What is the amount of lump sum payments, and how to get them, you will learn from this article.

Lifting for young professionals

Lifting, that is, one-time cash payments for young professionals, in Russia are established at the regional levels. You can find out the amount of money due, tariffs and conditions for providing lifts from the following sources:

  • regional regulatory legal acts (these can be laws of the constituent entities of the Russian Federation, orders of the heads of the city and region, and other documents of local significance - for example, in St. Petersburg, the Social Code of the city has been in force since 2012);
  • collective agreements of enterprises and organizations;
  • regulations on the status of a young specialist, established both at the local (within a specific organization) and at the regional levels (for example, in the Vladimir region, the Regulations on the status of a young specialist in the education system were approved by order of the head of the education department of the subject).

Similar measures social support apply to representatives of the most demanded and least protected specialties - first of all, these are education and healthcare workers.

Federal-level guarantees in the healthcare sector are provided only to young doctors who decide to get a job in rural hospitals: under the Zemsky Doctor program, novice doctors are paid a lift in the amount of 1 million rubles for the purchase or construction of housing. The program has been operating since 2011, and there is no talk of ending it yet.

Conditions for granting 1 million rubles under the program

"Zemsky Doctor"

Don't know your rights?

In accordance with paragraph 12.1 of Article 51 of the Law "On Compulsory Medical Insurance in the Russian Federation" No. 326-FZ of November 29, 2010, doctors can receive a lifting allowance in the amount of 1 million rubles, while simultaneously meeting the following conditions:

  • higher medical education;
  • age not older than 50 years;
  • moving to the countryside from another locality followed by employment.

The lump-sum payment is provided exclusively for doctors. Nurses, paramedics and junior medical staff do not have the right to participate in the Zemsky Doctor program. In addition to a high school diploma medical education a young specialist must have a completed internship behind him, that is, be ready for independent work.

In order to receive a lift, you must contact the regional authorities with a statement of intent to conclude an agreement on the provision of compensation payments. As a rule, such body is the administration of the regional center.

The money is paid at the expense of the Federal Compulsory Medical Insurance Fund, therefore, information regarding the direct transfer of lifting (date, method, etc.) should be specified in regional office MHIF.

Payments to young people specialists - teachers

The size of the lifting allowance for young teachers differs depending on the region of work, while the conditions for providing lump-sum payments are almost the same throughout Russia:

  • age up to 35 (in some regions up to 30) years;
  • possession of a diploma of secondary vocational or higher pedagogical education obtained in educational institution having state accreditation;
  • employment in state or municipal educational institutions no later than 3 months after graduation.

Financial support can be provided in the following forms:

  • lump sum- provided when applying for a job and varies from 20,000 to 100,000 rubles (the highest amount of lifting is set for Moscow teachers - about 100,000 rubles);
  • salary supplement - calculated as a percentage of the salary rate (in Moscow - 40% of the rate and 50% - for holders of red diplomas);
  • preferential mortgage - part of the loan for the purchase of housing is paid at the expense of the regional or local budget.

In addition, some regions establish special compensation payments for the purchase of housing for young teachers who have moved to work in the countryside.

One-time payments to young specialists - teachers are made on the basis of a written application submitted to the territorial body of social protection of the population at the place of work.

Lifting payments are called, which are provided to young professionals. These include people who have graduated from a higher educational institution. After receiving the certificate of completion and all next year their status does not change. To get it, a university graduate after the final exams must legislative order go to distribution work.

If this does not happen, the status of "young specialist" is not assigned. Labor relations arise between the company and the employee, which are regulated by the Labor Code of the Russian Federation, Art. 70. In this case, the young cadre starts work without passing the probationary period.

Payments for young professionals

A young specialist can count on a lump sum payment. The amount depends on the region of his residence. The conditions for granting compensation are set out in:

  • normative-legal acts. Each city of the Russian Federation has its own laws governing payments. For example, in St. Petersburg, tariffs and corresponding amounts are prescribed in the Social Code;
  • contracts of organizations where the employee went for distribution;
  • position on the status of a specialist, which is established both within a particular enterprise and at the regional level.

Social support is provided to the most demanded, but the least protected areas of activity. It is given to teachers and health workers. Payments are made not only at a time. Young professionals in the field of education can receive a monthly salary supplement.

The legislation of the Russian Federation also provides for payment at the end of the employment contract. If a young employee wants to quit under Article 80 of the Labor Code of the Russian Federation, then he will have to return the previously received funds back to the state budget. Elevation allowances have been paid since 2012 to young cadres who graduated from universities in 2011 and later. Graduates who have graduated from a college or college and have received a secondary specialized education can also count on this type of payment.

Important! Decree No. 821, adopted on 06/22/2012, states that young graduates must receive monetary compensation within the first working month. The amount of lifting is affected by the chosen specialty and place of work. The project was created in order to encourage new personnel to work in their profession.

If the employee plans to move, then you will not have to count on compensation. The distribution program directs to where he lived before entering the university.

Lump sum payments in 2017

Program for young doctors "Zemsky Doctor"

The Law on "Compulsory Health Insurance in Russia", adopted on November 20, 2010, provides young graduates who have received medical education with monetary compensation in the amount of 1,000,000 rubles.

The allowance for doctors who wish to work in rural hospitals is issued for the purchase or construction of their own housing. The conditions for receiving funds under the program are specified in clause 12.1, art. 51 of the Labor Code of the Russian Federation:

  1. Diploma of graduation from a higher medical institution.
  2. The age of the specialist is not more than 50 years.
  3. Moving for permanent residence to the countryside from another region with subsequent employment.

Compensation is for medical graduates only. Specialists with a secondary medical education do not have the opportunity to receive funds under the Zemsky Doctor program. In addition to a university diploma, a young doctor must complete an internship and be fully prepared to work without mentors.

To receive a lump sum payment, the employer must apply to the administration of the local center with an application. Payment of compensation is carried out at the expense of the Federal Fund. It is recommended to clarify the specific date of receipt of compensation at the local branch of the MHIF.

Payments for young teachers

The region of employment affects the amount of lifting payments. The conditions for receiving lump-sum funds are the same throughout the territory of the Russian Federation:

  1. The age of the young teacher is 30-35 years.
  2. The presence of secondary special or higher pedagogical education. The institution where the future teacher studied must be accredited by the state.
  3. After graduation, a specialist needs to get a job in a state organization within 3 months.

The status of "young specialist" is assigned once every 3 years. The legislation provides for cases of extension of this status:

  • maternity leave;
  • urgent military conscription;
  • full-time postgraduate studies.

Funds for young specialists-teachers are issued:

  1. At the same time. The amount is paid depending on the future place of work: from 20-100 thousand rubles. Once a year for 3 years, the specified amount is transferred to the employee's account. The cost of compensation depends on various factors: the average salary in the region of employment, the standard of living. Nizhny Novgorod, Novosibirsk and Ufa organized a program for young personnel: 1 year of work - compensation in the amount of 40 thousand rubles, 2 years - 35 thousand rubles, 3 years - 30 thousand rubles. The highest payments are provided to teachers working in the capital - 100 thousand rubles. A specialist teacher employed in St. Petersburg is entitled to compensation - 63 thousand rubles.
  2. In the form of a bonus to the existing salary. For Moscow, this is a 40% surcharge for holders of a blue diploma, 50% for a red diploma.
  3. Mortgages on preferential terms. Part of the loan funds is financed from the regional budget.

In the regions there is a program for young teachers who have moved to work in the countryside. Compensation for teachers is paid on the basis of an application submitted to the local social security authority.

The procedure for receiving payments and taxation

In accordance with the legislation of the Russian Federation, an employer who has provided a place for a young graduate draws up lifting payments. The allowance that the state allocates to support new personnel is not taxed. The most important condition for obtaining lifting - work in the specialty.

There is a program of preferential purchase of housing. To participate in it, you must work in the organization for at least 5 years and need good living conditions. Documents must be accompanied by a certificate of absence of their own housing or a document reflecting the need to improve them.

The disadvantages of this program include:

  1. High down payment - 30%. The employer can pay these funds for the employee, subject to a monthly deduction of the debt. Other conditions of agreement between the employer and the employee are possible.
  2. Usually this program is aimed at residents of rural areas.

The documents

To receive lifting payments, a specialist must write an application during employment. The employer prepares an order for payments and informs the employee about it. The employee examines the document and signs.

Required documents:

  • an application signed by the employee;
  • a copy of the university diploma;
  • a copy of the work book, notarized. It must contain the date of admission of the employee to the organization.

Based on the above documents, compensation is paid to teachers and doctors.

Other benefits for young professionals

There is a lack of qualified specialists in rural areas, which is why benefits are introduced for them: increased wages, partial payment for housing, payment utility bills at reduced rates.

There is an additional support program for young graduates. To participate in it, it is necessary to apply to the social authorities after the end of the distribution work. Under this program, a specialist can apply for the purchase of affordable housing in the same area. Documents required for participation in the program:

  1. Statement.
  2. The passport.
  3. Diploma of secondary special or higher education.
  4. Birth certificate of children.
  5. A certificate confirming the need to improve housing conditions (issued on the basis of an inspection of housing by a special commission).
  6. A certificate from the bank confirming the availability of funds for making a down payment.

Important! Young teachers can count on the purchase of housing with the help of the state. A mortgage on preferential terms involves partial payment for future housing, the purchase of an apartment at a reduced price, a loan to pay off mortgage interest.

In some regions, young distribution graduates are entitled to material support at the beginning of their career, an annual bonus, and preferential travel on public transport.

To attract young people to industries where there is a shortage of qualified personnel, various methods of monetary incentives are used. In particular, lifting payments to young professionals.

Consider what it is and how you can get the funds due.

Who is considered a young specialist in Russia

The term implies, first of all, a certain age.

As a rule, the bar is 35 years old. It is up to her that specialists treat the young.

Sometimes, for example, to obtain a mortgage loan, the age of 30 years is used. But the first age limit is still more common.

A young specialist in Russia is considered to be a graduate of a university or a secondary school who:

  • graduated from an educational institution with state accreditation;
  • studied full-time on a budgetary basis;
  • received a diploma of the established sample;
  • gets a job in the first year after graduation;
  • for the first time finds a job in the received specialty (direction);
  • chose a budgetary organization as his place of work.
Only if all these conditions are met, one can expect to receive various social benefits, primarily lifting. An older graduate who received an education by correspondence or on a commercial basis will not be able to apply for them.

Benefits for young professionals

AT Russian Federation young professionals can count on a number of benefits. For example, when employed in the first year after admission, they are not set probation. Of course, if they found a job in their specialty.

But this is an intangible benefit.

Graduates can also count on various monetary payments. For example, salaries in some industries, in the same education, include an additional payment for the received higher education. For holders of "red" diplomas, it has an increased size.

The collective agreement of an organization or enterprise may establish other allowances, allowances or other types of material assistance for young specialists.

Regional youth support programs provide for lump-sum payments to young professionals upon employment - the so-called "lifting". The employer pays them in the first month after the conclusion of the employment contract. For him, such benefits are quite profitable, since they are not taxed.

In addition, the payment of a lift may be associated with the simultaneous obligation of young personnel to work in their specialty for a certain time, usually 3-5 years.

If a young specialist finds a job not in the area where he lives, then in addition to lifting he has the right to receive:

  • compensation for moving (especially to rural areas);
  • payment of expenses for the transportation of furniture and other furnishings;
  • reimbursement of travel expenses for yourself and your entire family;
  • daily allowance for each day on the road (as during a business trip);
  • average salary for the same period.
Elevation allowances may be paid only once, or they may be awarded as annual payments for three years. But every year the amount will decrease. You can check with your employer or local government for specific conditions.

How and where to get lifting

In order to receive the necessary funds, the graduate must perform several actions.

  1. Lifting will be available only after the conclusion of the first employment contract. Before signing it, the graduate is obliged to present to the employer his diploma of education. More than a year must pass from the moment of its receipt, only in this case one can apply for state assistance.
  2. The second condition is employment in the specialty indicated in the diploma. If, for example, a teacher gets a job as a salesperson, then this does not give him the right to receive lifting.
  3. Employment is accompanied not only by the signing of an employment contract, but also by the issuance of an order for employment. This document must be presented to the new employee for review and signature. Only after this, employment can be considered valid.
  4. A new employee must write and submit to the manager an application for the payment of lifting. It is written in free form. There is no need to attach supporting documents in it, the employer has copies of them.
  5. After reviewing the application, the manager draws up an order for the appointment of lifting a new employee. This order, like any other concerning the employee, must be presented to him for signature.
  6. The funds are transferred to the new employee in the usual way for the organization. Or they are paid in cash through the cashier.
A number of regions provide additional measures to support young professionals. To receive them, the application and documents are already transferred to the local administration. Diploma required and labor contract, confirming the required status.

What is the amount of the lift

The amount of payments to young specialists is determined by regional social support programs. And it can range from one salary to very substantial amounts. The size of the lifts is especially large in rural areas.

Let's give some examples.

Since 2010, the Zemsky Doctor program has been operating.

According to it, medical specialists can receive up to 1 million rubles:

  • with completed higher education;
  • not older than 50 years;
  • moved to the countryside;
  • signed an employment contract for at least 5 years.
Not eligible for this program nurses and paramedics. The doctor must complete the internship and be ready for a completely autonomous and independent activity. The benefit received can be used to build or buy your own home.

Novice teachers have the right to receive from 20 to 100 thousand lifting when applying for a job in public secondary schools.

The maximum payments, traditionally, are received by Moscow teachers - about 100,000 rubles. for St. Petersburg, this amount will be approximately half as much. In addition, teachers receive a 40% bonus for having higher education. For those who received a diploma with honors, it will be already 50%.

Types of state assistance in rural areas

In 2019-2020, the program "Young specialist in the countryside" will continue to operate.

Its implementation pursues two goals at once: attracting qualified personnel to the countryside and helping young people in solving housing problems.

Therefore, there are a number of restrictions for possible participants:

  • age up to 35 years;
  • higher education or the prospect of getting it in the near future;
  • lack of ownership of residential real estate: apartments or houses;
  • housing conditions do not correspond to existing social norms;
  • living in a rural area or willingness to move to it.

Graduates who agree to participate in the program and are eligible in all respects are paid a significant amount as an allowance. Its specific size depends on the region implementing the program.

But the amount allocated by the state is enough for the purchase of a housing under construction or secondary housing in a selected area or a major overhaul of existing real estate.

In return, graduates undertake to work in their chosen rural settlement for at least five years in the specialty they have received. Otherwise, they will face significant trouble. For example, the arrest and subsequent sale of housing in order to return the funds paid by the state.

The obligation to work after receiving lifting a certain period does not mean the impossibility of quitting. But in this case, the lift paid by the employer will have to be returned. But not completely, but in proportion to the unworked period. It is no longer possible to get them again from another employer. The status of a young specialist is assigned only once and is valid for a very short time.

In addition to lifting, graduates who get jobs in their specialty in budget organizations rural areas or cities, have the right to count on other types of state support.

In particular, on preferential terms of mortgage lending when buying a home. In the regions, additional types and methods of encouragement for young professionals are being established.

Employment- this is a serious matter. And often there are many pitfalls behind the joyful words “you are hired”. Wage not the one that was declared, or an unexpected probationary period or non-compliance with the form of the contract, etc.

This is especially often faced by a young specialist due to ignorance of the legal aspects of employment. What a young specialist needs to know when applying for a job:

Labor Code of the Russian Federation is a set of laws governing labor relations between an employer and an employee. The Labor Code of the Russian Federation includes 6 parts. The Labor Code covers all levels of interaction between an employee and an employer. The Labor Code clearly spells out the rights and obligations of participants in labor interaction: the employer and the employee.

Young specialist.

The current legislation does not contain the concept of "young specialist".

However, the concepts of "young specialist", "young worker" are used in various regulatory legal acts, industry agreements governing labor relations with the participation of young specialists.

The Labor Code of the Russian Federation (Article 70) uses the term “A person who graduated from an educational institution of primary, secondary and higher vocational education having state accreditation, and for the first time entering a job in the received specialty within one year from the date of graduation from an educational institution.

The parties to labor relations are the employee and the employer.

Labor contract.

Labor relations between an employee and an employer arise on the basis of employment contract as a result of appointment or confirmation in a position.

Labor contract is an agreement between the employer and the employee, which defines the rights and mutual obligations of the parties.

In accordance with the employment contract, the employer undertakes:

  • provide the employee with work according to the stipulated labor function,
  • provide working conditions,
  • timely and in full to pay the employee wages.

The employee, in accordance with the employment contract, is obliged to:

  • personally perform the labor function determined by the employment contract,
  • comply with the internal labor regulations applicable to the employer.

The employment contract specifies:

  • surname, name, patronymic of the employee and the name of the employer
  • information about the documents proving the identity of the employee and the employer;
  • taxpayer identification number
  • information about the representative of the employer who signed the employment contract, and the basis by virtue of which he is endowed with the appropriate authority;
  • place and date of conclusion of the employment contract.

Mandatory conditions of the employment contract:

  • place of work, and in the case when an employee is hired to work in a branch, representative office or other separate structural subdivision of the organization located in another locality, the place of work indicating the separate structural unit and its location;
  • labor function(work according to position in accordance with staffing, professions, specialties indicating qualifications; specific type of work assigned to the employee);
  • start date(and in the case of a fixed-term employment contract, also its validity period and the circumstances (reasons) that served as the basis for its conclusion);
  • terms of wages a (including size tariff rate or salary ( official salary) employee, additional payments, allowances and incentive payments);
  • working hours and rest time(if for this employee it is different from general rules operating for this employer);
  • compensation for hard work and work with harmful and (or) hazardous conditions labor (if the employee is hired under appropriate conditions, indicating the characteristics of working conditions at the workplace);
  • conditions governing where necessary character work(mobile, traveling, etc.);
  • mandatory condition social insurance worker;
  • otherterms in cases provided for by labor legislation and other regulatory legal acts containing labor law norms.

The absence in the text of the contract of any of the mandatory conditions or any information about the persons who entered into the contract, does not entail invalidity of the contract and its termination. The parties to the agreement must supplement it with the missing information and (or) conditions.

The employment contract may provide for additional conditions, but they should not worsen the situation worker.

Additional conditions of the employment contract are:

  • condition for specifying the place of work
  • test condition;
  • confidentiality clause

The employment contract must be drawn up in writing in two copies.

One copy of the employment contract is transferred to the employee, the other is kept by the employer.

When concluding an employment contract, a person entering a job presents the following documents to the employer:

  • the passport or other identity document;
  • work book (in the event that an employment contract is concluded for the first time, as well as in the event that an employee enters a job on a part-time basis, the presentation of a work book is not required);
  • insurance certificate of state pension insurance (in the event that a person goes to work for the first time, the presentation of an insurance certificate is not required);
  • military records
  • education document, certificate of no criminal record This certificate is presented by persons entering the public service (in particular, to serve in law enforcement agencies).

The work book is the main document confirming the work activity and length of service of the employee.

The work book is the main document on the work activity and work experience of the employee.

In the event that an employment contract is concluded for the first time, the obligation to draw up a work book and an insurance certificate of state pension insurance lies with the employer.

Documents not included in this list may not be required from a person applying for a job.

However upon admission of citizens (including from among young specialists) to the state and municipal service, when employing a foreign worker, the employer has the right to require the provision of additional documents to him.

Depending on the period of validity, allocate two types of employment contracts:

  1. an employment contract concluded for an indefinite period The contract does not specify an expiration date.);
  2. an employment contract concluded for a fixed period of not more than five years ( fixed-term employment contract).

An employment contract can be concluded both for an indefinite period and for a fixed period (up to 5 years) - in this case it is called a "fixed-term employment contract". Fixed term contract consists in several cases, which, as a rule, involve the performance of temporary or seasonal work, the replacement of an absent employee.

An employee with whom a fixed-term employment contract has been concluded is provided with the same rights and guarantees, which are provided for employees with whom an employment contract is concluded for an indefinite period.

By general rule a fixed-term employment contract is terminated with the expiration of its validity or the occurrence of any event (for example: withdrawal from maternity leave the employee who was being replaced).

If none of the parties demanded the termination of a fixed-term employment contract due to its expiration and the employee continues to work, the condition on the urgent nature of the employment contract becomes invalid and the employment contract is considered concluded for an indefinite period. In this case, the employer cannot dismiss the employee due to the expiration of the employment contract without his consent.

Civil contract- governed by regulations civil law(usually the provision of services or contracts). The relationship between the customer of services and the provider of services. The relationship between the employee and the employer specified in the Labor Code (regulated by the Civil Code) does not apply to the GPA. Salary is reward. Experience is not reflected in Tkn. There is no vacation and sick leave, there is rest. If a dispute arises, it will be resolved on the basis of civil law.

Collective agreement - one of the forms of regulation of labor relations. The parties to the collective agreement are the employer and the trade union of workers or authorized representatives of workers, if the workers have not united in a trade union.

In the collective agreement, the parties may establish rules that apply to the entire team: the wage system, the mechanism for its regulation, the employer's obligations regarding the employment of employees, their professional training, labor protection, social security, providing holidays, benefits and guarantees. In addition, it may reflect such obligations of employees as compliance with internal labor regulations, refusal to strike, etc.

Local Regulation (LPA) - this is an internal document of the employing organization, designed for repeated use and establishing the rules of conduct (rights and obligations) of the organization itself, all or certain categories of its employees in the part not regulated by labor legislation (internal labor regulations, vacation schedule and regulation on wages ). Mandatory familiarization under the signature. When applying for a job, this must be done before signing the employment contract.

Guarantees and benefits.

Guarantees are the means, methods and conditions by which the employee's exercise of the rights granted to him in the field of social and labor relations is ensured.

Basic guarantees labor rights young specialist are provided for in the Labor Code of the Russian Federation, as well as in industry agreements.

Let us consider separate guarantees of the rights of young professionals.

One of the additional conditions of the employment contract may be a test condition. The trial period, as a general rule, cannot exceed three months.

However, Article 70 of the Labor Code of the Russian Federation defines a list of persons in respect of which a test for employment is not established. Among them are young professionals.

In the event that the employer, in violation of the requirements of Article 70 of the Labor Code of the Russian Federation, nevertheless included a probationary clause in the employment contract, the young specialist should file a complaint with the court or Federal Service for Labor and Employment (Rostrud), which is entrusted with the implementation of state supervision over compliance by employers with labor laws.

However, please note that this exception does not apply to:

  • for a graduate of an educational institution that does not have state accreditation;
  • a graduate of an educational institution entering a job for the first time, but not in his specialty;
  • a graduate of an educational institution entering a job in the specialty received a year after graduation.

Accordingly, the employer has the right to establish in respect of these persons a probationary period of no more than three months.

Additional warranties young professionals are provided in accordance with the concluded industry agreements, collective agreements, adopted at the level of the organization by local regulations and are established taking into account the financial capabilities of the employer.

Additional guarantees are established taking into account the financial capabilities of the employer.

Let us give as an example only certain guarantees that can be included in a collective agreement:

  1. assignment of mentors to all young specialists in the first year of their work;
  2. conducting planned training and advanced training at the expense of the employer;
  3. setting incentive bonuses:

Travel to the place of rest (Article 325 of the Labor Code of the Russian Federation)

Persons working in organizations located in the regions of the Far North and areas equivalent to them are entitled to pay once every two years at the expense of the employer the cost of travel and baggage transportation within the territory of the Russian Federation to the place of use of the vacation and back. The right to compensation for these expenses arises for the employee simultaneously with the right to receive annual paid leave for the first year of work in this organization.

Wage.

  • Remuneration for work, the amount of which depends on such factors as the qualifications of the employee, the complexity, quantity, quality and conditions of the work performed;
  • Compensation payments - additional payments and allowances of a compensatory nature, including for work in conditions that deviate from normal, work in special climatic conditions and in territories subjected to radioactive contamination, and other payments of a compensatory nature; (northern and regional CF - 50% + 20%)
