against the head or officials responsible for military registration.

Step 1: appoint responsible persons

The number of employees appointed responsible for maintaining military records in an organization depends on the number of employees on military records. To determine how many employees need to be allocated for military registration, it is necessary to establish the total number of citizens who are registered with the organization as of December 31 of the previous year (clause 13 of the Regulation, approved by Government Decree of November 27, 2006 No. 719). If the organization has 2 or more employees who keep military records, they are combined into a separate unit, called the military registration table.

At the same time, the head of the organization must not only appoint employees to maintain military records, but also provide them with specially equipped rooms and iron cabinets that would ensure the safety of documents on military records (clause 21 of the Regulation, approved by Government Decree of November 27, 2006 No. 719) .

Step 2: determine the circle of workers subject to military registration

According to the rules for maintaining military records in organizations in 2020, the following employees are subject to military registration (clause 14 of the Regulations

  • conscripts;

And for which employees military records are not kept?

Military records in organizations are not kept in relation, in particular, to the following employees (clause 15 of the Regulation, approved by Government Decree No. 719 of November 27, 2006):

  • exempted from military duty in accordance with the Federal Law of March 28, 1998 No. 53-FZ “On military duty and military service”;
  • female workers who do not have a military registration specialty;
  • permanently residing outside the Russian Federation;
  • employees with military ranks of officers and who are in the reserve of the SVR or the FSB.

What documents should the organization keep for military registration?

As part of maintaining military records, the organization develops (maintains) the following documents (clause 39 of the Methodological Recommendations, approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017):

  • an order on the organization of military registration of citizens, including the reservation of citizens who are in reserve;
  • file cabinet of personal cards form No. T-2. In section 2 “Information on military registration” of the employee’s personal card in the form No. T-2 (approved by the Decree of the State Statistics Committee of 01/05/2004 No. 1), military registration of conscripts and those liable for military service is maintained;
  • a log of checks on the implementation of military registration and booking of citizens staying in the reserve of the Armed Forces of the Russian Federation;
  • receipts for the receipt of military registration documents from citizens;
  • official office work (separate matter) on the issues of maintaining military records of citizens and booking citizens who are in reserve in the organization;
  • other documents in accordance with the requirements established by the federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments and heads of organizations;
  • reference information on military registration, mobilization training and mobilization.

The samples of documents necessary for maintaining military records in the organization can be found, in particular, in methodological recommendations on maintaining military records in organizations (approved by the General Staff of the Armed Forces of the Russian Federation on July 11, 2017).   • order on the organization of military registration of citizens, incl. reservations of citizens who are in reserve;
  • employee's personal card (form No. T-2);

- notify citizens of calls (summons) of the relevant military commissariats or local governments and provide them with the opportunity to timely appear at the places indicated by the military commissariats, including during periods of mobilization, martial law and wartime

The current legislation provides for administrative liability in the form of a fine for violating certain instructions for maintaining military records in organizations. It is imposed on the head or another executive responsible for military accounting work.

Work plan

In small enterprises, where less than five hundred are subject to accounting, control over them carried out by one specialist in combination. How to keep records if there are many more employees?

AT large organizations where up to two thousand conscripts work, create a military registration table. In this case, a separate rate is allocated for dealing with this issue, and with a large number of personnel to be accounted for (from two to four thousand), two and then one rate for every subsequent three thousand personnel.

Directors of firms should allocate for performing accounting duties special rooms and iron cabinets. The costs associated with maintaining military records are borne by the management of the organization.

All people whose duties are somehow related to accounting are covered in a special order issued by the CEO and agreed with the military commissariat or with the municipality in those administrative units where there are no military commissariats.

All actions related to the movement of employees related to military registration are also consistent with them. The exception is institutions where there is mobilization bodies.

Accounting for potential recruits and "reserves" is carried out on personal cards (form T-2, section 2) or personal cards of civil servants (form T-2GS).

The documents of military accounting, on the basis of which it is carried out, include:

  1. certificate of a citizen subject to conscription for military service (a document of the established format, has a cover with the image of the Coat of Arms of the Russian Federation and the corresponding inscription);
  2. military ID;
  3. certificate instead of a military ID;
  4. temporary certificate.

Help is only issued for the purpose of identifying some conscripts who, for some reason, did not have the necessary papers to issue a military ID. It also has an official stamp and the seal of the military commissar. But it doesn't hurt to send a request there and check it out.

A temporary certificate is issued for no more than a month. But they extend it to three, if the necessary documentation for registration of a “military man” has not been received in the first thirty days.

Responsibility for violations

Violation of the rules of military registration is fraught with trouble and a fine for the heads of organizations. Administrative responsibility threatens for:

  1. Failure to provide data on future recruits to the supervisory authority (up to a thousand rubles);
  2. Silence by directors about calling a subordinate to the commissariat.

The latter is also fraught with little money - up to a thousand rubles. But repeated violations can lead to increased state attention and a higher degree of responsibility.
